1. DESCRIPTION OF SERVICES.

1.1. OBJECTIVE.

The objective is the purchase and installation of audio visual electronic equipment in the conference room, as well as the control room in the General James E. Hill Conference Center, Bldg 1093. We are looking for a turn-key solution to provide the necessary units, to include all equipment and installation.

1.2. SERVICES:

The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to install One (1) custom-configured 8x8 digital AV switcher w redundant power supply, One (1) control processor, One (1) 16-port AV PoE switch, One (1) 12x8 audio DSP w/ AVB, POTS, and VoIP capability, One (1) 4-channel audio power amplifier, One (1) GFE Polycom Group 500 codec (to be reused). These will be installed in an existing equipment rack, which will be in the control room. Also the following new equipment will be provided and installed:

(a) Two (2) 8000 lumen WUXGA laser light video projectors, which will replace existing Epson projectors. These will be connected to new AV switcher rack.

The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to install into the conference room area the following new equipment:

(a) Nine (9) pendant microphones, which will be suspended from the ceiling in place of existing Polycom mics. Old units will be uninstalled. New mics will be connected to new DSP in AV rack via new wiring.

(b) Two (2) 1 gang HDMI input plate TX units will be provided and installed, one (1) wall mounted near the stage right podium and one (1) under existing GFE conference room table. They will be connected to the AV switcher via new wiring.

(c) One (1) 10’ color touch panel will be provided and wall-mounted near the stage, right podium and programmed to control main system on/off, AV source routing, Audio level, as well as VoIP/POTS dialing/hang up.

The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to connect the main lobby display, GFE Sharp LC 70LE661U, to AV switcher via digital RX/scaler unit and STP wiring.

Existing podium microphones and EAW column speakers and subwoofers will be reused and connected to the new audio amplifier using existing wiring.

1.3. BASIC SERVICES. The contractor shall be responsible to provide and the audio visual system at 72d FSS/FSWC, General James E Hill Conference Center, Bldg 1093. The contractor shall complete all electrical work required to complete project.

2. REQUIREMENTS:

The contractor shall prepare system drawings, purchase the equipment, and pre-assemble the system components as is necessary to complete the overall installation in a timely fashion.

All electronic equipment installed in equipment rack shall be protected with an eight-outlet, 15-amp power conditioner. The unit shall provide standard-level surge and spike protection, and include RFI/EMI filtration to lower the noise floor caused by dirty AC power.

3. GOVERNMENT FURNISHED EQUIPMENT (GFE) and SUPPORT:

Contractor requires the job site be made accessible to their employees and that the site includes electrical service.

4. DELIVERABLES: Contractor will coordinate installment time/schedule with FSS/FSWC, General James E Hill Conference Center management. This is for the purpose of scheduling around scheduled meetings and/or the ability for General James E Hill Conference Center staff to make meeting room accommodations.

5. TRAINING: Contractor will provide training to General James E. Hill Conference Center staff members “How to” use the systems and all components being installed.

6. SPECIAL REQUIREMENTS: None

7. SECURITY REQUIREMENTS:

7.1. Ten duty days prior to arrival and pre-approved/coordinated start day, the Contractor shall mail or fax a visit authorization letter to the installation site POC listing the name, driver’s license number and state of issue, date of birth and place of birth of the individuals who will be working on the base. Contractor will be responsible for obtaining written permission/signature from each person’s name submitted for a background check to be completed. If a background check cannot be completed, entry onto the installation cannot be granted. Contact the installation site POC for further guidance.

7.2. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g. terminate for cause, retirement, etc.

7.3. Contractor and employees shall comply with base traffic regulations.

7.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor or privately owned vehicles while on base.

7.5. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all Government facilities, equipment and materials.

8. SAFETY:

8.1. Safety. The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.

8.2. Accident/Incident Reporting and Investigation. Contractor shall record and report to

The General James E Hill Conference Center POC all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel.

The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the General James E. Hill Facility POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.

9. DELIVERY: Delivery shall begin within 30 days of contract award and completed within 45 days.
