STATEMENT OF WORK (SOW)
Scanner Upgrade & Maintenance Services – Port of New York/Newark 1.0
INTRODUCTION
1.1 Background:
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Port of New York/Newark has an ongoing need for managing inventory in the Port facilities. The Port current utilizes scanners and SCLogic™ software to manage its assets inventory, uniform inventory and track mail parcels from receipt to delivery, but the licenses have expired and the hardware does not support the newest edition of SCLogic™, software. The current software and equipment is obsolete and is no longer being supported by any vendor.
The Port of New York/Newark has determined a need to procure leased Scanner Upgrade & Maintenance Services for Port facilities to replace the hardware with modern equipment and to procure upgraded licenses and support service that meets OIT compatibility requirements with CBP secure servers. Due to the secure nature of the CBP network, no outside source can remote into the network; therefore, the contractor must support an on-site and/or depot swap program for hardware. Standalone workstations for Asset and Uniform Tracking and Mail delivery will support off-site software download, since those stations will not be on the CBP server.
Similar hardware and software solution has been procured for the Port of JFK, Jamaica, NY, which supports transparency across the New York Field Office (NYFO), minimizes service response times, and leverages strength in bargaining at the point of contract renegotiations.
1.2 Objective:
The purpose of this procurement action is to award a new contract for lease of Scanner Upgrade & Maintenance Services for the Port of New York/Newark, which is compatible with CBP OIT requirements, supports same-day, on-site servicing and provides a transparent tracking system across the NYFO. Due to the necessity to utilize software familiar to our Users to markedly reduce training time to quickly field the system; to gain on-site, same-day service to minimize downtime; and to ensure transparency across the NYFO for asset, uniform and mail tracking, recommend contractor be able to provide SCLogic™, offer same-day, on-site service; and be able to service all assets within the NYFO.
2.0
SCOPE OF WORK
The contractor shall provide pre-installation configuration, recipient database set-up, site preparation requirements, IT planning, 2 Days On-Site End User Training, On-Site Professional Services, Initial New Client Remote Training Package, and associated hardware and SCLogic™ software at 1100 Raymond Boulevard, Newark, NJ, 1210 Corbin Street, Elizabeth, NJ and Newark Liberty International Airport, Newark, NJ.
The contractor shall provide same day consecutive on-site professional services, same day non- consecutive on-site professional services, and guided services (re-installation, hardware add-ons, re-imaging and refresher for new hire training) via on-line support for up to 2-hours per session. Annual cost should include all travel expenses.
Contractor must be able to reasonably provide same-day service, upon request. Vendor shall be located within 60 miles of the worksite and must provide immediate replacement of malfunctioning equipment from local inventory, all licenses supportive of the leased hardware and software, as well as supplemental licenses, upon request.
Contractor must provide sufficient hardware and software and licenses to support asset, uniform and mail tracking at four locations. Professional services must include onsite training and on-site hardware replacement.

3.0
PERIOD OF PERFORMANCE
Base Year and three (3) possible option years. Actual dates will be outlined at award.
Option years shall be based on availability of fiscal year funds. Pricing for option years must be provided in Price Quote.
4.0
PERFORMANCE REQUIREMENTS
4.1 Liability
Contractor shall be strictly liable for all applicable, federal, state, and local government policies, regulations, procedures, specifications, and similar industry standards or common commercial practices that apply to work/service of this nature.
4.2 Identification of Personnel
Contractor shall provide CBP with a list on their letterhead, of the printed names, title, signature, social security number and photograph of each employee authorized to perform the on-site services cited in the SOW in advance of performing on-site services.

4.5 Contractor Furnished Items
The contractor shall provide the requested services, hardware, software and licenses.
4.6 Procedures for Payment
4.6.1 Billing and Payment shall be accomplished via purchase order with remittances of Contractor Invoices occurring within 5 business days of the following month.
