About this file
This document contains a question and answer sheet pertaining to a Broad Agency Announcement from the Defense Threat Reduction Agency. The BAA solicits proposals for the Chemical and Biological Technologies Fiscal Year 2019 Program Build to address topics including detection of chemical and biological threats, information systems, individual and collective protection, hazard mitigation, threat agent science, medical pre-treatments, diagnostics, therapeutics, and threat surveillance. Proposals must address a specific topic listed in section 7.1 of the BAA and may not involve butyrylcholinesterase as a stoichiometric scavenger. The TRL range for projects is 2-6. Animal studies have already validated sensors for determining human exposure to certain chemical classes.

Sheet1
| Question | Answer |
| Q1: Is a draft SOW required with the Phase I submission? | A1. Yes. Please refer to section 3.5.1.3 of the BAA. |
| Q2: Would the delivery of DNA encoding transient, high level in vivo expression of secreated-into-circulation human butyrylcholinesterase as a 3-5 week duration prophylaxis for OPNAs be considered responsive? | A2. The described project is still looking at butyrylcholinesterase as a stoichiometric scavenger. The topic says that, "butyrylcholinesterase as a stoichiometric scavenger in any form will NOT be considered under this topic." |
| Q3: My company has a technology relevant to the detection objective from the Research Opportunity Description. The technology in question does not, however, directly address any of the specific topics listed in Section 7.1 of the BAA. Would a program seeking to advance or extend this detection technology be considered responsive to this BAA call? | A3. Proposals must address a specific topic listed in section 7.1 of the BAA to be considered responsive. |
| Q4: Will proposals outside the specific topics listed in section 7.1 be considered, if they are in line with the broader categories listed in section 1.3 (Research Opportunity Description)? | A4. See A3. |
| Q5: What is the start and finish TRL expected in projects proposing for this? | A5. The TRL range is 2-6. |
| Q6: For Topic CBI-01, the Government seeks integration and networking of a variety of sensor types and ability to view them within ATAK. However, initial selection of sensors must be defined or constrained by exposure to a specific class of chemical in order to further select the appropriate types of wearable sensors that might be selected. In other words, based upon how people are known to present symptoms when exposed to certain classes of chemicals, then the appropriate sensors can be selected. Is it reasonable to propose an approach to utilize some animal studies to assess which sensor outputs are required to make an effective determination that a warfighter has been exposed? | A6: The stated approach has already been validated through animal studies. We are now seeking to push the science into the human cohort. |
