AMENDMENT 1

The Technical Approach shall not exceed 25 pages.

2. MANAGEMENT APPROACH: The second section shall describe the offeror’s management approach for accomplishing the scope of work identified in the PWS. The offeror shall discuss how it will recruit and retain skilled personnel (provide examples of success at recruiting, retaining, and supplying qualified personnel). The offeror shall discuss technology and tools it will use to effectively manage the contract. The offeror shall discuss how it will manage the transition from the incumbent contractor.

The offeror shall describe its approach for ensuring that proposed key personnel possess the experience, education, training, and technical expertise required to perform the duties described in the PWS. In accordance with the PWS, the Project Manager and their alternate shall be designated as key. Include resumes for the proposed Project Manager and their alternate to demonstrate appropriate knowledge and experience. Each resume shall not exceed two (2) pages.

Offerors shall discuss all Teaming Arrangements and subcontracting arrangements (including identification of partners and subcontractors), identifying which work is to be performed by the prime, partner(s) or subcontractor(s), if applicable, and how these efforts will be effectively managed.

Offerors shall identify labor categories and provide details regarding their roles, responsibilities, and work to be performed. Although Volume 1 shall not contain any reference to price, resource information (i.e., labor mix and labor hours) must be provided so that the offeror’s Management Approach can be evaluated.

Offerors shall demonstrate plans that optimize employee recruitment, training and retention and ensure consistent staffing of USCG requirements. Offerors shall demonstrate plans to exert positive control over teaming partners and subcontractors or create effective managerial delegations among teaming partners and subcontractors, while retaining overall management control.

The Management Approach shall not exceed ten (10) pages, which does not include resume pages.

3. PAST PERFORMANCE: The third section shall list three (3) past performance references. The past performance references are to include contracts or task/delivery orders for work that is the same or similar to the requirements specified in the PWS, completed within the last three years or is on-going. The offeror shall specifically state why the past performance is relevant to the instant procurement.

In addition to the list of past performance references in the proposal, the offeror shall submit the Past Performance Questionnaire (attachment (4)) to their three (3) references for completion. Each reference shall return the completed questionnaire to the email address shown on the Questionnaire no later than the closing date of this solicitation. The

Contractor is solely responsible for ensuring the Questionnaire is completed and returned by the respective reference to the email address on or before the deadline.

This section of the proposal is limited to five (5) pages total.

Volume II – Price

Volume II shall contain the price proposal. Price proposals shall be submitted on a firm-fixed priced basis using the attached Price Spreadsheet. The price proposal shall include labor categories and hours that are appropriate to meet all the requirements contained in the PWS. Provide a brief description of each labor category proposed. The labor rates shall be fully burdened.

The Government estimates, but does not guarantee, that 12.6 Full Time Equivalents (FTE) will be required for each year of this requirement. The Government uses 1,887 labor hours for an FTE.

Contractor travel is required to support this contract. Use a figure of $32,000 and $37,000, respectively, for the base period and option period one (1) for Other Direct Costs – travel (which includes G&A).

The offeror shall calculate the total evaluated price (TEP), to be inclusive of the base period plus option period one (1), by multiplying proposed fully burdened labor rates by the respective hours proposed and adding ODC - travel. The TEP shall be clearly identified on the Price Spreadsheet.

It is Department of Homeland Security (DHS) policy that fair and reasonable pricing be based on consideration of obtaining adequate price competition. In the event only one (1) responsible proposal is received in response to this solicitation, the offeror may be required to submit other than certified cost or pricing data for the purpose of supporting price analysis.

This volume shall not exceed seven (7) pages, not including the Pricing Spreadsheet (Attachment #3).

B. For Volume I, the cover letter and resumes are not included in the page limit;

however, brochures and product literature are included in the page limit. The minimum font size for text is 12 points and 9 points for graphs/tables. The proposal must be submitted on 8.5” x 11” pages. The margins shall be 1”. All pages will be printed in black and white. Any pages exceeding this limit will not be evaluated

C. SOLICITATION AMENDMENTS: Questions and answers will be issued as an amendment to the solicitation.
