Justification For Other Than Full And Open Competition

NETWORK STORAGE (QUANTAM & NTP) FY 18-CIHC

NITYU18AV051

1. Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

(a) Requiring Activity:

a. Requesting Activity

DFAS-ZTDA

Attn: XXXXXXX: XXXXXXX

8899 East 56th Street

Indianapolis IN 46249

(b) Contracting Activity

DFAS Columbus

Contract Services Directorate

Building 21, Room 2B218

3990 E. Broad St.

Columbus, OH 43213-1152

2. Nature or Description of the action being approved:

The purpose of this document is to obtain approval for soliciting this effort IAW FAR 6.3 “Other Than Full and Open Competition.” IAW FAR 6.302-1- Only One Responsible Source and No Other Supplies or

Services Will Satisfy Agency Requirements (Quantum and NTP). Competition is limited to vendors supplying the following: Quantum and NTP.

3. A description of the supplies or services required to meet the agency’s needs (including the estimated value):

DFAS I&T Infrastructure Production and Support (IPS) requires the purchase of hardware and software to upgrade our end of life Quantum tape libraries to a vendor supported version to protect against data loss and system failures, and to provide IPS with new capabilities to achieve greater efficiencies in managing network shares and subdirectories at a more granular level in the DFAS classified network. The Quantum

Scalar tape libraries are an essential component of our backup systems. These tape libraries are used to protect against data loss, system failures, and must be continually refreshed and reengineered to support mission data protection requirements to provide performance, capacity enhancements, and to ensure system compatibly. The NTP Software centralizes monitoring and reporting of data statistics and growth trends, and offers more granular control options for data growth, resulting in cost savings.

Based on the average of RFI responses received, the estimated cost of this requirement is: XXXXXXX (No

Options)

4. An identification of the statutory authority permitting other than full and open competition.

FAR 6.302-1(a)(2)(ii)(A) provides the standard that needs to be met to procure items permitting other than full and open competition: “Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.”

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

For the purposes of this requirement the Quantum and NTP brands are essential. DFAS already has

Quantum Scalar tape libraries deployed within our technical infrastructure and must continue to use

Quantum subcomponents to ensure continued vendor support and to maintain interoperability within the entire tape library system. Using a different brand would not be supported by Quantum and would require replacing the tape drives. Such a replacement would cause the Agency to incur XXXXXXXX which also includes costs for all lab testing, integration tests, travel expenses, training, and other transition costs, plus a considerable amount of time. DFAS also maintains a library of engineering documents created by Network

Engineering that would need to be completely re-written in the event we were to change the tape drives.

NTP Software XXX was the only other brandname identified that meets all DFAS requirements for centralized management of the DFAS multi-vendor file storage infrastructure that includes the following:

central application for administrators to simplify quota management of all network file shares transparent experience for end users requiring no additional application interface to access data integration with Active Directory granular quota management at root or subfolder layers blocking of unauthorized file types role based and/or policy based quota/file blocking management audit logging automated end user usage notifications capable of targeting all network shares regardless of the storage vendor or operating system that hosts the data.

6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.:

Competition was initially sought when the Quantum Tape Libraries were deployed. IAW FAR 5.2(a)(13)

“The contracting officer need not submit the notice required by 5.201 when the contracting officer determines that the proposed contract action is for an amount not expected to exceed the simplified acquisition threshold, will be made through a means that provides access to the notice of proposed contract action through the GPE, and permits the public to respond to the solicitation electronically.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

In determining a fair and reasonable price the Contracting Officer is anticipating competition from many resellers which will drive prices down. An award is anticipated to be made to the “Lowest Priced

Technically Acceptable Offer.”

Based on the average of the quotes received, the estimated cost of this requirement is XXXXXXX.

8. A description of the market research conducted (see Part 10) and the results or a statement of the reason market research was not conducted.

Market research was conducted and sought via NASA SEWP under RFI#82630. Information was sought via Groups A (NAICS 334111), B, C, and D (NAICS 541519) in which XXX vendors provided interest in submitting a quote. Upon conducting market research it was determined better pricing can be obtained by soliciting the requirement via the GPE to promote competition.

9. Any other facts supporting the use of other than full and open competition: When 6.302-1 is cited for follow-on acquisitions as described in 6.302-1(a)(2)(ii), an estimate of the cost to the Government that would be duplicated and how the estimate was derived.

The total cost of recent Veritas Software Corp. (provider) solution upgrade in FY17 was XXXXXXX. As such, DFAS has invested a considerable amount of time, effort, and money into the design and purchase of the Veritas equipment in order to meet the data backup requirements necessary to stay in compliance with

DoD directives. Any change at this point would be at considerable cost of research, reengineering, training and resources.

10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.

Based upon the market research conducted RFI# 82630 the following sources provided interest in this acquisition:

XXXXXXXXXX XXXXXX

XXXXXXXXXX XXXXXX

11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

Nothing additional to add that hasn’t already been stated above.

12. Contracting officer certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
