CONTRACTOR TECHNICAL SUPPORT FOR VESSEL LOCATION SERVICES

FOR

U.S. COAST GUARD OFFICE OF STANDARDS EVALUATION AND DEVELOPMENT

(CG-REG)

STATEMENT OF WORK (SOW)

1.0 GENERAL.

1.1 SCOPE. The purpose of this purchase order is to obtain detailed data and documented analysis for vessel movements to support various high-profile rulemaking initiatives. This vessel location data and associated services will enable the U.S. Coast Guard (USCG) to better determine vessel populations and their geographic positions over time to meet economic and environmental analyses requirements for the regulatory development program. Specific services are as follows.

1.1.1 Access to a web-based service that:

Records and displays real-time information about marine vessels.

Includes a database that contains archives of vessel position data from both terrestrial and satellite networks that is updated at least hourly, with up to seven years of data on vessel movements (including arrival, passing, and departure events), vessel characteristics, ports and terminals, anchorages, bridges, and other infrastructure visited/transited; a log of vessel events done historically relative to asset protection zone for risk analysis, and maritime accidents and pollution events.

1.1.2 Analyses of vessel locations for use by the USCG for rulemaking projects.

Specific requirements in support of the USCG regulatory analyses may include data calls; database queries for specific vessels and fleets of vessels as well as terminal, ports, and other Points of Interests (POI); delivery of vessel location data and related documentation; custom reports based on geographic zones of interest;

custom vessel traffic density maps for defined periods of time; Geographic

Information System (GIS) analysis, ability to integrate various data layers; or special tools or services that provide data and reports customized for USCG analyses.

A library of database queries and programs used to produce the vessel location data and documentation.

These analyses support regulatory and research projects relating to the USCG missions of homeland security, maritime safety, and protection of the marine environment. These projects include, but are not limited to ports; offshore energy and mineral operations, including the outer continental shelf (OCS); U.S. inland rivers system; Arctic waters; and the Panama Canal.

This requirement includes a base year and four (4) option years.

1.2 BACKGROUND. USCG is required to estimate the costs and benefits resulting from regulatory actions, under Executive Order 12866 on Regulatory Planning and Review and the

Regulatory Flexibility Act (5 U.S.C 601), as supplemented by Executive Order 13563, as well as the National Environmental Policy Act and other environmental laws, for marine safety, security and environment protection regulations, USCG is often required to provide estimates of the number of vessels that are transiting both U.S. and international waters, information about those vessels, and the routes taken by the vessels. Specific anticipated applications of the vessel location services include establishing baselines and making seasonal and longer term projections of vessel traffic on new sea routes, changes in the nature of commerce for existing routes and destinations, and overlay of vessel traffic on other geographic information including safety zones and environmentally sensitive areas. This will also support such analyses as air emissions impacts, marine mammal protection, mineral industries, and various risk assessments.

2.0 REQUIREMENTS. The Contractor shall provide technical and analysis support in the form of vessel location data sets and related documentation that shows vessel movements and characteristics to be used by USCG in economic and environmental analyses for rulemaking projects. Access to data required in tasks one and two shall be for two (2) USCG individual users.

2.1 TASK ONE. Provide Access to Current Data on Vessel Locations.

The Contractor shall provide USCG twelve (12) months of access to web-based marine vessel and location services. This shall include web-based vessel tracking and reporting on a real-time basis. The services shall display information on vessel movements in a chart/map-based interface along with the ability to produce pre-formatted reports. This information shall also include vessel characteristics, to include, but not be limited to vessel name, identifying number(s), flag state, tonnage, length, breadth, draft, and vessel type. The vessel location information shall be based on

90 days of data for all Automatic Identification System (AIS) equipped vessels on vessel movements in and near ports, and supplements it with proprietary satellite-based data to capture vessel movement in open waters.

2.2 TASK TWO. Provide Access to Historical Data on Vessel Locations. The required information is similar to Task One. The Contractor shall provide twelve (12) months of access to web-based vessel location, tracking, and reporting services. This shall include a database that contains archives of vessel position data, that has been updated at least hourly, from both terrestrial and satellite networks, with up to seven years of data on vessel movements (including arrival, passing, and departure events), vessel characteristics, ports and terminals, anchorages, bridges, and other infrastructure visited/transited; a log of vessel events done historically relative to asset protection zone for risk analysis, and maritime accidents and pollution events.

The historical data shall be updated on a continual basis with full retention of all data.

2.3 TASK THREE. Provide Analyses for USCG Rulemaking Projects

The Contractor shall provide expert guidance on vessel location analyses in support of up to 12

USCG rulemaking projects per year. Specific requirements in support of the USCG regulatory analyses may include data calls; database queries for specific vessels and fleets of vessels as well as terminal, ports, and other Points of Interests (POI); delivery of vessel location data and related documentation; custom reports based on geographic zones of interest; custom vessel traffic density maps for defined period of time; GIS analysis, ability to integrate various data layers; or

HSCG23-15-R-MSR060 / Page 3 of 6 special tools or services that provide data and reports customized for USCG analyses. The

Contractor shall confirm with the USCG on specific project parameters prior to performing a data query.

The Contractor shall maintain a library of database queries and programs used to produce the vessel location data and documentation. The library shall be accessible to USCG. The purpose of the library is to facilitate re-use or modification of queries and programs.

The documentation for each project shall include, but not be limited to, descriptions of the

Contractor’s data sources, description of the data fields in the delivered data sets, the database queries, and guidance on interpretation of data.

2.4 TASK ONE (Each Option Year). Provide Web-Based Access to Vessel Location Data.

The Contractor shall provide USCG twelve (12) months of the same access to on-line vessel location services as required in SOW 2.1.

2.5 TASK TWO (Each Option Year). Provide Access to Historical Data on Vessel

Locations.

The Contractor shall provide USCG twelve (12) months of the same access to on-line vessel location services as required in SOW 2.2.

2.6 TASK THREE (Each Option Year). Provide Analyses for USCG Rulemaking

Projects.

The Contractor shall provide vessel location analyses for USCG rulemaking projects as required in SOW 2.3. The contractor shall provide the data, data dictionary, and queries for each project.

Analysis shall be provided in support of up to 12 rulemaking projects.
