Questions and Answers
Q1 - Would the vendor have access to the NAIS database or is the expectation that all 7 years of data would be provided by the vendor’s own data archive?
A1 – The latter.
Q2 - Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
A2 – New requirement.
Q3 - Number of end-users?
A3 – See Section 2.0 of the Statement of Work.
Q4 - Extent and use of the displayed/derived data?
A4 – Project dependent. Regarding extent – see A5. Regarding use – see A6.
Q5 - The geo area to be covered? Is it around The Americas only, or worldwide? Please define.
A5 – Vessel traffic flows within, to, and from U.S. ports. Origins and destinations may involve foreign ports (worldwide).
Q6 - When you say access to a web-based service; do you mean you wish to access a web-based database to do your own analysis through seeing those individual data records; and then doing your own analysis offline? Or: Do you wish to have raw data delivered to you which you can then place within a database of your own to compile analysis?
A6 – For our on-line access we require capability to download data for our own analysis. For Analyses of vessel locations for use by the USCG for rulemaking projects would include raw and summarized data.
Q7 - 2.3 TASK THREE. Provide Analyses for USCG Rulemaking Projects: Are you asking us to quote outline hourly rates for the next five years? I.e. Our analysts would be doing the analysis as requested by your team. Within the remit of the RFP?
A7 – Contractor’s employees shall perform the analysis as requested by USCG in accordance with SOW 2.3 on a fixed price basis. Price proposals shall include fully-burdened hourly rates to show calculation of fixed price in accordance with RFP instructions.
Q8 - Task(s) One and Two: If these are online, can they be provided from the same portal?
A8 – Yes.
Q9 - Due to short-notice on this RFP, and the need to establish further conditions before we can consider our bid in conjunction with our UK analysts; can we please request a seven- day extension on the close of solicitation offers till September 24.
A9 – USCG is not able to extend the response date.

Questions and Answers
Q10 - Will NAIS "Level A" or "Level B" Real-Time Data feeds/streams be made available for use by the system furnished to the USCG under an eventual contract?
A10 – The control and management of that data is beyond the purview of CG-REG.
Q11 - In section 1.1.1, “Records and displays real-time information about marine vessels”: for the purposes of this requirement, what is the definition of real-time?
A11 – See revised SOW.
Q12 - Same section, “Includes a database that contains archives of vessel position data from both terrestrial and satellite networks that is updated at least hourly”: Does hourly updates apply to the satellite data? Or the combined terrestrial and satellite data?
A12 - The combined terrestrial and satellite data.
Q13 - Same section, “a log of vessel events done historically relative to asset protection zone for risk analysis, and maritime accidents and pollution events”: Would this information be derived from non-AIS sources?

Q14 - In section 1.1.2, would it be possible to get an example of the type of query that the user would typically request?

Q15 - Same section, what additional content layer (s) is being requested for the additional layering capability on the display system?
A15 – Typical base layers such as political boundaries, port locations, water depth contours. See revised SOW.
Q16 - Section 2.2, “The historical data shall be updated on a continual basis with full retention of all data.” Does this mean that the USCG intends to keep the data after the contract is over?
A16 – Yes, see revised SOW.
