NOTICE FOR FILING AGENCY PROTESTS
It is the policy of the United States Coast Guard (USCG) to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the Government Accountability Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the USCG as an Alternative Dispute Resolution (ADR) forum, rather than filing a protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file a formal agency protest with the contracting officer or Ombudsman.
Informal forum with the Ombudsman. Interested parties who believe a specific USCG procurement is unfair or otherwise defective should first direct their concerns to the cognizant contracting officer. If the contracting officer is unable to satisfy the concerns, the interested party is encouraged to contact the USCG Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, contracting officer, and solicitation closing date (if applicable).
Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the contracting officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file a formal agency protest to either the contracting officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth in FAR 33.103. If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be submitted to:

Performance of Work Statement (PWS)
For
PTC Parts Software
Scope
The objective of this United States Coast Guard (USCG) Supply Chain Decision Support Solution is to provide a disciplined, robust, repeatable approach to Supply Chain Management decision-making, whereby the organization clearly understands its current supply chain health, can monitor progress of inventory management and predictive analysis, and identify pertinent Inventory Management actions (i.e., ordering, rightsizing of inventory, and cradle-to-grave item management) required to achieve the Aviation Logistics Center's (ALC) vision of providing Coast Guard customers with optimal parts availability within established cost and timeliness objectives. The requirements are for an existing server-based, Commercially Available Non-Development Item (CANDI) service, using a pre-defined software platform that describes optimal ordering quantities for selected parts within the Coast Guard Inventory and Logistics world of work. The software platform which will be used has been designated as PTC Parts Version 7.7 (or higher). The host system will be owned and operated by the contractor, and will interface with the existing Coast Guard Data Warehouse to gather raw inventory data, process historical demand data, and provide recommended buy levels and timing information for use by Coast Guard professionals. The service will include both consumable and repairable (rotable) parts (henceforth 'service parts'), and will be instrumental in maximizing Coast Guard part availability while reducing both inventory costs and depot Maintenance, Repair, and Overhaul (MRO) costs.
Background
The U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) in Elizabeth City, NC serves as the Aviation Inventory Control Point (AICP) and Aircraft Depot Maintenance facility for the Coast Guard aviation fleet. Inventory management is performed by Item Managers supporting many aircraft, small boats, and cutters with a fleet of over 800 Coast Guard operational assets.
Item Managers determine order timing and quantity for all managed parts, as well as typical and atypical 'make-or-buy' decisions. They are involved in a large number of decisions on an ongoing basis that affect the entire supply chain and can have profound impact on supply chain performance, cost of inventory, and aircraft availability. Data available from the Asset Logistics Management Information System (ALMIS), in conjunction with existing supply chain management services, is used to determine order timing and order quantities based upon planned and unplanned maintenance actions, special projects, and variable external events (ie, catastrophic events which create increased demand on assets). ALMIS employs Open lngres™ database architecture and consists of several databases. Although ALMIS modules were created specifically to address federal government accounting standards in tracking inventory and depot Maintenance, Repair and Overhaul (MRO) costs and history, the current legacy system is transactional in nature and not well suited as a decision analysis suite. As such, they lack key functionality for supply chain optimization and demand forecasting.
In 2002, ALC invested in a SASTM Data Warehouse (DW) in order to better organize ALMIS financial and logistics information to support SCM analysis. The current DW has demand data, part cost data, stock position data, and supply order due-in data. In October of 2007, the USCG DW was expanded to support implementation of Servigistics Parts, an integrated Demand and Forecasting solution.
In 2008 Servigistics Parts, a Commercial off the Shelf (COTS) package, was implemented in conjunction with current ALC legacy systems. Servigistics Parts, now owned by PTC, is a hosted solution integrated with ALC's data warehouse providing two-way data exchange at least once per day, seven days a week. The solution is a Demand Forecasting tool (DFT) which provides ALC's inventory managers a single user interface in which they can perform the majority of their required daily and periodic tasks.
Requirements
The following objectives are required by the Supply Chain Management System (SCMS) service contractor.
· GENERAL. The vendor will be responsible for receiving Coast Guard spare parts data via Electronic Data Interchange (EDI), for loading into PTC Parts. The vendor will allow access to the processed data via Internet connection.
· INFRASTRUCTURE. The Demand Forecasting Tool (DFT) infrastructure will be owned, maintained and managed by the contractor (a single prime contractor) at a non-Government site. Vendor-provided client software agents are NOT permitted to be loaded onto USCG workstations.
· GOVERNMENT FURNISHED EQUIPMENT. The Government will not provide any hardware or server equipment. A quantity of two of the following Oracle licenses will be provided: 1) Oracle DB, 2) Oracle Web Logic, and 3) Oracle Windows Client.
· CONTRACTOR FURNISHED EQUIPMENT. The contractor will provide all servers, peripheral equipment, network equipment, memory, storage, software, and related components to provide a robust hosted system. The contractor will be responsible for all upgrades, technology refreshes, and maintenance of all hardware and software components.
· NETWORK INTERFACES. The contractor will be required to support AES 256 encryption for all interfaces with USCG gateways and the USCG Virtual Private Network (VPN) over the life of the contract.
· USERS. The DFT will be used by Government employees or designated contract personnel (henceforth, Item Managers) primarily located at USCG Logistic Centers. The DFT needs to be assessable via standard internet connectivity to all Coast Guard personnel. The system will provide the capability to support a base population of 25 unnamed concurrent users.
· DATA. The system will be required to manage 50,000 parts.
· SOFTWARE. The system will provide the capability to optimize Supply Chain Management (SCM) activities through the PTC Parts (version 7.7 or later) tool set. All upgrades and version changes will be approved by ALC prior to installation.
· DATA INTERCHANGE. The Hosted System will provide EDI with the Coast Guard’s Asset Logistics Management Information System (ALMIS). The contractor will gather data on a daily basis after 2:00 A.M. EST and before 6:00 AM EST, as directed by the Coast Guard. In addition, the contractor will provide processed Parts data back to ALMIS before 6:00 A.M. EST daily.
· GOVERNMENT FURNISHED DATA. Government Furnished Data will include supply chain data consisting of supply, inventory, part life limits and demand history data located in the ALMIS database. EDI between the USCG Data Warehouse (DW) and DFT will be accomplished with the supply chain data, formatted for processing by the PTC. In addition to the presentation on the hosted system, the processed data will be transmitted back to the ALC DW.
· HOSTING. The contractor will be responsible for all traditional elements of a hosted business solution and industry standard logistics support elements, to include Quality of Service (QoS), System Security Management (as defined in NIST 800-37), risk management services, Transport Layer integrity, Version Control, System Backup and Refresh activities, along with all other infrastructure services to ensure a level of robust support that will be defined in the Measures of Performance.
· COMPATABILITY. All applications will be compatible with the most current Coast Guard Standard Workstation software image (currently Windows 7 with planned migration to Windows 10). This requirement will include, but will not be limited to the Standard Coast Guard image using Microsoft suite infrastructure. The application will also need to be compatible with the Oracle E-Business suite as Coast Guard logistics migrates away from the legacy ALMIS to the new Coast Guard Logistics Information Management System (CG-LIMS). CG-LIMS is a Coast Guard configuration of the Oracle E-Business Suite.
· ACCESS. The applications suite will be accessible via a URL link located on the ALC/ALMIS portal from USCG workstations and will be accessible using Microsoft Internet Explorer Version 11 or greater. The Coast Guard will provide the technical work to provide the URL on the Coast Guard Portal. In addition, the system will be accessible via a secure internet link provided by the contractor.
· CUSTOMER SUPPORT. Support for the service shall be provided during the hours of 6:45 am – 4:15 pm, Monday-Friday. Support will include but not be limited to the following:
· Technical Issues regarding the EDI, QoS, and network interface
· Technical Issues regarding the Data Quality
· Technical Issues regarding PTC software
· Technical Issues regarding functionality of the software
