REQUEST FOR INFORMATION (RFI) – National Industrial Security System (NISS)

In order to conduct market research in accordance with Federal Acquisition Regulation (FAR) Part 10 and to promote early exchange with industry in accordance with FAR 15.201, the Defense Security Service (DSS) is issuing this Request for Information (RFI).

DISCLAIMER: This RFI is for informational purposes only. This is not a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government of any kind.

Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. There are no funds available to pay for preparation cost incurred in response to this announcement. Any information submitted by respondents to this RFI is strictly voluntary.

This RFI is issued for the purposes of DSS's market analysis before a planned Request for Proposal (RFP) is issued. The plans may be altered based on responses to this RFI or other information received during the market research process.

DSS is conducting market research with regard to the National Industrial Security System (NISS), to determine the availability, capabilities and competencies of vendors to address specific NISS Program requirements. The RFI process will allow DSS to determine relevant market place maturity of products, systems, and services to meet our requirements.

All proprietary information received in response to this RFI shall be marked “Proprietary” and will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government shall not be liable for, or suffer any consequential damages for any proprietary information not properly identified. Responses to the RFI will not be returned, nor will the Government confirm receipt of the RFI response. Whatever information is provided in response to this RFI will be used to assess tradeoffs and alternatives available for determining how to proceed in the acquisition process. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

DSS requires Business Process Modeling to automate existing manual processes, with an emphasis on replacing the Industrial Security Facilities Database (ISFD) and expanding current system functionality.

The desired solution will include business process flows with dashboard views, analytics, self-management capabilities, and successful implementations of cross domain solutions. Interested parties are requested to provide a complete response to this RFI. Please ensure that your RFI response contains sufficient detail to allow the Government to assess the technical changes, or challenges that would be required in order to meet the NISS requirement and the projected award date in late third quarter of FY 2015. Respondents will submit information at their own risk. Do NOT submit classified information in your RFI response. Any procurement action for the NISS will be the subject of a separate, future announcement. The Government may request follow-on communication, including one-on-one meetings, as a result of this RFI. The Government will not reimburse the respondent for any cost associated with participation in these communications and/or one-on-one meetings.

Responses to this RFI will assist DSS in determining potential levels of interest from vendors, competition baselines, and technical capabilities within the market place.

Preliminary market research indicates there are four potential technical solutions that may meet the NISS requirements and would result in the least impact to DSS IT infrastructure and environment. The product solution suites are TIBCO ActiveMatrix BPM, Oracle BPM Suite, Software AG webMethods BPMS, and IBM Case Manager.

DSS is interested in obtaining information on viable product solutions and possible Integrators. If you are providing information as an Integrator, in addition to any product solution information provided, please detail your experience with the Business Process Modeling product suites and your experience with successful DoD cross domain solutions implementation.

The requirements for NISS are described in the attached DRAFT statement of objectives (SOO) and its attachments.

In order to access the technical data associated with this requirement please provide the following information to summer.wilson@dss.mil and julie.bardo@dss.mil: company name, address, and cage code.
