RESPONSES TO QUESTIONS:
Question 1: Must the Supervisor be a skilled tradesman of the specific disciple (e.g., pipefitter, insulator, etc.) or may the Supervisor be a shipboard manager well-versed and experienced in numerous ship repair disciplines? Since none of the individual Solicitations project full-time equivalency (FTE) for any of the Supervisors, one experienced manager could oversee simultaneous shipboard projects.
Answer 1: Supervisors must be experienced in accordance with the Performance Work Statement, Section 1.5.12.1.
Question 2: The estimated manning requirements are very small. Is this a realistic level of effort or does the Government anticipate an increased quantity?
Answer 2: As stated in the solicitation (The Schedule), the number of hours listed are estimations only not a guarantee or commitment of orders.
Question 3: Is the Government considering issuing multiple Contracts for each Solicitation? Has the Government thought about the economies of scale inherent in awarding a single Contract for each procurement to the same bidder?
Answer 3: A single award will be made for each solicitation.
The Government could award a contract for each solicitation to the same bidder.
Question 4: Marine Painter Solicitation HSCG40-12-R-61421:
(1) Does all work projected to be issued require QP 1 certification?
Yes
(2) If a bidder does not possess QP 1 certification, will the use of a subcontractor who is QP 1 certified be allowed?
Subcontractors are allowed that are QP1 certified; however, the prime contractor holds the responsibility for the contract.
As stated on page 26 of the solicitation, Instructions to Offerors – Commercial Items, Proposal Submission Requirements, Certifications: The offeror must submit evidence of SSPC membership and QP1 Certification at the time the proposal is submitted. Failure to provide submission requirement may result in the contactor offer being omitted and not being considered for award.
