AMMENDMENT 3 TO CONTRACT HSCG50-09-R-643G75
Amendment 3 Changes to the Solicitation:
The date and time for proposal receipt remains 2:00 PM, 20 March 2009.
The Following items are to be incorporated into contract HSCG50-09-R-643G75. The Format is Questions and Clarifications.
Question 1: In the fire alarm spec under products, you do not list a manufacturer for the fire alarm products, which leaves it open. However in the Contractor Qualifications portion of the spec it states that the installer shall be a certified technician to work on Gamewell panels. Gamewell is a proprietary product. We are a GE national distributor and are certified to work on GE products. GE Security is speced in for the Intrusion Detection System, Security Video System, and the Access Control; will you allow GE Security for the Fire Alarm System.?
Answer 1: The Existing base main fire panel to be replaced in Building 23 is a Gamewell panel see amendment 2. The Gamewell certification is only required for persons working on Gamewell panels, should the new panels in the SCC building be of a different manufacturer then certification to work on those panels by that specific manufacturer is required..
Question 2: Will there be any safety equipment required for the contractor to provide for government use?
Answer 3: Yes, in addition to the safety gear required by OSHA for your own people on-site. Provide 30 pairs of Safety glasses 15 vests and 15 hard hats for Gov visitor’s use. Turn these over to the COTR/CI on-site. Paint a “Pink” or “Red” circle on each hard hat. This safety gear will remain the property of the Government at the end of the project.
Question 3: There is also going to be a major problem with the cylinder locations that have been indicated on the drawings, all of the cylinders that are to protect the rooms on the second floor are indicated as being installed on the first floor, the design limitations for FM-200 and FE-25 ECARO state the following: Maximum Elevation Differences in Pipe Runs, The maximum elevation difference between horizontal pipe runs or nozzles is limited as follows:
* If nozzles are only located above the container outlet, the maximum elevation difference between the container outlet and the farthest horizontal pipe run or discharge nozzle (whichever is greater) shall not exceed 30ft. The height from the first floor top of slab to the second floor underside of slab is approximately 45ft. The cylinders are going to have to be mounted on the second floor adjacent or better yet in the rooms that they are protecting. This needs to be clarified via an RFI prior to bid date.
Answer 3: Based on the input in the RFI that a 30 foot maximum elevation rise between the clean agent discharge nozzle and the furthest head in the system, the design is adequate as is.
Question 4: The code references and work description both make reference to NFPA-12A Standard on Halon 1301 Fire Extinguishing systems, neither reference NFPA -2001 Clean Agent Fire Extinguishing Systems. Section 1.5.5 Reserve Supplies states that a connected reserve supply of FM-200 shall be supplied. Please clarify that the use of Halon -1301 is not the desired clean agent for this project. Also will FE-25 ECARO be allowed in lieu of FM-200 as the primary extinguishing agent?
Answer 4: . Delete references to NFPA 12A and FM 200. Add NFPA 2001 to the reference list. Halon 1301 is not the desired clean agent. Paragraph 1.5.3.1 requires the clean agent to be an HFC material. If FE25 ECARO is an HFC material it is permitted.
Question 5: We have one quick question about the CCTV system. Will we be able to use the existing network or do we need to provide our own?.
Answer 5: The new CCTV system indicated in the contract documents shall have its own network. Provide all necessary components to provide a complete and functional system.
Question 6: The ceiling details call out for all wires to be installed with a Hilti HCKB. The 2nd floor roof is metal decking with built up roofing. Can we figure an approved I-lag brand metal eye lag screw?
Answer 6: The proposed I-Lag 750SD is acceptable for use in place of the Hilti 'HCKB' in areas with un-topped metal deck. See attached PDF file called “AR-M237_20090309_024139” Submittals will still be required per specification requirements.
Question 7: Is the Aggregate Reservoir and Geo Textile Fabric beneath building footing as noted on sheet S4.01 to extend to the full extent of the soil improved area as noted on C2.3 Detail noted as "Displaced Rammed Aggregated Pier Limits? 2. What is the Section Thickness of the Aggregate Reservoir"? 3. Is the Geo Textile Fabric to be installed at a constant elevation over the DRAP area equal to the depth of the deepest footing minus the minimum section thickness of the Aggregate Reservoir? 4. Would consideration be given to Substitution of a Mat Slab Foundation System for the Building Foundation System as shown in the contract documents?
Answer 7: Answer to 7- Q1: The aggregate reservoir and geotextile shall extend to the limits shown on C2.3 unless otherwise required by the DRAP Designer. Answer to 7-Q2: The minimum thickness of aggregate reservoir shall be 12 inches thick as noted in Section 02300. Answer to 7-Q3: The location of the fabric shall be determined by the Designer of DRAP system based on its intended use. If the fabric is used to distribute the building foundations loads uniformly between a number of DRAP elements then place geotextile fabric at the interface of top of DRAP elements and bottom of aggregate reservoir. In such case the fabric shall have coarse grids which will not hinder the flow of groundwater upwards through the DRAP elements into the aggregate reservoir. If the intended use of the fabric is to prevent migration of fines, place the fabric at a location as recommended by the Geotechnical consultant retained by the Contractor and the Designer of the DRAP system. Answer to 7-Q4: Please bid what is shown and described in the plans and specifications.
Question 8: Amendment 2 indicates that all the existing 320 addressed sensors/alarm messages that are on the existing building 23 display, need to be displayed in the new building Fire alarm panel, will these only need to be displayed on the main fire alarm panel?.
Answer 8: The existing 320 devices and new ones for the SCC will need to be displayed in full text on the Main Fire Panel and on a Remote display/control Panel located on the SCC watch floor (located adjacent to door 215 b) The display/control panel in this room must annunciate with both sound and light, both these features shall be able to be turned off locally at this panel.
Question 9: I have another question, If there is an existing Fire Alarm System, is there and existing Access Control & Alarm Monitoring? If so what system are they? Is there an existing Intrusion Detection System? If so, what is it? Also, Is there and existing Security Video System? If so what is it?
Answer 9: Integration into existing security alarm/monitoring and video systems are not in this contract. Provide fully functional stand alone systems as indicated in the contract documents only.
Question 10: Will wet stamped shop drawing by a registered structural engineer be required for the Exterior Steel Stud Framing per Specification Section 09 22 00?
Answer 10: Because the studs are fully designed in the structural and architectural drawings, wet stamping of the shop drawings by a structural engineer will not be required. The drawings should be submitted for our review.
