SPECIFICATIONS FOR THE
PURCHASE OF HYDROBLAST EQUIPMENT
1.0 General: The U.S. Coast Guard Yard has a requirement to purchase two (2) Ultra High Pressure Water Jet Blasting units for the usage in a shipyard environment to remove coatings from the exterior surfaces of U.S. Coast Guard vessels. Various size vessels are overhauled and repaired at the U.S. Coast Guard Yard, hydro blasting work is necessary in the repair of ships that come in.
1.1 Description of Supply: The Contractor shall provide two (2), with the option of a third, Ultra High Pressure Water Jet Blasting units as defined in this specification. The Contractor shall adhere to all standards of this contract, if no standards are specified, then to a commercially reasonable standard. The units will be used on exterior and interior surfaces of the vessels. The units should have a MINIMUM of the following features:
· High pressure water blasting system rated at a minimum of 8GPM
· Two pumps that can be used simultaneously both working at 8GPM
· Diesel Engine with heavy duty clutch
· Built-in rotary screw compressor with the capacity of 125-150PSI
· Pump to operate at a range of pressures (maximum low 8,000PSI and a minimum high of 40,000PSI)
· Minimum 75 gallon fuel tank
· Must be able to achieve WJ1 and WJ2 results
· Each unit shall have hooks that will allow it to be picked up by a crane
· Each unit shall come with replacement parts starter kit. The contractor shall list all parts that come in the replacement parts kit and submit with their proposal.
· The Vendor shall submit to the USCG Yard a copy of all applicable technical publications for the new equipment. This technical publication will include required maintenance as well as replacement parts and part numbers.
· The Vendor shall provide drawings, work instruction, wiring diagrams and schematics of ALL equipment to be purchased.
The contractor shall provide training to the USCG for the operation and repair/maintenance of the units. The contractor shall provide detailed training on the operation of the units purchased, components of the units, maintenance and repair.
1.2 Warranty: The Contractor shall provide a modified commercial warranty for (2) two years on all units purchased for all components of the units. The Contractor shall provide a detailed description of the warranty and all aspects of coverage.
1.3 Marking, Packing, and Preservation: ALL ITEMS SHALL BE F.O.B. DESTINATION. The Contractor shall ship the units to the following address:

The Contractor shall pack each item and preserved to protect any items from scratches or damage resulting from shipment.
1.4 Quality Assurance
· The Vendor shall perform all necessary tests to GUARANTEE, under Warranty, all equipment will function properly.
· The Vendor shall Warranty ALL equipment under the terms of the Warranty specification (See section 1.2).
