1. Contracting Agency: Department of Defense Education Activity – Procurement Division on behalf of the Department of Defense Office of the Inspector General (DoD OIG).

2. Description of Supplies and Services: DoD IT Security Mandate/Instruction: United States Office of Management and Budget (OMB) A-130. Requires Agencies to maintain an inventory of its major information systems and conduct regular assessments throughout the IT asset lifecycle; Executive Order 13589, assess current device inventories and usage. This ensures they are not paying for unused or underutilized IT equipment, installed software, or services and considers agency-wide IT solutions for desktop services, email, and collaboration tools. OMB Category Management Policy 16 1: Improving the Acquisition and Management of Common IT: Software Licensing (June 2016) - Requires agency CIOs to establish comprehensive software license management policy to: compile agency-wide license inventory; analyze inventory data to ensure compliance, consolidate redundant applications, and identify cost-savings opportunities; increase use of government-wide “best in class” purchasing agreement to reduce duplicative contract vehicles; ensure appropriate personnel have received adequate training in SLM; and, collect and report metrics on cost savings.

periods for maintenance. Fiscal Year (FY) 19 Operating and Maintenance (O&M) funds are available for the base period in the estimated amount of

4. Authority: FAR 13.106-1(b)(1) Brand Name

5. Market Research: A comprehensive review of the asset management software available in the commercial market place has been conducted over the past 6 months. A total of 9 asset management products have been evaluated and in some cases demonstrated by the product manufacturer. In an attempt to ascertain asset management software that is capable of meeting all of the DoDIG requirements, the contracting office issued a sources sought announcement in November 2018. Five capability statements were received from Carahsoft a large business and four small businesses GBTI Solutions, Xcelnet Systems, Inc., Ascension Strategies and Belarc, Inc. Through this sources sought and various product demonstrations, the asset management software Device 42 was determined to be the only software that was fully compliant with the 18 requirements listed in section two.

6. Rationale for Single Source or Brand Name: There are numerous asset management software tools available commercially, however, the Device 42 asset management software was the only standalone software that was able to meet all of the following essential requirements and functionalities: auto discovery, non-intrusive scanning, mapping software and hardware dependencies, assigning software/hardware to a User, compatible with Major systems (i.e. Windows and Linus Based Servers), blacklist/whitelist applications, flexible and comprehensive reporting, stand-alone application, ability to install on Premium Capabilities, ability to disable Beaconing, catalog installed packaged software, compares curing usage to license counts, detect prohibited software, track license agreements and expiration dates, identify purchased vs installed software, provide customizable notification alerts and Application mapping.

No other comparable software reviewed was capable of providing the required functionalities. A product demonstration was conducted with the closest viable software Bel-Manage, however, the demonstration revealed that the Bel-Manage software was not capable of providing the application mapping. The remaining software from Red Hat Ansible, TAV, and Service Now was unable to provide stand-alone application, application mapping, or the required annual maintenance.

Also, a similar tool, Microsoft SCCM, was purchased in 2018 via DoD ESI, contract N00104-02-A- ZE83. The SCCM software was unable to provide accurate software license accounting and management; therefore, the DoD OIG is not able to meet reporting requirements from the DoD CIO and OMB. The required features for this software acquisition were developed to ensure full compliance with

OMB.

Based on this analysis, Device 42 software has been identified as the only Asset Management Software on the market able to meet all of the DoDIG CIO’s required features in a stand-alone system. This stand-alone software will allow the DoDIG CIO to maintain and manage its entire enterprise of software throughout the IT asset lifecycle.
