About this file
This is an Intent to Award Sole Source document issued by the South Carolina Department of Corrections (SCDC) for a maintenance and service agreement for Heidelberg printing equipment. The solicitation covers maintenance and service for two Heidelberg SM52-2p printing presses (serial numbers 202887 and 202612), one Polar Cutter 92E (serial number 7111159), and one SM74 (serial number DS000943), along with parts for this equipment. The initial contract term runs from June 5, 2023, through June 4, 2024, with four automatically renewable one-year terms, providing a potential contract duration of five years through June 4, 2028. Responses must be submitted by June 5, 2023, at 10:00 a.m. to either the mailing or physical address listed for the SC Department of Corrections Purchasing Branch at 4530 Broad River Road, Columbia, South Carolina 29210.
SCDC has declared this procurement as a sole source award to Heidelberg because parts for the specified equipment are available only through Heidelberg, and Heidelberg will only warranty parts installed by trained Heidelberg service technicians. The determination was made after SCDC submitted a shopping cart request to State Procurement (ITMO) to purchase new printing equipment; the request was returned with guidance that SCDC should purchase the Heidelberg equipment as a sole source. This notice will be posted in the South Carolina Business Opportunities (SCBO) for at least five to ten business days as required by South Carolina Code 11-35-1560. Vendors may protest the intended award by submitting notice of intent to protest within five business days of posting and the actual protest within fifteen days of posting to the Chief Procurement Officer at the Materials Management Office.
