U.S. Department of Homeland Security U.S. Customs and Border Protection
Statement of Work For Closed Circuit Television (CCTV) Surveillance System Enhancement at JFK International Airport, Building 77
1.0 BACKGROUND
U.S. Customs and Border Protection (CBP), Port of JFK is procuring equipment and labor to expand and enhance the existing Closed Circuit Television (CCTV) Surveillance System at building 77 John F. Kennedy International Airport.
2.0 SCOPE OF WORK
The government seeks to award a contractor a Firm Fixed Price (FFP) contract to provide all equipment, labor, materials and permits to complete installation of a compatible, seamless expansion to the existing CCTV Systems at building 77, JFK International Airport, Jamaica, New York 11430. The contractor shall also conduct testing and training to CBP employees for the smooth operation of the newly installed CCTV Camera System. In addition to this paragraph the contractor shall fulfill the order according to the guidance below:

2.3 Safety
Contractor will adhere to all safety regulations using all required safety equipment to include eye protection, hardhats, gloves and ear protection.
3.0 DESCRIPTION OF TASKS, DELIVERABLES, APPROVED EQUIPMENT
3.1 Government Parking Lot
3.1.1 Provide and install (1) Fixed Lens Dome Camera Day/Night Provide and install (1) PTZ Camera Day/Night Run (2) Cat6 cable lines from Penthouse Control to Cameras
Install (1) 16-port 400W PoE Switch
All necessary miscellaneous hardware, connectors and mounts Labor to install and program
3.2 AOA Area
3.2.1 Provide and install (4) Fixed Lens Dome Cameras Day/Night Provide and install (2) PTZ Cameras Day/Night Run (6) Cat6 cable lines from Penthouse Control to Cameras All necessary miscellaneous hardware, connectors and mounts Labor to install and program
3.3 Dumpster Area/Loading Dock, 4 Fixed

3.5 Control Room Upgrade
3.5.1 Provide and install (1) 16-Channel DVR
Provide and install (1) 21” Monitor
Provide and install (4) 6TB HDD (Minimum, 24 TBs) Provide and install (1) Rack Shelf
Provide and install (1) 65” Samsung Monitor PRIRT101 Tiltable Wall Mount for 65” Samsung Monitor Provide and install (1) 16-port PoE Switch

3.6 Contractor shall provide surge protection devices for the complete CCTV system to include cameras, monitors, hard drives, switches, computers and signal devices.
3.7 All charges for installation, labor and any miscellaneous costs shall be included in this contact.
3.8 The contractor shall comply with all state and local building codes, standards and regulations while performing work through the course of this project.
3.9 The contractor will provide all necessary permits needed to conduct proper installation of equipment.
3.10 Bosch Security cameras are preferred
4.0 WARRANTY/SERVICE PROGRAM
4.1 Contractor will provide a warranty/service program. The following are the minimum requirements:
4.1.1 Free onsite service calls for 1 year from the date of installation completion.
4.1.2 Free Lifetime telephone technical support.
4.1.3 1 year warranty on all installed hardware, software and components.
5.0 SPECIFIC WORK TASKS:
5.1 Contractor shall visit the project site to familiarize themselves with the area of construction and existing conditions. A site visit will be scheduled in conjunction with the solicitation for this procurement. Contractors must attend the site visit in order to compete in the solicitation. The CBP officer conducting the tour will act as an escort guide for the airport facility and provide orientation and direction for the site visit, but will not be able to answer technical questions regarding this project. Technical and other subsequent site visit questions will need to be emailed to the Contracting
Specialist for resolution.
5.2 A Site Visit will take place at the Port of JFK Airport at Building 77 at
10am on Thursday, 7 September 2017. Vendors should gather at the front entrance of building 77 near the flag poles before 10am. The Point of
Contact for the Site Visit is Chief William Bowe. Interested Vendors should submit no more than 2 participants from their firm.
5.3 The Full Legal Name, Date of Birth (MM/DD/YYYY) and Corporate
Name for each Visitor needs to be forwarded via email to ronald.l.kellar@cbp.dhs.gov and kenneth.m.johnston@cbp.dhs.gov no later than 10am, Tuesday, 5 September 2017.”
5.4 The Government COR will have a monthly meeting with the Awardee to review progress of the project.
5.5
Coordinate exact camera locations and field of view with CBP POC. The area location for each is described in paragraph 3 of this SOW.
5.6
Furnish and install all equipment necessary to support the camera, including all mounting.
5.7
Contractor shall utilize existing system and infrastructure to the maximum extent possible.
5.8
Contractor shall ensure the DVR will maintain a minimum of 90-day storage requirement after cameras are installed.
5.9
All cameras and cables shall be labeled at both ends.
5.10 Contractor will integrate and program new CCTV Surveillance Systems with the existing Access Control Systems, where available.
5.11 Provide Government with as-built drawings that include a camera schedule showing camera name, make/model, IP address, MAC address, installation location, IDF / MDF locations, and pathways for all cable.
5.12 Clean up entire area of any debris and haul away debris, as necessary.
5.13 Notify CBP Technical POC of completion for inspection and acceptance.
6.0 SECURITY
6.1 Vendor’s personnel must be capable of meeting Customs and Border
Protection security requirements as well as Port Authority clearance requirements for an International Airport. The site visit will require participants to provide specific information 48 hours prior to participation. Contract performance is considered sensitive, but unclassified (SBU) and a security clearance is not required. However, a background check shall be performed by CBP officials prior to allowing any worker on site. The successful contractor will be asked to submit certain information for all personnel that are planned to visit the jobsite location and perform work or other tasks on site. All personnel are required to be cleared by background check prior to entering the site.
7.0 SPECIAL CONSIDERATIONS
7.1 Contractor shall provide qualified personnel to perform work required by this Statement of Work. Personnel shall conduct themselves in a professional and business-like manner. The Contractor shall be responsible for the following:
7.1.1 Supervision of all personnel during working hours.
7.1.2 Providing instructions to contractor employees to ensure that work progresses without interruption to the performance of CBP duties.
7.1.3 Coordination with designated Government contacts.
7.1.4 Contractor shall be responsible for the safety of all employees and comply with all OSHA, state and local regulations and codes while on site.
7.1.5 No photographs of any CBP officer shall be allowed at any time.
7.1.6 Access to any secured spaces is not permitted unless previously cleared by the Port Director or other person in charge of the facility.
7.1.7 No doors are to be temporarily held open during construction activities unless previously cleared by the Port Director or other person in charge of the facility.
7.1.8 All of the above statements apply to not only the Contractor, but also to any subcontractor to the Contractor.
7.1.9 Duration: Once an award has been provided, the contractor has 90 days to complete the project. Extensions will be granted for unforeseen conditions, and other factors outside of the contractor’s control.
7.1.10 Submittals: All Warranties, All Machinery documentation, All User documentation, All Maintenance manuals and Testing and Commissioning documentation.
7.1.11 Equipment and Material Storage: The contractor shall provide and store all equipment, the materials specified above, and any other materials required for completing the project. The materials are required to be kept clean and dry throughout the duration of the project.
7.1.12 Material Removal: The contractor shall provide dumpsters as necessary to handle any demolition of excess materials from the project. The location of these dumpsters will need to be coordinated with the tenant and CBP at the start of the project. The contractor shall be responsible for the transportation of the waste material to a landfill as well as the disposal costs. The contractor shall not stockpile demolition debris for more than 48 hours. See also “Waste Management” and “Disposal” for further requirements.
7.1.13 Proposal Pricing: When submitting a proposal, provide a cost breakdown for each task into the following categories: Materials, Equipment, and Labor.
7.1.14 Contractor Use of the Premises: During the period of the project, the contractor will have access to the site only during non-standard business hours of 8:00AM to 5:00 PM. No on-site work shall be performed outside these hours or on holidays unless otherwise directed by the Contracting Officer. The contractor shall make every effort to cause no damage to parking lots, any other paved areas, any items that need to be moved during the course of the project, and any areas not included in this scope of work. Any damage caused will be repaired at the contractor’s expense.
7.1.15 Progress Meetings: Progress meetings are required for this project and will take place at least once per month for the project’s duration. The project manager and building team representative shall make periodic inspections of the work progress.
7.1.16 Electricity, Water and Gas: The contractor is responsible for making connections to the existing systems. Temporary electrical work shall meet the requirements of NFPA 70-1996 (NEC), Article 305. When temporary connections are removed, restore existing utility services to their original condition.
7.1.17 Utility Outages and Locates: No utility outages will be approved without the written consent and approval of the project manager. Requests for utility outages (Electrical, telephone, gas, water, chilled water, fire sprinkler system, and fire detection system) must be received 14 days before the outage date.
7.1.18 Protection of Public: The building site will continue to be used by tenants. The contractor shall fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry. The contractor shall illuminate barricades and obstructions, as necessary and maintain safe building access and egress for tenants.
7.1.19 Housekeeping: The project site shall be kept in a neat, orderly, and safe condition at all times. The contractor shall provide enough containers for collecting construction debris and construction materials to be recycled. The contractor shall wet down dry material and rubbish to prevent blowing dust and keep waste in covered containers.
7.1.20 Disposal: Unless otherwise specified, all removed material becomes the property of the contractor and shall be disposed of outside Government facilities and land. The contractor shall dispose of refuse at least monthly, in a legal manner, at a public or private dumping area. Document and provide to the contracting Officer the quantity of materials disposed of through recycling and through sanitary landfills (Cy or tons as appropriate). See also “Waste Management”.
7.1.21 Waste Management: This project shall generate the least amount of waste possible. The contractor shall employ processes which ensure the generation of as little waste as possible and avoid the generation of waste due to over-packaging, error, poor planning/layout, breakage, contamination, damage from weather, etc. of the inevitable waste that is generated, as many as economically feasible shall be reused, salvaged, or recycled. Waste disposal to a landfill shall be minimized t the greatest extent possible. See also “Disposal” for record keeping requirements.
7.1.22 Transportation and Deliverables: The contractor shall arrange deliveries of materials in accordance with construction schedules: coordinate with PM and/or Contracting Officer Representative (COR) to avoid conflict with other tenants and other work conditions at the site.
7.1.23 Cleaning: Before scheduling the final inspection, the Contractor shall establish six items: (1) remove all tools, equipment, surplus material, and rubbish; (2) restore or refinish, to original condition, surfaces that are damaged due to work of this contract; (3) remove grease, dirt, stains, foreign materials, and labels from finished surfaces; (4) thoroughly clean building interiors; (5) pick up all construction debris from the site; and (6) at time of final inspection, project shall be thoroughly cleaned and ready for use.
7.1.24 Substantial completion and final Inspection: When project, or designated portion of project is complete, request a final inspection. Upon receipt of request that project is substantially complete, the Contracting Officer Representative will proceed with the inspection within ten days of receipt of request or will advise the contractor of items that prevent the project from being designated substantially complete.
8.0 INSPECTION AND ACCEPTANCE
8.1 The Government shall inspect and approve all work prior to final completion and acceptance and completion of the Contract responsibilities.
8.2 The Government reserves the right to reject any work based on defects with respect to completeness, correctness and consistencies. In the event of a rejection of any task, the Contracting Officer shall notify the Contractor in writing within a reasonable time of any deficiencies to be corrected. The Contractor shall have five (5) business days after receipt to correct noted deficiencies or respond with corrective action plan accordingly.
9.0 GENERAL INFORMATION
9.1 Disclosure of Information
9.1.1 Any information made available to the contractor by the government or its customers shall be used only for the purpose of carrying out the provisions of this contract. This information shall not be divulged or made known in any manner to any persons except as may be necessary in the performance of the contract.
9.1.2 In the performance of this contract, the contractor assumes responsibility for the protection of the confidentiality of government records.
9.1.3 The contractor will adhere to the requirements found in Part 24 of the Federal Acquisition Regulation, Protection of Privacy and Freedom of Information.
9.2 Government Furnished Property
9.2.1 CBP will furnish none
9.3 Contractor Furnished Items
9.3.1 The contractor shall deliver and install the requested items
