Subject: Combined Synopsis Solicitation - Request for Proposal (RFP) HSCG23-13-R-MSF059

As a result of this RFP, the United States Coast Guard (USCG) intends to award one (1) Indefinite-

Delivery Indefinite-Quantity (IDIQ) contract. The USCG intends to award this contract to the offeror submitting the proposal that is determined to be Lowest Price, Technically Acceptable (LPTA).

PROPOSAL INSTRUCTIONS:

General Instructions:

The contractor shall submit its response in two (2) volumes. Each volume shall include a cover sheet and a separate page containing any exceptions or assumptions asserted to terms and conditions. Exceptions or assumptions do not count against page limitations. Any exceptions or assumptions should clearly identify the paragraph, term, or conditions to which the exception is taken and include supporting rationale.

The contractor is cautioned that any exceptions or assumptions to the terms and conditions of the solicitation will be at its own risk. Failure to submit all proposal information in the proper volume or failure to submit any proposal information required by the RFP instructions may be evaluated as unacceptable and may result in a contractor being removed from consideration.

Volume I – Technical

Volume I has a limit of 20 pages. This volume must be sequentially ordered in accordance with the

Statement of Work (SOW) which is enclosure (1) to this RFP.

The first section of this volume shall demonstrate the capability of providing the items described in

Section 4.0 of the SOW. Specifically, describe how the proposed VTS simulator facilities satisfy the stated requirement and include photographs or illustrations in the proposal.

The middle section of this volume shall explain the technical approach for providing the services and materials described in Section 5.0 of the SOW. Specifically, describe how the proposed instructor(s) satisfy the requisite work experience and include resume(s) in the proposal.

The last section of Volume I shall describe relevant past performance information. The Contractor shall identify two (2) of its recent contracts (Federal, State, local government, and/or private) for requirements of similar type and scope, and provide the following information:

Name and address of the company or agency

Points of Contact with email addresses

Contract type and number

Contract Value

Period of Performance

Type of work performed

Problems encountered and their resolutions

Any subcontractors or partnerships

In addition, a Past Performance Questionnaire (PPQ) is provided as encl (2). The contractor shall forward this questionnaire to each of the references provided in their proposal, and request the response be submitted by the proposal due date directly to the address specified. The offeror‘s demonstrated past performance within the past three years will be reviewed. The Government will focus on information that demonstrates both the quality of goods and the quality of services related to the required items. Sources other than those identified by the contractor‘s proposal or PPQ may be contacted or accessed during the

Government‘s review (e.g. the Government will query the Past Performance Information Retrieval

System (PPIRS)).

Volume II – Pricing

Volume II shall document the total price and price breakdown and should include labor (fully burdened), equipment, and other direct costs in spreadsheet format. The offeror should complete and submit the price proposal Schedule (i.e. SF-1449) which is provided as encl (3). There is no page limitation for this volume.

EVALUATION CRITERIA FOR AWARD

Technical:

For a proposal to be deemed technically acceptable, it must be rated ‗Acceptable‘ for simulator facilities, instructor(s) and past performance.

Simulator facilities will be evaluated ‗Acceptable‘ if the Contractor‘s proposal demonstrates that it meets the requirements described at section 4.2 of the SOW.

Instructors will be evaluated ‗Acceptable‘ if the Contractor‘s proposed instructor(s) meets the work experience requirements described at section 5.1 of the SOW.

Past Performance will be evaluated ‗Acceptable‘ if the contractor‘s record of past performance contains no substantial negative information to suggest that it is not recommended for future work. A contractor without a record of past performance or for whom information on relevant past performance is not available will be evaluated as ‗Acceptable‘ for Past Performance.

Pricing:

Total price will be considered to determine which proposal is Lowest Price. The Government will calculate total price by adding the 15 contract line items on the price proposal schedule.

ADDITIONAL INFORMATION FOR YOUR CONSIDERATION

(encl (4)), at the request of the Contracting Officer‘s Representative (COR). Offerors are not required to submit this form with their proposals.

Organizational Conflict of Interest

Subject: Request for Proposal HSCG23-13-R-MSF059

If a conflict of interest is determined to exist with the apparently successful contractor for this Contract, then the ordering contracting officer shall notify the contractor, provide the reasons, and give the contractor a reasonable opportunity to respond.

Otherwise, if the contracting officer determines that a conflict of interest exists in awarding the Contract to the contractor and elects not to submit a request for waiver in accordance with FAR Subpart 9.503, award will not be made to that company.
