STATEMENT OF WORK (SOW)
TECHNICAL AND ADMINSISTRATIVE SUPPORT SERVICES FOR
THE OFFICE OF SHORE FORCES, VESSEL TRAFFIC SERVICES (VTS) DIVISION -
TRAINING FOR VTS PERSONNEL
1.0 GENERAL.
1.1 SCOPE.
The purpose of this contract is to obtain contractor technical and administrative support services for the United
States Coast Guard (USCG) Office of Shore Forces, VTS Division. The contractor will provide classroom, Vessel Traffic Center (VTC) computer simulator and multiple ship’s bridge simulation facilities and qualified
VTS instructor(s) to train up to twelve (12) students per course convening and up to sixty (60) students per year.
The VTC display must be able to simulate radar and Automatic Identification System (AIS) tracked vessels and
Very High Frequency (VHF) FM communications with the ship’s bridge simulators. Each student must achieve a score of 80% or higher to receive a completion certificate. This certificate is a pre-requisite for VTS operators working throughout the United States. The dates of course offerings will be determined by the USCG and provided to the contractor at least forty-five (45) days prior to each course convening. The contractor will also provide administrative assistance in updating and amending the course curriculum when changes are deemed necessary by the USCG.
1.2 BACKGROUND.
In accordance with VTS Program policy (National VTS Standard Operating Procedures, COMDTINST
M16630.3A), the VTS Program Manager (CG-7413) is required to provide National VTS Certification Course training to civilian personnel newly-hired and military personnel recently-transferred to a VTS. In meeting this requirement, the USCG determined that there is a need for a maritime training facility with multiple ships’ bridge simulators and a VTC simulator capable of providing an International Association of Marine Aids to Navigational and Lighthouse Authorities (IALA) based VTS Operator course.
In June 2005 a National VTS Certification Course curriculum, aligned with the IALA recommendation V-103 and its model course, was presented to students. The National VTS Certification Course, with minor updates, continues to be presented today.
