ATTACHMENT A

U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE)

FLORENCE SERVICE PROCESSING CENTER

STATEMENT OF WORK (SOW)

RETENTION POND REPAIR

1.0 Introduction

The Florence Service Processing Center (SPC) is on 20.5 acres of land located two miles north of Florence, Arizona. The mission of the facility is to protect the public by detaining and removing aliens who enter or remain illegally in the United States, whose stay is not in the public’s best interest, while providing a safe and humane environment for staff and detainees. The SPC is a minimum security facility where detainees are detained inside the secure area of the facility.

2.0 Background and Objective

The Florence SPC maintains a “back forty” area that is used for vehicle/equipment storage and contains two storm water retention ponds. The main storm water retention pond has become degraded and has led to sediment runoff and erosion. The retention ponds also have overgrown vegetation and have accumulated excess silt/sand from channel runoff. The Florence SPC is required to comply with a facility air permit from Pinal County, AZ. Recently, areas of Pinal County have been designated as non-attainment areas for Particulate Matter 10 (PM10), and as a result the Florence SPC’s Air Permit has been revised to include stricter requirements for dust/particulate control and suppression.

The objective of this SOW is to complete the following tasks: 1) repair the sediment erosion issue in the channel leading into to the main storm water retention basins, 2) install a protective barrier along the fence line of the property that will prevent runoff from adjacent properties from entering the ICE storm water pond except through the channel, 3) trim back vegetation and clean up excess piles of dirt and sediment in the retention pond area; and 4) repair the erosion on the slopes of the retention pond. This work will be done in compliance with the Florence SPC Pinal County air permit and shall meet all of the requirements and performance standards listed in Section 4.0 and 5.0.

3.0 Scope

The Contractor, at a minimum, shall perform the following tasks:

1. The Contractor will be responsible to provide for all personnel, materials, equipment, tools, labor, and supervision, and will also be responsible for removing all vegetation, debris and trash (accumulated from this work) from the facility.

2. The contractor shall remove all debris and trash from inside the main retention pond and in the surrounding areas where erosion has occurred.

3. The contractor shall grade the exterior slopes of the retention ponds and fill in all portions of the pond that have erosion and compact the same so that the existing slope is achieved. The contractor shall construct a path encompassing the top of the perimeter of the retention pond that will encompass the circumference. This path is required to be constructed so as to minimize the potential for fugitive dust.

4. The contractor shall construct a concrete barrier and storm water drainage gutter along the east and north sides of the fence line in the back forty area. The barrier and drainage gutter will block water from the adjacent neighborhood and divert the water either away from the site to the northwest or towards the existing drainage ditch that empties into the retention pond perpendicular to the eastern fence line. The concrete barrier and drainage gutter shall be constructed to the specifications outlined in Section 4.0.

5. The concrete barrier shall be constructed higher than the edge of the existing drainage ditch (~6-12 inches) and the length of the wall/gutter shall be approximately 360 ft. along the east fence and approximately 465 ft. along the north end of the fence.

6. The contractor shall excavate the existing eroded pathway from the current drainage ditch to the retention pond and create a new concrete channel beginning from the end of the existing drainage ditch and into the storm water retention pond to avoid future erosion.

7. The Contractor shall ensure the secondary retention pond to the West of the main retention pond is clear and functioning properly.

8. The contractor shall trim back vegetation in compliance with the facility permit requirements listed in Section 5.0.

9. The contractor shall removal all excess piles of sediment/gravel from the back forty area as directed by the COR.

4.0 Concrete Requirements

All concrete shall be air-entrained and have a minimum 28-day compressive strength of 3,000-psi.

Concrete criteria:

Slump: 1” minimum, 4” maximum Air Content: 4.5% minimum, 7.5% maximum Temperature: 60 °F minimum, 100°maximum

Concrete shall comply with the standards for ready-mixed concrete found in ASTM C-94 and be tested at least once a day. In addition to ASTM C-94 the concrete should comply with the following standards.

ASTM C 231

ASTM C 143

ASTM C 138

ASTM C 39

ASTM C 172

5.0 Performance Standards

All work shall be done in compliance with all Federal, Industry and Local Codes.

In addition, all work shall be done in compliance with the requirements of the Florence SPC Air Permit listed below:

I. Contractor shall not remove vegetation from open areas / vacant lots without applying dust suppressants before and during the weed abatement. Trackout onto paved surfaces must be prevented or eliminated and dust suppressants must be applied following weed abatement to stabilize the entire surface.

II. Contractor shall clean up trackout on a paved public roadway that exceeds 50 feet within 24 hours of discovery and limit opacity to 20% or less while using a rotary brush or broom.

6.0 Place of Performance

The place of performance will be at the Florence Service Processing Center, 3250 North Pinal Parkway Avenue, Florence, AZ, 85132.

7.0 Project Schedule

Performance shall be completed no later than 60 days from the date of contract award.

8.0 Hours of Operation

Performance under this statement of work will generally be during normal business hours, 7:00 AM and 5:00 PM. However, this is a 24/7 working facility and there may be times when the contractor is unable to perform during normal business hours. The contractor shall coordinate with the ICE Facility Manager to determine allowable working hours prior to submitting the project schedule.

9.0 Security Requirements

The contractor shall provide the name, social security number, and date of birth of all contractor employees to the ICE Facility Manager 10 days prior to beginning performance.

10.0 Employee Identification

Visiting contractor employees shall wear an identification badge that is approved and provided by security when visiting Government facilities. Visiting contractor employees shall comply with all Government escort rules and requirements. All contractor employees shall identify themselves as contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

11.0 Employee Conduct

Contractor employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or DHS. The contractor shall ensure employees understand and abide by DHS established rules, regulations, and policies concerning safety and security.

12.0 Special Considerations

Neither the contractor, nor their representatives, shall release or publish any sketch, photograph, report, or other material of any nature derived or prepared under this contract without specific written permission of the Immigration & Customs Enforcement (ICE) Technical Representative(s) except as is specifically provided for in this statement of work.
