PERFORMANCE WORK STATMENT

PERFORMANCE WORK STATEMENT

FOR

Middle School Math (6-8) Intervention Program

1 GENERAL INFORMATION

1.1 Agency

1.1.1 The Department of Defense Education Activity (DoDEA) serves dependents of military and civilian employees by providing PK-12 instruction to approximately 70,000 students in 160 brick-and-mortar schools. Student enrollment is based primarily on deployment of military troops worldwide. In the Americas, DoDEA operates 51 schools located in seven states, Puerto Rico, and Cuba. In Europe and the Middle East, DoDEA operates 64 schools located in Germany, Italy, England, Netherlands, Belgium, Spain, Turkey and Bahrain. In the Pacific, DoDEA operates 45 schools located in Korea, Japan (mainland and Okinawa), and Guam. DoDEA's curriculum, resources, and student achievement scores on standardized assessments compare favorably to those of high-performing US public school systems. DoDEA’s fully accredited Virtual High School has teaching hubs in each DoDEA region: US, Europe, and Pacific.

1.1.2 DoDEA schools have various grade configurations, with the most common being K-2, 3-5 and 6-8. Of DoDEA’s 160 brick-and-mortar schools, 64 schools have students with at least one grade 6-8. Of the 6-8 schools, twenty are part of an elementary school and 17 are part of a high school.

Table 1: Student Enrollment – SY 2019-20 (rounded to nearest 50 students)

Grade Students 6 5,450 7 5,100 8 4,500

Total 15, 050

1.1.3 Military-connected students experience high mobility rates in and out of school systems across the nation and the world; thus, DoDEA makes a concerted effort to mitigate transitional barriers to military-connected students’ success, working toward a world-wide systemic education network.

1.1.4 DoDEA has adopted College and Career Ready Standards (CCRS) in literacy, mathematics, social studies, and science, which are rigorous, research-based, and reflect the knowledge and skills students need for success in college and careers and are consistent with the Common Core State Standards (CCSS), National Core Art Standards (NCAS), Next Generation Science Standards (NGSS) and the C3 Framework for Social Studies State Standards (C3).

1.2 Background

DoDEA has a middle school math support class. Students who need additional support are enrolled in the course for a semester or year-long which meets every day or every other day. Resources are needed for the support class. DoDEA has adopted the Common Core State Standards for Mathematics (CCSSM) for Grades sixth through eighth. DoDEA requires an intensive mathematics intervention program (individual, small group and/or whole group instruction to meet student needs) with the goal of building proficiency levels from below grade level to the expected grade level performance for struggling math students. The purpose of the intervention program is to provide explicit, systematic interactive instruction between the teacher and student accelerating learning from below-level understanding to expected end-of-year standards mastery. Intervention resources must support students in acquiring and/or sharpening the requisite skills they need to increase their mathematical thinking and computational skills. The intensive mathematics intervention program will supplement not supplant the core instructional materials, EngageNY, which are utilized daily. The intensive mathematics intervention program will support learners that are at least a half year below grade-level expectations, and is essential for meeting the needs of all learners to become College and Career Ready.

DoDEA has identified the following goals related to the DoDEA Blueprint for Continuous Improvement:

Challenge and prepare each student to maximize his or her academic growth and well-being for college, career, and life.

Transition to College and Career- Develop comprehensive programs to support students throughout their primary and secondary education for their transition into college and career.

Additionally, the following initiatives excerpted from Goal 1, outlined in DoDEA’s Blueprint for Continuous Improvement, further fuels our vision to ensure “Excellence in Education for Every Student, Every Day, Everywhere.”

Goal 1Strategic Initiative 1.1c and 1.2d

Strategic Initiative 1.1c…to meet each student’s academic and developmental needs, we will provide tiered support in the classroom

Strategic Initiative 1.2d...we will refine and develop programming beginning in elementary school to support the development of all aspects of college and career readiness.1.3

Scope of work

1.3.1 DoDEA requires intentionally aligned off-the-shelf curricular intervention resources that (1) are based on the most current research for mathematics intervention instruction and aligned to CCSSM, and (2) provides thorough guidance for teachers towards differentiated and/or customizable instruction to meet the needs of all learners, including English Language Learners and students with Individual Education Plans (IEPs). (3) Materials contain a variety of assessments and data collection tools and reports to monitor student progress. (4) Professional learning to implement the program with fidelity needs to be available. DoDEA expects to award one (1) contracts to meet the developmental needs of students in various grade levels.

1.3.2 DoDEA expects to award one contract for a 1-year base period plus four 12-month option periods. The requirement is based on the current number of DoDEA students and teachers. Using the percentages from the summative assessment and according to SY19-20 enrollment data, approximately six thousand 6-8 students will need at least some intervention support. The adopted intervention materials will support a portion of these students.

The estimated number of schools by grade level, all of which will require licenses for intervention resources, is shown below:

Grade 6 - 8 Americas 18 Europe 27 Pacific 19
