36 DD254
SAP Supplement
Page 1 Page 1 of the SAP supplement indicates that Item 11i for
TEMPEST “may be necessary in the performance of this contract…” and indicates that MDA Special Programs be consulted to confirm the requirements. However, on the DD254 for Item 11i, when asked if the contractor will have TEMPEST requirements, Item 11i is marked
“no”.
Please clarify.
The SAP supplement is a template form from the Industrial Security office. There are no plans for TEMPEST in this contract, so item 11i is marked ‘no’ in the DD Form 254.
37 DD254
SAP Supplement
Page 1 Page 1 of the SAP supplement indicates that Item 11j for
OPSEC is required. The guidance provided states that
“measures are necessary in the performance of this contract...” However, on the DD254 for Item 11j, when asked if the contractor will have OPSEC requirements, Item 11j is marked “no”.
Please clarify.

38 DD254
SAP Supplement
Page 3 Page 3 of the SAP supplement states for Item 15 that
“MDA Special Programs will conduct program/security reviews of all SAPFs, material, and operations related to this contract.” It also states that “DSS oversight over
SAP portions of this contract is carved out.” However, Item 15 on the DD254 is marked “no”, which seems to suggest that there are no elements of the contract (no specific areas or elements carved out) that are outside the inspection responsibilities of the cognizant security office.
Please clarify.
The SAP supplement is a template form from the Industrial Security office. There are no plans for SAPFs in this contract, so item 15 is marked ‘no’ in the DD Form 254 and there is no need for DSS to inspect.
