Performance Work Statement
Procurement of Additional Hardware to Simplify Unclassified Backup Solution
1. Introduction: DSCA is the central agency that synchronizes global security cooperation programs, funding and efforts across OSD, Joint Staff, State Department, COCOMS, the services and U.S. Industry. DSCA is responsible for the effective policy, processes, training, and financial management necessary to execute security cooperation within the DoD. Its mission is to lead, direct, and manage security cooperation programs and resources to support national security objectives that build and promote: relationships which in turn promote U.S. interests, promote allied and partner capacities for self-defense and coalition operations, and promote peacetime and contingency access for U.S. forces.
2. Background: DSCA’s current HP hardware unit backup is approximately five (5) years old, currently out of warranty, and showing signs of increasing intermittent hardware failures. Additionally, because its technical design represents computer backup architecture from five years ago, it is not very efficient in conducting these critical computer backup operations in an environment which has a more advanced operating system within which more advanced applications and utilities are executed. In order to reestablish an agency network environment that is more conducive to backing up critical data, it is our intent to replace these hardware components. In addition, a replacement controller card and its controller card expansion bracket are also needed to support the HP Backup Hardware Unit. If these are not replaced, the agency runs a risk of not being able to restore both its network and critical data needed for daily agency operations.
3. Specific Requirements: In order to ensure and sustain system wide hardware compatibility, it is necessary, therefore, that DSCA procure the following in order to ensure and sustain proper interface communications with other HP devices and components within the agency network with which to successfully extract critical data for backup up purposes:
Two (2) HP Backup Hardware Unit (HP P/N QK765A) Two (2) HP Controller Card (HP P/N 462832-B21) Two (2) HP Expansion Bracket for Controller Card (HP P/N 500579-B21) Two (2) HP Backup (P/N QK765A) - Required Itemized Configuration for each one:
