Q1. The solicitation contains FAR 52.219-30, Notice of Set-Aside for Women Owned Small Business Concerns under the Women Owned Small Business Program. Is this solicitation a WOSB set-aside?

A: This is an error please see the revised combined synopsis solicitation. This is not a Women Owned Small Business set aside. It is a Small Business set aside.

Q2. Paragraph 1.3.3.1, RJ-12 Installation, calls for "One (1) 6 port, 110 punch down, Cat 3 RJ-12 telephone jack." We believe the Government intends to require a single Cat 3 RJ-12 telephone jack with 110 punch down for 6 conductors. Is this correct?

A: That is correct a standard RJ-12 Telephone jack.

Q3. Paragraph 1.3.2.1 calls for the telephone system to support 75 digital telephone sets and 3 conference telephone sets, for a total of 78. However, paragraph 1.3.5 calls for a total of 75 phone sets: 72 multibutton phones and 3 conference telephones. How many phone sets and system station ports are required?

A: Sixty-eight (68) phones must have at least ten programmable feature buttons, four (4) must have at least twenty programmable feature buttons, and three (3) will be conference telephones. Total of 75.

Q4. The annotations are unreadable on Figure 1, Floor Plan. Will the Government supply a readable version?

A: Please review the PDF format the size can be adjusted by increasing the size of the document.

Q5. The specification includes FAR 52.237-1, Site Visit. Will the Government arrange one or more site visits for offerors to determine site conditions?

A: DSS will coordinate one site visit for all prospective vendors. A tenative site visit date is scheduled for 22 August 2013. Please email the following information for all site visit attendees: name, email address, telephone number, and company to summer.wilson@dss.mil. You should receive an email from the Government POC confirming the meeting point and time.

Q6. Will the Government provide an estimate of the minutes used each month for domestic long distance and international long-distance calls?

A: We do not have that data.

Q7. Paragraph 1.3.2 in the specification states that it will take approximately 90 days to establish DISA service. CLIN 0005 gives a unit of 3 Months. What is the maximum length of time the vendor might be required to bear long distance charges?

A: Order is placed with DISA immediately upon test and acceptance and verification of TNs. Lead time for establishment of Long Distance service is 55 days upon accepted order. 90 days is sufficient.

Q8. Will the Government provide the make, model, and age of the existing telephone system at this office?

A. New Office build. There is no existing system at this location.

Q9. When the last time offices were moved? Alternately, do you plan to move within the next five years?

A. Last moved in 2011. Not our intention, but cannot say definitively.

Q10. How many long distance calls are made monthly (in minutes)?

A. We do not have that data.

Q11. Are the offices already cabled?

A. In progress.

Q12. Is any station cabling required for moves, adds, changes, or system relocation?

A. Yes (if necessary).

Q13. Is the vendor to assume that when there will be a relocation cabling will be in place?

A. All cabling should be completed by the end of Sept, first week of October. Once awarded, DSS IT Telco Lead will make contact and require telephone services to be ordered ASAP and will work with the vendor to ensure all cables terminated prior to installation.

Q14. Is the vendor responsible for moving circuits?

A. Vendor will be responsible for extension of all phone lines and circuits that relate to this requirement.

Q15. Is the existing building cabled, and if it is and it does not work properly, who is responsible?

A. There should be exisiting cabling between the point of demarcation and the 5th floor Telco Room. New 25 pair cable may need to be pulled by the Telco Vendor between the Telco room and the 5th floor LAN room (4” conduit will be in place with 2 pull strings). This information can be verified at the site visit.

Q16. Are the cables labeled?

A. All voice drops at the workstations and offices will be numbered sequentially to their respective patch panel appearance in the LAN room.

Q17. Where is the building’s demarcation point/entrance facility in relation to the LAN room?

A. 1st floor and around the corner of the building (will need coordinated access through property management).

Q18. In figure 2, is the patch panel on the backboard and wire management government provided?

A. Yes Q19. Is anything in figure 2 government provided?

A. All but the 110 block termination point for the analog lines and RJ-12 termination for the alarm line.

Q20. Who is providing the white/grey voice drops to the workstation and offices?

A. It will be part of the Office Construction. The builder is supplying the drops.

Q21. Is the vendor responsible for providing the 4’x8’x1” plywood?

A. No. The Telco Vendor will not be responsible for installing the plywood backboard.

Q22. What is the 110 block for? Is it where the demarcation gets extended to?

A. Termination of analog lines between the Telco Closet and respective patch panel appearamnce on the backboard (so lines can be patched between stations as opposed to punching down terminations with every move).

Q23. Are the voice lines run to the plywood and are the data lines run to the rack?

A. Voice lines will be terminated to the patch panels on the backboard; data lines will be terminated to patch panels in the racks.

Q24. Is the white/grey voice drops already terminated or will they be on patch panels?

A. All cabling from the patch panels will be terminated to jacks at the workstations and offices.

Q25. Is the backboard already installed?

A. It will be prior to the delivery date of the Telephone solution.

Q26. The UPS required for backups up to 2 hours is a large device, where do you want it (on rack, on floor)?

A. The floor under the backboard or the base of the unclassified Network rack (2-post self-standing rack that will be in place) if possible.

Q27. The solicitation calls for the vendor to bear all long-distance charges until the Government's DISA voice service is established. This vendor wishes to estimate its costs for this period.

A. Please estimate this cost because actuals are currently unavailable.
