U.S. COAST GUARD

RESEARCH AND DEVELOPMENT CENTER

STATEMENT OF WORK (SOW)

FOR

PUMA OPERATOR TRAINING

1 GENERAL

1.1 Background

The Department of Homeland Security (DHS), Science &Technology (S&T) Directorate and the State of Oklahoma are currently partnering on the Robotic Aircraft for Public Safety (RAPS) project to test and evaluate Small Unmanned Aircraft Systems (SUAS) for potential use by the first responder community and DHS operational components. As a result of this ongoing effort, DHS operational components and first responder communities with a maritime mission have expressed a keen interest in developing a maritime version of the RAPS project. The Coast Guard (CG) Research and Development Center (RDC), through its continuing research into the application of UAS technology towards USCG missions, is partnering with DHS S&T in the development of a Robotic Aircraft for Maritime Public Safety (RAMPS) project to address this gap in the current DHS S&T effort. As a result of the RAPS and RAMPS efforts, a need for evaluating different SUAS platforms and payloads in the maritime environment has been identified.

The CG RDC is the only CG unit authorized to own and operate unmanned aircraft systems.

RDC has acquired several PUMA systems to assist in establishing CG specific CONOPS and tactics techniques and procedures for employing SUAS technologies for CG missions.

Therefore, RDC operators need to be qualified for operating these SUAS airframes.

1.2 Scope

The scope of this Statement of Work (SOW) includes PUMA Block II classroom and/or Computer Based Training (CBT) and flight evolutions for eight members to obtain a certification for operating a PUMA Block II system. The flight training will be completed at the Army National Guard, Camp Edwards facility located in Cape Cod, MA from Sunday March 20, 2016 thru Friday March 25, 2016. The Government will provide the restricted air space location (KD range), frequency authorization requirements for the PUMA system, and training room facility for this location and training dates.

1.3.2 Reference Documents

The following documents may be helpful to the contractor in performing the work described in this document:

• The CG will provide applicable Restricted Operating Zones (ROZ) maps for the

Camp Edwards facility (Internet Releasable)

2 SPECIFIC REQUIREMENTS/TASKS

The contractor’s shall provide training to eight students that result in PUMA Block II certification.

The contractor’s PUMA Block II training shall cover the following topics at a minimum:

• General Aerodynamics

• FAA/Airspace/Airfield operations

• Visual Flight Rules

• Airspace coordination

• Airspace de-confliction

• Safety of flight

• Emergency Procedures

• Basic Mission Planning

• Map Reading

• Navigation

• Android based remote video terminal applications

• Weather

• System Overview

• Hands-on flight and payload operations

• Maintenance

2.1 TASK ONE: PUMA Classroom or Computer Based Training (CBT)

Prior to flight training, the contractor shall provide PUMA Block II specific classroom and/or on-line Computer Based Training (CBT) trainin that meets the requirements for a PUMA operator student to be eligible to begin flight training. Any classroom instruction requirements shall be conducted at the Camp Edwards facility located in Cape Cod, MA. The Government will provide the classroom facilities. The contractor shall deliver student packages that contain student resources for eight (8) students (Deliverable 1 - FOUO)

2.2 TASK TWO: PUMA Flight Training

The contractor shall deliver PUMA Block II hands on flight training at the Camp Edwards, Army National Guard, KD Range facility located in Cape Cod, MA. The hands on flight training shall commence on March 20, 2016 and conclude on March 25, 2016. The Government will arrange, provide and coordinate restricted air space and training room facilities required to complete the training. The contractor shall provide six (6) days of hands on flight training for eight (8) Government personnel. The training delivered by the contractor shall result in all students becoming qualified to operate a PUMA Block II system. The contractor shall supply sufficient flight capable PUMA Block II systems necessary to complete the PUMA training. The contractor shall ship the PUMA Block II systems to and from Camp Edwards. The contractor shall deliver transcripts for each student documenting the training evolutions completed and a certificate for ultimate completion of the course that documents the student’s qualification to operate the PUMA Block II System. (Deliverable 2 - FOUO).

3 OTHER APPLICABLE CONDITIONS

3.1 Security

Contractor access to Sensitive but Unclassified (SBU) information shall be required under this order. The contractor shall be required to receive, store, transmit, and generate SBU information. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with DHS MD 11042.1, Safeguarding Sensitive But Unclassified (For Official Use Only) Information. The contractor shall ensure that all contractor personnel having access to business or procurement sensitive information sign a Non- Disclosure Agreement (DHS Form 11000-6).

3.2 ACCESS TO GOVERNMENT FACILITIES

No RDC access required.

The contractor shall be required to work on-site at the U.S.C.G. Air Station Cape Cod and also have access to U.S. Army National Guard Camp Edwards. It is anticipated that three contractors shall be required to work on-site at these facilities Sunday-Friday 0600-1800 for the week of PUMA hands on training. The contractor shall coordinate with the Point of Contact (POC) to complete the host commands check-in process required for facility access. Upon Termination, Cancellation, or Completion of this order, the contractor shall return all access cards to the POC and complete the host command check-out procedures.

3.3 ACCESS TO GOVERNMENT INFORMATION SYSTEMS

The contractor shall access the Camp Edwards’ classroom computer and projector.

3.4 TRAVEL

Contractor travel may be required to support this requirement.

4 GOVERNMENT FURNISHED RESOURCES

The Government will provide use of the following facilities or resources to the contractor for work required under this task order:

• Camp Edwards, Army National Guard, KD Range facility located in Cape Cod, MA

• Classroom Facilities

The contractor shall use Government furnished facilities, property, equipment and supplies only for the performance of work under this order, and shall be responsible for returning all Government furnished facilities, property, and equipment in good working condition, subject to normal wear and tear.

The Government will provide copies of the references cited in SOW 1.3 at time of award.

The contractor shall use Government Furnished Information (GFI), data and documents only for the performance of work under this order, and shall be responsible for returning all GFI, data and documents to the Government at the end of the performance period. The contractor shall not release GFI, data and documents to outside parties without the prior and explicit consent of the Contracting Officer.

5 CONTRACTOR FURNISHED PROPERTY

The contractor shall furnish all facilities, materials, equipment and services necessary to fulfill the requirements of this order, except for the Government Furnished Resources specified in SOW 1.3 and SOW 4.

6 DELIVERABLES

The contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with Coast Guard workstations (Windows Operating Systems and Microsoft Office Applications).
