NATURAL RESOURCES PROGRAM POLICY SUPPORT
AND
CULTURAL RESOURCES PROGRAM SUPPORT
FOR THE
OFFICE OF THE ASSISTANT SECRETARY OF DEFENSE
(ENERGY, INSTALLATIONS AND ENVIRONMENT) (OASD(EI&E))
ENVIRONMENT, SAFETY AND OCCUPATIONAL HEALTH (ESOH) DIRECTORATE
PART 1: GENERAL INFORMATION
1.1 Background: The Department of Defense (DoD) manages approximately 25 million acres of land, and more threatened, endangered, and at-risk species per acre than any other federal agency. These lands are rich in natural resources and encompass a wide variety of habitat types, including vernal pool wetlands, tall grass prairies, old growth forests, and other rare ecosystems. From mountains to coastlines and deserts to prairies, military installations provide habitat for rare native vegetative communities, and for a rich collection of wildlife, including freshwater fish, migratory birds, and threatened and endangered species. Properly managing these resources is essential for maintaining continued access to lands that DoD needs to support the realistic testing, training, and operational activities it needs to conduct to meet mission requirements. Yet, as development increases in areas surrounding military installations, some have become islands of biodiversity that provide critical, often unique, habitat for certain species. In fact, more than 75 species occur only on DoD lands. DoD recognizes that part of protecting our nation involves defending these natural resources for future generations.
DoD manages the largest inventory of historic real property in the Federal government, with 56% of its 350,000 buildings being over 50 years old. DoD also manages millions of acres, containing over a 160,000 known archaeological sites. Stewardship of DoD’s substantial historic portfolio must be balanced appropriately to avoid impacts or disruption to the military mission. This includes impacts not only to domestic cultural resources, but also avoidance of impacts to international cultural resources during armed conflict, contingency operations and disaster relief through increasing cultural awareness of U.S. personnel overseas.
The Environmental Safety and Occupational Health directorate of the Office of the Assistant Secretary of Defense (Energy, Installations and Environment) [OASD(EI&E)/ESOH] has central policy and oversight responsibility through its comprehensive DoD Natural Resources (NR) Program to manage and maintain its natural resources in a manner that supports the DoD mission. The NR Program is implemented in conformance with the Sikes Act, Endangered Species Act, Migratory Bird Treaty Act, and other related laws, statutes, regulations, and Executive Orders, as well as with all relevant DoD policies.
Likewise, OASD (EI&E)/ESOH has central policy and oversight responsibility for the comprehensive DoD Cultural Resources (CR) Program. DoD manages and maintains its historic properties in accordance with Federal laws and regulations while supporting the DoD mission.
Technical oversight for DoD’s CR Program falls to the DoD Deputy Federal Preservation Officer, DoD’s senior cultural resource person qualified under the Secretary of the Interior’s Professional Qualifications. This program is carried out in conformance with the National Historic Preservation Act and other related laws, statutes, regulations, Executive Orders, and the Secretary of the Interior’s Standards and Guidelines for Federal Agency Historic Preservation Programs.
The NATURAL RESOURCES PROGRAM POLICY SUPPORT (Support) position sought through this PWS requires professional knowledge and expertise about a wide variety of natural resources laws, regulations, policies, procedures, and technologies affecting DoD activities and operations; an ability to research issues sufficiently to develop policy and understand the implications policy development; a capacity to analyze emerging natural resources trends; and ability to communicate simply and effectively both orally and in writing. Additionally, Support must help with a wide variety of tasks associated with NR Program execution, be able to facilitate communications among a diverse set of internal and external stakeholders, identify new program opportunities and enhanced program efficiencies, and advocate on behalf of DoD’s NR Program. Support must have knowledge and expertise on:
Established methods and techniques of natural resources management.
Natural resources management laws, regulations, and policies, including those specific to DoD.
Studies and analyses on new and emerging natural resource management issues, challenges, and concerns.
Collaborative engagement with federal and state agencies and other stakeholders on natural resource management issues.
Effective writing skills and competency is Plain English formatting.
The CULTURAL RESOURCES PROGRAM SUPPORT sought requires professional cultural resource expertise, with graduate level qualifications in one or more of the following;
anthropology, historic preservation, archaeology, or preservation planning. Previous experience with DoD cultural resources is optimum, but at a minimum, experience in the variety of historic preservation public laws, regulations, policies, procedures, and technologies affecting DoD activities and operations is required. Examples of such knowledge and experience include:
Knowledge of cultural resource management and historic preservation laws and policies, including the Secretary of the Interior’s Standards.
Established methods and techniques of applied archaeological research and practices.
Collections management and research.
Cultural resources management planning.
Historic preservation policies, principles, and application technologies.
1.2. Objective: Provide comprehensive support to the DoD NR and CR Programs through studies and analyses; technical and policy recommendations; briefings, presentations, decision memoranda and general correspondence; and meeting representation and presentations. The Support must research, evaluate and present information and analyses (including consequences of adoption and/or implementation) regarding divergent opinions, proposed laws and policies, and topical and emerging issues potentially affecting DoD’s NR and CR Program and their support of DoD’s test and training activities and requirements.
1.3. Scope: The contractor shall provide technical, analytical, planning, and general program support to the DoD NR and CR Programs. The specific task areas are delineated in PART 3 of the PWS; Section 6.2 describes each specific deliverable required.
1.4 Applicable Documents: Many laws and regulations apply to work performed under this PWS. The Contractor must identify requirements applicable to each task under this PWS, as appropriate. At a minimum, the Contractor must maintain a thorough understanding of applicable requirements in title 10, United States Code (USC) and in other federal statutes. In addition, the Contractor must also maintain an understanding of DoD policy issuances that may apply, in whole or in part, to tasks issued under this PWS. Specific examples include but are not limited to the documents (or the latest revisions) specified in the tables below.

It is anticipated that all work and deliverables under this PWS will be unclassified. If, during the performance of this PWS, the Government determines that classified information will be required, it will be at SECRET or below.
