REQUESTS FOR INFORMATION
January 27, 2009
1. Clarification on CLIN 0001
Question: REMOVE INSPECT AND REINSTALL SHAFTS. This item is a definite item and paragraph 1.1 of the specs states REMOVE INSPECT AND REINSTALL DESIGNATED SHAFT. This may be a type-O as CLINS 0003 AND 0004 are both definite items to renew the shaft bearings and the shaft sleeves if these are to be renewed then both shafts will need to be removed.
Answer: We confirm that both shafts do need to be worked. The Contractor is correct, the wording in paragraph 1.1 is unusual.
Please advise if you feel we need a spec revision, or if this can be handled by providing a response to his question.
2. Work item # 27 references a drawing, 90B CGB 3603-001.
Question: On the drawing it shows piece numbers for the pipe and fittings but does not list a "Bill of materials" to identify the pipe and fittings. In paragraph 3.2 and 3.2.1 in the work item you call out the pipe and associated fittings........how many fittings are needed.
If you could furnish the "Bill of Materials" portion of the drawing or specifically call out the fittings needed. We also do not know if the valves called out are flanged or threaded.
Answer: Agreed, the referenced drawing is incomplete. I don't think we will be able to obtain the missing portion. Our Technical Library does not currently have a copy that shows the missing section. The Contractor will be able to use the reference drawing to show lay-out, but will not be able to obtain piping details from it.
The specification work item lists the material, length, quantity and sizes for the piping and valves needed. This should be sufficient to allow the Contractor to provide a fairly accurate quote.
Regards the question of 'flanged or threaded' for the potable water valves and the specific fittings, the vessel would have to answer that definitively, since we do not have a complete drawing. If unable to obtain an answer from the vessel, tell the Contractor to assume the valves are threaded and estimate the number of fittings required based on the drawing and length of piping to be renewed. He can issue a CFR if those assumptions are incorrect and it costs him more money. The possible difference in cost should not be substantial.
3. Work item 21 renew dept indicating transducers
Question: The item reads like the new transducer will fit in the old ones place with out any modifications. Does the hull ring exist now or does it come with the new GFM transducer or does the shipyard have to make it?
Answer: Per the specification, the transducer is being 'renewed'.
When the Government uses the term 'renew', it means to renew in kind.
The new transducer should be the same form, fit and function as the one removed. The Contractor is not required to make a hull ring, per the current specification. If unanticipated modifications are required, the Contractor shall submit a CFR at that time.
4. Work item 9
Question: Paragraph 3.2 states to crop and renew approximately 45 linear feet of longitudinals at frames 1 thru 7, 9, 11, 13 and 15 in the main hold. Is it a total of 45 foot?
According to the drawing the main cargo hold is from frame 6 to frame
8. Please clarify where the angle longitudinals are located and how many total feet we need to include in our bid.
Answer: Verified that there is a total of 45 linear feet to be renewed, dispersed among the frame locations indicated in the spec.
