Google Web Mapping Solution Statement of Work

1. GENERAL: This requirement is for a Google Web Mapping Solution to embed in DeCA’s public facing website (www.commissaries.com).

2. DESCRIPTION: Web mapping software functionality is used to display maps associated with each commissary worldwide. This can be based on entering a variety of different parameters (e.g. address, zip code, state, country). These parameters are then used to display surrounding maps of each commissary. Each of these map displays must have option to select step by step driving directions and satellite view where available.

All web software calls must communicate with existing unique commissary identifier used in our database to differentiate between the 240+ commissaries worldwide. Each of these unique commissary identifiers are stored in a Maria DB 5.5 database. The website resides on RHEL 7 Linux server running Drupal 8. Each of these web calls will be executed using existing PHP code with no programming changes. The returning information will display a map inset that will require no changes that will affect the ‘look and feel’ of the website.

3. TECHNICAL SUPPORT:

DeCA will, at a minimum, require the following support in the event of software issues:

Target Initial Response Times. Offeror will make reasonable efforts to respond to Requests during DeCA’s normal Hours of Operation, M-F 0700-1700, excluding holidays:

(a) Service Unusable First Response (P1) - 1 hour;

(b) Standard Request First Response (P2, P3, P4) - 24 hours;

P1 - Software or service is not functioning or unusable in Production. It is a critical service issue that is affecting all users. The software or service is not available or unusable and there is no workaround.

P2 – Software or service use is severely impaired. The issue is critically impacting one user or a subset of users. Software or service is not working as expected, there is no feasible workaround.

P3 – Software or service use is partially impaired. Software or service does not work as expected but a workaround is available.

P4 – Software or service is fully usable. Software or service does not work as desired, but functions (a workaround is not necessary).

Service Unusable - Any situation where Customer is unable to access or use the Products and/or Services for the majority of its end users for a period of time greater than fifteen (15) minutes.

4. SOFTWARE REQUIRMENTS/SALIENT CHARACTERISTICS:

Software Requirements Communicate via HTTPS.

Each of these web calls will be executed using existing PHP code with no programming changes.

The returning information will display a map inset that will require no changes that will affect the ‘look and feel’ of the website.

Finding the closest stores to a location using valid address provided by the customer. Includes capability to display a map that shows these locations with distance in miles, kilometers, and/or additional commonly used distance formats.

Obtain accurate driving directions to a store from a location provided by the customer, providing a variety of routes (i.e. shortest, fastest).

Display an interactive area map that includes a selected store. Map should include popular features currently available such as zooming and click and drag panning.

Display commissaries with surrounding maps based on entering zip, state and/or country.

In the event the Contractor makes any changes at the direction of any person other than the CO, the change shall be considered to have been made without authority and no adjustment will be made in the delivery order terms and conditions, including price. The CO shall be the only individual authorized to accept nonconforming work, waive any requirement of the order and modify any term or condition of the order. 8. SECTION 508 COMPLIANCE

Section 508 of the Rehabilitation Act [the Act] of 1973, as amended, (29 U.S.C. 794d) requires federal agencies acquiring Electronic and Information Technology (EIT) to ensure that all users have access to and use of information and data regardless if they do or do not have disabilities. All EIT to be replaced as part of the contractor’s proposed solution that will be procured under this contract/task orders shall meet the 36 CFR 1194 accessibility standards. The full text of the accessibility standards is at: www.Section508.gov. Contractors may propose products or services that result in substantially equivalent or greater access to and use by individuals with disabilities; this is known as equivalent facilitation. Additionally, the contractor shall identify, for all EIT proposed, whether it is compliant with Section 508, including all applicable specifications, standards, criteria, and requirements. EIT has the same meaning as information technology except EIT also includes any equipment or interconnected system or subsystem of equipment that is used in the creation, conversion, or duplication of data or information. The term EIT includes, but is not limited to, software, CPUs, information kiosks and transaction machines, web sites, office equipment, and documentation and support.

The following Section 508 Accessibility Standard(s) (Technical Standards and Functional Performance Criteria) are applicable (if box is checked) to this acquisition.

1194.22 - Web Based Intranet and Internet Information and Applications
