Statement of Work
GENERAL INFORMATION
A. Introduction The United States Geological Survey (USGS) Eastern Ecological Science Center (EESC) at Patuxent Research Refuge (PRR) requires demolition services of the former Henshaw Lab, located at 11500 American Holy Drive Laurel, MD 20708. The demolition of Quarters 80, a 1,000 square foot residential dwelling, will also be included in the scope of work.
B. Background The USGS, in conjunction with the United States Fish and Wildlife Service (FWS) occupy the PRR. The main entrance gate of the PRR is located at the intersection of Powder Mill Road, Route 197 and American Holly Drive (on PRR itself) in Laurel, MD. The EESC is located on the Central Tract of the Patuxent Wildlife Refuge, U.S. Fish and Wildlife Service. The EESC PRR Central Tract and Bee Lab area comprise several buildings, animal pens, and service roads. These are housed on approximately 13,000 acres of land. The front main gate at American Holly Drive is open from 7:00 AM to 5:00 PM, Monday through Friday, except holidays. All visitors are issued identification cards during business hours. Henshaw Lab was constructed by the Works Progress Administration (WPA) in 1939 and has been unoccupied for the past 25 years. Quarters 80 was constructed in the 1940s and was occupied until April 2023.
C. Definitions/Applicable Documents N/A D. Scope Contractor shall provide all labor and materials to demolish and remove from site, all components and debris from the Henshaw Lab building and Quarters 80. The slate roof from Henshaw will be removed intact where possible and the materials will be neatly stored at the site for later reuse. The basement floor of Quarters 80 may be left in place and perforated via demolition hammer at 4 - foot intervals, to allow for natural drainage. Once demolished, both sites must be backfilled with clean soil, properly compacted, and graded to match the existing contour of the land. Seeding or planting of vegetation will be conducted by others. In keeping with U.S. Department of Interior (DOI) initiatives to reduce landfill waste, any qualified materials from this demolition must be recycled.
2. WORK REQUIREMENTS
· Bid will break out the separate cost for the Henshaw Lab building and Quarters 80 to clearly indicate the cost to demolish each of those structures.
· Attend a mandatory site visit to view the structures to be demolished.
· Demolish and remove all associated debris pertaining to the Henshaw Lab building and Quarters 80.
· Recycle all applicable material. Roof slate removed intact where possible and neatly stored on site for later use.
· Backfill, compact, and grade all voids left from the demolition process.
· Establish and maintain a visible perimeter around the work area to ensure site personnel, federal staff, and visitor safety.
· Ensure all OSHA safety regulations are followed during the work process.
3. SUPPORTING INFORMATION
A. Place of Performance is USGS Patuxent Research Refuge B. Period of Performance is 90 days from the contract award date C. Government will provide:
· Adequate power and water for the site
· Restroom facilities for the site
· Parking for contractor’s vehicles
· Site access from 7:00am and 5:00pm, Monday through Friday
D Special Consideration
l. The technical government liaison for this contract is the USGS Facilities Manager.
2. Safety/Environmental: Contractor will wear proper personal protective equipment (PPE) when necessary and work safely within state and Federal OSHA and EPA mandated regulationsregulations.
3. Security/Privacy issues (ingress to federal buildings and personnel clearances of contractors) Contractor will be trained on procedures on entering and exiting the buildings and gated areas on Patuxent Research Refuge.
4. All personnel working for the contractor must wear visible identification at all times, while on site (contractor provided), and the contractor will provide and keep updated a list of workers to the COTR for access/egress into the Center. Anyone not on this list may be refused entry into the Center.
5. Normal working hours are from 7:00 AM (Center gates open) until 5:00 PM (Center gates close), Monday through Friday, except government holidays and during special events.
