U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT
FLORENCE DETENTION CENTER
STATEMENT OF WORK
FOXTROT GENERATOR REPLACEMENT
1.0 Introduction
The Florence Detention Center is on 20.5 acres of land located two miles north of Florence, Arizona. The mission of the facility is to protect the public by detaining and removing aliens who enter or remain illegally in the United States, whose stay is not in the public’s best interest, while providing a safe and humane environment for staff and detainees. The Florence Detention Center Facility is a minimum security facility where detainees are detained inside the secure area of the Facility.
2.0 Background and Objective
The building generator and the automatic transfer switch that provides backup electrical power to the Foxtrot building is 50 years old and in need of replacement. The existing generator is a Caterpillar 250 KW generator and the existing Automatic Transfer Switch (ATS) will need to be replaced with a similar ATS. The objective of this statement of work is to perform all work necessary to remove and replace the Foxtrot building generator and possibly move it to comply with all state and federal codes.
3.0 Scope
The Contractor, at a minimum, shall perform the following tasks:
· Replace the existing generator with an outdoor diesel generator rated between 250KW and 300 KW, with the following specifications; standby rated, 120/208v, 3 phase, 4 wire, 60 hz. Generator shall have a manufacture date of no earlier than 2015. The contractor shall verify the generator is compatible with the existing electrical wiring and building configuration. Specifications may be adjusted as dictated by site conditions to be approved by the ICE Facility Manager.
· Remove and replace the current Automatic Transfer Switch with a new 1200 AMP Automatic Transfer Switch with the following specifications: 4 pole, switched neutral, 480Vac, 3 phase with in – phase monitor – programmable time delays. The ATS shall have a manufacture date of no earlier than 2015. The contractor shall verify the ATS is compatible with the existing electrical wiring and building configuration. Specifications may be adjusted as dictated by site requirements to be approved by the ICE Facility Manager.
· The contractor shall be responsible for providing all required cabling, connectors, and an initial 50 gallons of fuel.
· During the removal and installation process, the contractor shall ensure there is no interruption to the power supply for the Foxtrot building.
· The contractor shall ensure continuity of emergency backup power to the Foxtrot building in the event of a loss of primary power for the duration of the project.
· Provide a secure temporary fence around the work site for the duration of the project to ensure detainees or unauthorized personnel are not able to enter the work area.
· Prior to the removal and installation of the generator and ATS, the contractor shall investigate the possibility of incorporating the radiology trailer backup power into the new generator and new ATS system. A report of the findings shall be provided to the ICE Facility Manager.
· All work associated with the removal of the existing generator set and the installation of the new generator set shall be completed in accordance with NEC, NFPA, and all other applicable Federal, State and Local electrical and fire protection codes and regulations.
· At the completion of the installation, the contractor shall be responsible for the start-up and on-site testing of both the generator and ATS under full load to ensure all components are working properly.
· Remove all debris and trash from the work site on a daily basis.
· Remove and dispose of all existing equipment and parts from the ICE Facility at the completion of the project.

| Prior to beginning performance, the contractor shall coordinate with the ICE Facility Manager to ensure that that a new generator permit has been received from the Pinal County Air Quality Control District. The contractor will not be responsible for obtaining the generator permit. |
5.0 Tool Control
Upon entering the ICE Facility, all tools and equipment will be inventoried on a daily basis by the ICE Facility Manager. The contractor will again be inventoried by the ICE Facility Manger at the end of each work day at the facility sally port prior to leaving the facility.
6.0 Warranty
The contractor shall provide, at a minimum, a one year warranty on all parts, labor and materials.
7.0 Place of Performance
The place of performance will be at the Florence Detention Center, 3250 North Pinal Parkway Avenue, Florence, AZ, 85132.
8.0 Project Schedule
Delivery and installation shall be no later than 120 days from the date of contract award. The contractor shall submit a project schedule to the ICE Facility Manager for approval within 15 days of award.
9.0 Hours of Operation
Performance under this statement of work will generally be during normal business hours, 7:00 AM and 5:00 PM. However, this is a 24/7 working facility and there may be times when the contractor is unable to perform during normal business hours. The contractor shall coordinate with the ICE Facility Manager to determine allowable working hours prior to submitting the project schedule.
10.0 Security Requirements
The contractor shall provide the name, social security number, and date of birth of all contractor employees to the ICE Facility Manager 10 days prior to beginning performance.
11.0 Employee Identification
Visiting contractor employees shall wear an identification badge that is approved and provided by security when visiting Government facilities. Visiting contractor employees shall comply with all Government escort rules and requirements. All contractor employees shall identify themselves as contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.
12.0 Employee Conduct
Contractor employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The contractor shall ensure contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or DHS. The contractor shall ensure employees understand and abide by DHS established rules, regulations, and policies concerning safety and security.
13.0 Special Considerations
Neither the contractor, nor their representatives, shall release or publish any sketch, photograph, report, or other material of any nature derived or prepared under this contract without specific written permission of the Immigration & Customs Enforcement (ICE) Technical Representative(s) except as is specifically provided for in this statement of work.
