Attachment No. 5 HQ0034-15-R-0050

Department of Defense, Washington Headquarters Services Facilities Services Directorate, Federal Facilities Division

Statement of Work

Pentagon Roof Fall Protection Systems Repair and Certification

I. Requirements:

A. Background

The Department of Defense (DoD), Washington Headquarters Services (WHS) maintains and operates DoD facilities in the National Capital Region (NCR). The Federal Facilities Division (FFD) has overall responsibility for maintenance and upkeep of the Pentagon. WHS’ goal is to ensure that facilities’ provide the tenants with accommodations that enable mission success, meet or exceed regulatory compliance requirements, and provide a safe and healthy working environment for all DoD personnel, contractors, and visitors.

The Pentagon roof has three fall protection system types:

1. Monorail system on sloped roofs at A and E Rings

2. Horizontal lifeline system on sloped roofs at corridors

3. Horizontal lifeline system on flat roofs at B, C and D Rings.

These fall protection systems require periodic recertification in order to continue to be used safely. Approximate quantities include: 5,455 linear feet of monorail and trolley systems and 13,200 linear feet of horizontal lifeline systems.

The Pentagon Building Management Office (PBMO) and the Standards and Compliance Division (SCD) Occupational Safety and Health Branch (OSHB) have determined that in order to maintain a safe work environment for building operations personnel the Pentagon roof monorail trolleys need to be standardized. Therefore, prior to certification of the roof monorail systems, some monorails and associated trolleys require modification in order to be safe to use.

The roof renovation and associated fall protection systems installation was accomplished in many phases with multiple contracts between 2001 and 2013. The rail and trolley system designs and installation of the monorails was accomplished by three different fall protection firms as shown in figure 1:

Hy-Safe Technologies, Union Grove, WI ~41% of railings and trolleys

Pro-Bel, Toronto, Canada ~21% of railings and trolleys Safety Systems of America, Sanford, NC ~38% of railings and trolleys

Design of the beams, splice joints, expansion joints, and trolleys varies between the three different designers. Trolleys move along the beams riding on wheeled rollers.
