FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION USING OTHER THAN FULL
AND OPEN COMPETITION – SIMPLIFIED ACQUISITION (UNDER $150,000)
Instructions to the requestor: Prepare this document and include it an attachment to the requisition. When received in AMCG, the contracting officer (CO) will review the data provided, and if it is concluded by the CO that the proposed sole source is justified they will proceed with the action.

Introduction: Pursuant to Federal Acquisition Regulation 13.106-3(b)(3)(i), the following data is furnished to the Contracting Officer to support the requisitioning office’s request that the items/services identified on the above-mentioned Requisition be obtained using other than full and open competition. The requisitioning office understands that a contract may not be awarded on a sole source/brand name only basis unless the Contracting Officer approves Other than Full and Open Competition.
1. Identification of the Agency: ASPR/OEM
2. Nature and or/Description of Action Being Approved. Emergency Management
Accreditation Program (EMAP) Subscription
3. Description of the supplies and services required to meet the Agency’s needs and the estimated value. The EMAP Organization will provide:
a. a one year EMAP subscription providing access to the EMAP website.
b. EMAP Assessor on-site training for approximately 40 personnel.
c. A Standards Orientation Workshop (SOW) to orient EMAP assessors to the ASPR
Emergency Management Program and familiarize the ASPR team with the EMAP
Standards.
4. Proposed Contractor’s unique qualifications.
a. Proprietary data: EMAP is an independent non-profit organization that fosters excellence and accountability in emergency management and homeland security programs by establishing credible standards applied in a peer review accreditation process. The Emergency Management Standard by EMAP is the set of standards by which programs that apply for EMAP accreditation are evaluated.
(Draft 2016 EMAP Standard). The Emergency Management Standard is designed as a tool for continuous improvement as part of the voluntary accreditation process for local and state emergency management programs. EMAP is the sole accreditation body to award the EMAP accreditation.
