Questions and Answers for RFQ HS0021-11-Q-0033

Morrisville, NC 27560

Q1: Is it your intent to limit the vendors to Manufacturers (as specified in the NAICS Code 334210) or is the solicitation open to vendors/dealers of telephone equipment who meet the small business set aside requirements?

A1: Yes, it is necessary that the NAICS Code 334210 is referenced in your Central Contractor Registration in order to submit a proposal in response to solicitation number HS0021-11-Q-0033.

Q2: The announcement at Fed Biz Ops is entitled "Phone Systems, 14 ea, installation and service", yet the announcement only includes an RFQ for a site in Morrisville, NC. Are there to be additional sites that will be included in this solicitation?

A2: The announcement, RFQ #HS0021-11-Q-0033 is only for one site located in Morrisville, NC.

Q3: The announcement at Fed Biz Ops includes an RFQ for the Morrisville, NC site as well as a diagram for a site at Raleigh......are these the same site, or is there an RFQ for a site in Raleigh?

A3: Once again, the announcement, RFQ #HS0021-11-Q-0033 is only for one site located in Morrisville, NC.

Q4: The RFQ states "The Contractor shall provide all personnel, services and supplies necessary for the phone system installation, local dial tone, long distance services, equipment, voice, data cabling and maintenance, etc". Many telephone vendors who are small business qualified do not provide local dial tone or long distance services. Most would be happy to assist in the coordination of specifying and ordering these services, but the contract for these services would be separate from that of the telephone equipment vendor. Is that acceptable?

A4: Our objective is to have a one phone call solution to a problem. In other words, we only want to do business with one contractor for the telephone equipment, installation and ongoing service. If an individual picks up a telephone receiver and there is no dial tone, ultimately DSS should not have to make multiple telephone calls to different vendors to solve the issue. The installer can subcontract to the local and long distance telephone vendors for these services.

Q5: How many telephone numbers do you need? Do you want analog telephone lines, or do you want a T-1? This makes a difference in how it is designed.

A5: The type of lines (for the 13 handsets) and design is the vendor’s choice and the offered solution must be VoIP convertible. We do not want to replace the entire system if we decide at a later time to use a VoIP solution. The offered solution can not be VoIP. Please refer to section C-3.1 in the scope of work for phone system requirements.

We are requiring:

2 BRI lines (to be used with our Secure Phones)

At least 4 analog lines for (to support our 2 fax lines, 1 conference phone

(if not digital), and 1 alarm line)

Q6: You have asked for MAC work, 3 new jacks per year etc. Is this for one year?

A6: The maintenance plan includes up to 3 MACS per month as needed, and up to three additional drops per year covered under the maintenance plan. The period of performance constitutes a six month base period and two three-month option periods. Therefore, during the base period of service you may be required to perform up to 18 MACs and 1.5 drops at no additional cost to the government. Please refer to section C-5.2.6 as well as section C-5.2.7 in the scope of work.

Q7: With the Maintenance-the equipment will have a one year warranty. After the warranty period maintenance will begin. This is set up on a 12 month period.

Is this acceptable?

A7: Equipment usually includes a one-year warranty that includes parts and labor. Our warranty plan includes care for the equipment and other services. The vendor may consider the lower cost of maintaining the equipment in the first year when quoting all services contained in the maintenance plan. Please refer to section C-5 in the scope of work for warranty information.

Q8: C-3. TELECOMMUNICATION SERVICE AND EXTENSION REQUIREMENTS

The contracting vendor will provide a quote for the purchase, installation and service cost of the telecommunication services required to run the offered phone system solution.

The phone system solution must be able to initially support thirteen (13) digital telephone sets and one (1) conference telephone set. In addition, four (4) analog telephone lines, with local and long distance services will be purchased and installed separately of any phone system solution in order to support two (2) facsimile machines and one (1) alarm line, and one (1) conference telephone set.

We are requesting clarification of the need for four (4) analog telephone lines. We believe that the conference telephone set will require an analog extension off the PBX rather than an analog telephone line from the carrier.

This would mean that you require three (3) analog telephone lines to support two (2) facsimile machines and one (1) alarm line?

A8: Correct...if the conference phone can be supported off the phone solution, then only 3 analog lines would be required. In many cases, a conference phone such as a Polycom, requires an analog line.

Q9: Will the two 10 button sets that connect to the BRI Lines be separate from main system completely and powered by NT1 cards?

A9: The BRI Lines are to be used with our own Secure Telephone Handsets, and the lines must be completely separate from the phone solution.

Q10: Can both phone system and NT1 cards be installed in a 7'X19"

Rack that we supply?

A10: The Telephone Solution must be wall mounted.

Q11: There are no indication of how many voice lines needed outside of the STE/BRI folks (2)? Are phone lines to be configured with internal extensions, each phone line must have a unique direct inward dial telephone number assigned. Do you want a PRI w/DID's instead of POTS lines.

A11: This is up to the vendor to propose a solution based on our needs outlined in the SOW.

Q12: We would like clarification on the cabling for this RFQ. This is section C

3.3.1 "LAN room extended point of Demarcation". It states that an extended point of demarcation will be installed. In previous similar RFQ's such as

HS0021-11-P-0021 and 0025 the work was not part of the pricing and was already done. In some others we have looked at, it was not done, but they were pretty specific about it.

A12: The LAN Room in our suite is the extended point of demarcation. The vendor will be responsible to extend the phone lines into our LAN room. All inside wiring from the LAN room to the workstations (voice and data drops) has been performed by the USACE.

Q13: I believe this office already has their ISDN telephones. Do you know or can you find out what model it is and let me know.

A13: The ISDN/BRI lines are for our STE phones (Secure handsets).
