Questions and Answers

Sediment and erosion control is not detailed in the specs, specifically the drain at the lab. What are the requirements? Any parking lot drains should be protected by erosion controls.

At the Lab, the downspouts are buried. Does USGS know if they feed to dry well or stormwater? Is the contractor to include the buried sections of downspouts in the scope? Should the contractor cap and leave exposed? Cap and bury in place? Downspouts may be capped and buried in place.

Is a phase 1 environment plan required? No

Is the Lab parking lot to be removed? If not removed, does the contractor account for any repairs needed if the parking lot is damaged during the course of their work? I will discuss parking area with FWS and have an answer later today.

At both sites, what are the fencing requirements? The lab site is in very close proximity to an actively used building. No fencing requirements

Does USGS have the ability to allow an approved brick-only dump site at the refuge? Recycling is encouraged and containers may be staged on site to accommodate this process.

Will USGS be responsible for water, gas, sewer and electric shutoff? Yes

Are there existing telecommunication lines in the current building? Not active

Is there a required quantity for the slate tile removal? It is likely a high percentage of tile will break despite careful removal, but it is possible to remove the tile. There seems to be a high level of contractor interpretation in this requirement which could create a patent ambiguity. It is understood that a majority of the slate will be damaged in the removal process, so there is no expectation that a certain percentage will be salvaged.

Is there any map, plan, or drawing available for the known private utilities? We are attempting to locate the old plans.

Is there a requirement for a quality control manager? The USDA facility nearby requires one, but the USGS specs provided do not list one. No

If an onsite QC manager is required, what certifications are required? Example: USACE CQM N/A

Is a dedicated SSHO required? If so, what are the certification requirements? No

What is the requirement for slab and foundation removal at the lab, the SOW does specify Quarter 80 requirements. The requirements are the same for each structure. All vertical components of the foundation must be removed and the remaining slab shall be perforated every 4 feet, in a grid pattern, to allow for natural drainage.

Is the above ground fuel tank to be removed, located next to Quarters 80? Any fuel tanks are to be removed as part of the demolition process.

Is there any asbestos or hazardous material in the buildings? Abatement has been performed on both structures.

Is there restrooms onsite contractors can use? Contractor should provide temporary restroom facilities.

Is there any active existing utilities? No

Is the contractor responsible for cutting and capping any existing utilities? No
