STANDARD FORM 30 (Rev. 10-83) Previous edition unusable Prescribed by GSA FAR (48 CFR) 53.243 Questions from Industry

RFP HSCG38-16-R-410002

1. Question: How many locations you are planning for? Typically a location is defined as a site where you are planning a part. You can have multiple locations in the same site or each site might be only one location

Answer: The system will have ~50k niins to store and ~17k niins to forecast and plan for 1 master level location.

Basically this boils down to the way we use the supply planning tool versus the way that they price their tool. To be short, we only forecast around 17k niins out of the 50k loaded into AMMIS. That was a decision we made long ago to feed the data to the tool for all niins and then use a item attribute to tell the tool whether we are forecasting or not. However, the pricing model goes by how many niins are in the system and then they count each location as a separate entity. This method is based on optimizing each individual location (i.e. allowance setting) and utilizing their trans-shipment functionality to stay with a high fill rate. However, we decided to not use either of these functions in the supply planning tool as we had better tools outside the software to make these events happen. This was our choice and I still agree that it is the best choice for us. So they expect their customers to use both tools so therefore their pricing model treats each as a separate entity. After through this same question 5 years ago, we came to the conclusion that we roll up our data so they are really only planning on single niin regardless of the number of locations it exist at because of not using this functionality. To show an example:

ALC stocks niin 01-001-0001 at 18 different units and ALC. Each unit has a different demand stream and we set their allowance outside of the supply chain management tool based on actual usage. We send data to the supply chain management tool nightly that shows the stock position at all these units (and ALC) and roll the safety stock up to the master niin level. The tool then calculates a forecast for that niin based on total stocking level, forecasted demand, safety stock, etc... The tool then translates that data into an action plan for the item manager to act upon (buy, repair, do nothing, etc...). However it does not indicate to us to change the stocking level at any unit of perform trans-shipments to fulfill under allowed items. We call that one niin to plan for.

The supply chain management system will be used to plan and forecast ~17k active niins at 1 master level location through a local methodology that encompasses the planning of 26 total air stations and two primary warehouses for a system total of ~50k stored niins.

Answer: Same as above.
