JUSTIFICATION AND APPROVAL FOR SIMPLIFIED ACQUISITIONS

Project 15H-15 Satellite Production Vehicle

1. In accordance with Federal Acquisition Regulation 13.106-1(b)(1), I hereby determined that the Sony XDCAM HDPlayer/Recorder and the Evolution E8350 satellite router required on PR HQ0516-5202-0003-000 are available from only specific manufacturers, and competition is precluded for the reasons indicated below. There are no substitutes available.

2. This acquisition is restricted to the following brand manufacturers and/or resellers:

3. The Sony XDCAM HD Player/Recorder is required to be installed into the satellite production vehicle by December 2016.

The XDCAM HD Player/Recorder is a compact HD recorder which provides MPEG HD422 encoding, as well as, an 8-channel (HD-SDI), and 24-bit audio recording capability. The XDCAM HD Player/Recorder includes insert/assemble editing capability, support for legacy formats including 23.98P and SD, a 4.3-inch LCD, built-in speaker for audio, and comes equipped with a multi-format up/down converter.

The IDirect Evolution E8350 satellite router is required to be installed into the satellite production vehicle by December 2016.

The Evolution E8350 satellite router /modem requires the following features:

Multiple topologies of Star and iSCPC; Two modes of operation: iNFINITI TDM or DVB-S2/ACM outbound; Deterministic MF-TMDA or SCPC; Return channel; Extremely efficient 2D 16-State inbound coding; Spread spectrum waveform technology supports very small antennas/mobility; Unique TRANSEC and FIPS 140-2 L2 security with AES 256-bit encryption; Advanced QoS and traffic prioritization options; Extended L-Band (950-2000 MHz) for WGS support; Built-in 8-port Ethernet switch

Brand Name Justification for Simplified Acquisitions

4. Specific characteristics of the XDCAM HD Player/Recorder that limit the availability to a brand name is the XDCAM is the current system format integrated throughout the DMA for producing video. Another format would be incompatible with DMA produced video for use during Satellite Television Productions.

Specific characteristics of the iDirect satellite router that limit the availability to the specific manufacturer IDirect are the ability to work in conjunction with the existing Universal satellite hub with evolution cards. Only this suggested brand can furnish the requirement to the exclusion of other brands, because no other system will function with the current satellite transmit/receive system in use worldwide by the DMA and Defense Visual and Imagery Distribution System (DVIDS). IDirect is a proprietary TDM (Time-Division Multiplexing) system that no other manufacturer can interface with the device.

5. Check and fill in all that are applicable:

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is Sony hardware and the required encoding format must be XDCAM which can only be provided by Sony resellers.

The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed worldwide. The current equipment is an IDirect Evolution satellite route modem installed worldwide at DVIDS and DMA locations. The new item must connect, or interface with the existing system by being able to communicate, transmit, and receive various Department of Defense and DMA live events over this proprietary satellite modem.

Other information to support a brand name buy: DMA has invested more than $1.7M in Sony equipment utilizing the XDCAM encoding system which must interface directly with this HD Player/Recorder. Switching to a differently manufactured product would require the procurement of additional video cameras, converters, associated equipment, and training. The investments made to procure, install, and train personnel on the current Sony equipment could not be recovered by procuring and installing another manufacturer’s product.

Other information to support a brand name buy: DMA and DVIDS have invested over $1 million in IDirect satellite modem technology.

Switching to a different manufacturer would render the current satellite modem non-operational. The investment made to procure, install, configure test and train personnel on the current IDirect Satellite router / modem systems could not be recovered by procuring and installing another manufacturer’s product.
