Questions Re: HQ0034-17-R-0099
1. Would the Government consider extending the proposal due date by two weeks (to July 28)? This extension would provide adequate time to prepare a responsive proposal and to acquire subcontractor information.
Government Response: The solicitation due date is being extending until July 19, 2017.
2. Does the government request pricing per unit for all equipment listed in Technical Exhibit 5? For instance the ABI 7900 is no longer commercially available. If so can the Government provide the number of units the offeror is to include in pricing?
Government Response: Equipment costs in Tech Exhibit 5 are generally replacement costs for existing GFE. The government requests pricing for equipment that is still commercially available and reserves the right to request pricing for additional equipment, such as Quant Studio 5, that may have been recently added or will be added in the future.
3. With regard to Technical Exhibit 4, Sample Maintenance System with Lockheed Martin as the service provider. Would the Government accept a Service Maintenance Agreement from a different SMS provider?
Government Response: Yes, the Government will accept a Service Maintenance Agreement with whomever supports the sample management system currently and in the future with the understanding that it will likely change as the Government transitions to a different system.
4. Section 14.2.1 of the Combined Synopsis/Solicitation states; “Provide resumes of the key personnel identified in paragraph 1.8.6 of the PWS that demonstrate how the key personnel meet the minimum requirements in paragraphs 1.8.6.1 through 1.8.6.3, and include the following information as applicable. Is the correct PWS reference 1.6.11?
Government Response: Yes, the correct reference is 1.6.11
5. Does the Government wish to see resumes of all Key Personnel as detailed in Section
1.6.11.1 through 1.6.11.7 as specified in Section 14.2.1 of the Combined Synopsis/Solicitation?
Government Response: Yes, the Government wishes to see resumes of all Key Personnel.
6. Section 1.6.11 Key Personnel. Would the Government consider a requirement for less than 15 days advance/prior notice for the substitution or replacing of key personnel?
Oftentimes staff members only give 10 working days’ notice of their intent to terminate.
Government Response: 10 business days (excluding weekends) is acceptable. 15 business days is preferred.
7. Section 5.4.2 of the Combined Synopsis Solicitation states; “Such direction will be made via issuance of bilateral firm-fixed-price or fixed-price-level-of-effort modification(s) to the task order against the Government specified not-to-exceed amount. This CLIN may be exercised more than once by the Government as needed throughout the performance of this task order. Is the offeror expected to provide pricing for the Base and Option Years for CLIN 2?
Government Response: No, the offeror is not expected to provide pricing for the Base and Option Years for CLIN 2.
8. Section 5.8.1 of the Combined Synopsis Solicitation states; “If a study is required, the Government will provide sufficient details and sample numbers to the Contractor to request a firm-fixed price quotation which will be evaluated and negotiated to establish a final not-to-exceed price for the study.” Is the offeror expected to provide pricing for Base and Option Years for CLIN 3?
Government Response: No, the offeror is not expected to provide pricing for the Base and Option Years for CLIN 3.
9. Section 13.2 of the Combined Synopsis Solicitation states: “Describe the firm’s technical approach in performing the resulting contract while focusing on the optimal use of resources to meet all performance requirements required maintaining successful operations of the CBRNE laboratory operations to include laboratory analysis and collection services, equipment maintenance/calibration, procurement of consumables/supplies/equipment.”, but no requirements are described in the PWS for collection services. Can the Government confirm that collections services are not included within the scope of this effort?
Government Response: Collection services were listed in error. Collection services are not within the scope of this effort.
10. Section 16, Page 24 of the Combined Synopsis/Solicitation. Would the Government consider adding additional tabs to the Price volume to allow, separately, detail for the supplies and consumables, equipment, and equipment maintenance?
Government Response: See updated solicitation.
11. Could you clarify whether the Mandatory Contractor Manpower Reporting (CMR) as specified in 5.12 of the PWS is applicable to this contract?
