About this file

This document contains questions and answers regarding a solicitation for exam delivery services. The solicitation seeks a contractor to provide assessment services, including exam analysis, for an initial bank of exam questions to be provided by the Defense Acquisition University. Pricing may be provided either as firm fixed prices per year or as a fixed price per exam delivered using an Excel spreadsheet as requested. The statement of work is exempt from the technical volume page limit. While the contractor must explain their methodology for meeting the objectives in the statement of work, they will also submit a separate document describing how each objective will be accomplished. The contractor will invoice using Wide Area Work Flow and will not collect payment directly from exam candidates.

Questions and Answers

Document/Page Requirement Question Answer

1. Is there an incumbent contract or contractor associated to the requirement?

No. There is no incumbent contract or contractor associated to the requirement. This is a new requirement.

2. Solicitation, page 3 of 30; and page 27 of

Section B – Supplies or Services and Prices; and Section L-4.3, Price Factor

Section B and L-4.3 currently ask for Firm Fixed Prices, per year. However, while some individual services requested can be fixed price (e.g., assessment services such as exam analysis), others are fixed per unit (per exam delivered) but variable as a total fixed price, as the number of exams delivered is variable. Are vendors permitted to use an Excel spreadsheet (requested in Section L-2 (page 25 of 30)) to provide appropriate pricing for the services requested in the SOO? For example, a fixed price per exam delivered?

The contractor shall use an Excel spreadsheet to provide pricing as requested by the solicitation and section B for price evaluation purposes. In addition, the contractor may provide an alternate pricing structure for consideration based on contractors standard commercial pricing practices.

3. Solicitation, page 27 of 30

Section L-4.1, c) This requirement asks vendors to complete the SOW template to address specifically how we will accomplish each of the items shown in the SOO.

The specificity required for a Statement of Work (i.e., “the contractor shall,” with activities addressed, by year) will require more pages than are currently allowed for the Technical volume. Is the SOW exempt from the 10-page limit for the Technical volume?

The SOW is exempt from the technical volume page limitation.

4. Solicitation, page 27 of 30

Section L-4.2, a) This requirement asks vendors to explain the methodology to meet the objectives in sections 4 and 5 of the SOO. To clarify, this is to be a general overview of meeting those objectives, not a specific point-by-point description of work tasks for Sections 4 and 5, as is requested in the SOW (see Section L-4.1, c))?

The contractor should provide sufficient information to explain the methodologies to meet the objectives in section 4 and 5 of the SOO. The specific description of how you will accomplish the objectives in Sections 4 and 5 of the SOO are part of the document you will submit for evaluation in accordance with the solicitation Section

L4.1. Additionally, in reference to section L4.2, quoters should provide sufficient information regarding capability, capacity, etc. in achieving the key requirements (e.g., SOO 4.1, 4.2, etc.)

5. Statement of Objectives, page 1 of

Section 2 This objective states that DAU “will provide the contractor with an initial bank of exam questions.”

Please indicate the number of exam questions anticipated to be provided to the Contractor.

The SubCLINs in Section B and SOO Section 4.2 provide the number of exam questions.

6. Statement of Objectives, page 2 of

Section 4.1 Please clarify whether the Contractor is expected to collect payment for exams from candidates. If students do not pay for exams themselves, please clarify the payment arrangement DAU anticipates (e.g., Contractor will bill DAU monthly for exams delivered, Contractor will bill DAU quarterly for item/exam analysis, etc.).

The contractor will not collect payment for exams from candidates.

The contractor must submit invoices in Wide Area Work Flow.
