LIMITED SOURCE JUSTIFICATION

1. Nature and/or Description of Action The Defense Threat Reduction Agency (DTRA) contracting activity proposes to restrict consideration to an item peculiar to one manufacturer, EPIQ Solutions. The Security and Counterintelligence Department (PP-SC) plans to restrict procurement to purchase a Flying Fox and a Calypso Kit. EPIQ Solutions is currently the sole provider of the Flying Fox + Calypso Kit; it is not available through any other distributors.

2. Description of the supplies/services required The purchase of the Flying Fox + Calypso Kit supports DTRA’s Strategic Imperatives as the team’s primary mission is to detect, neutralize, and exploit technical surveillance and associated devices, technologies, and hazards that facilitate the unauthorized or inadvertent access to or removal of DoD information. Ancillary to our primary national level mission, this item will permit the team to support the enforcement of specific security policies regarding wireless devices. The Flying Fox + Calypso Kit will fill a technological shortfall saving hundreds of person-hours and providing a robust dedicated platform to rapidly verify or refute the presence of unauthorized wireless devices whether deployed within the HQC or at any one of DTRA’s varied geographic locations.

PP-SC requires the capability to adequately protect DTRA from compromise or exploitation by insiders.

The EPIQ Solutions Flying Fox + Calypso Kit is a portable sensor suite designed to detect and locate WiFi and Cellular emanations. The suite employs the use of multiple sensors placed throughout a controlled space to triangulate and give approximate location of a potentially unauthorized 802.11 (WiFi) or LTE, UMTS/WCDMA, GSM/CDMA2000 (Cellular) signal.

. Flying Fox will enhance DTRA's technical threat mitigation strategy by identifying and locating potentially unauthorized wireless devices. EPIQ Solutions is currently the sole provider of the Flying Fox + Calypso Kit; it is not available through any other distributors.

3. Statutory Authority This Acquisition is conducted under the authority of Title III of the Federal Property and Administrative Services of 1949 (41 U.S.C. 251 et seq.) and Title 40 U.S.C. 501, services for Executive Agencies.

4. Justification Rationale PP-SC Technical Surveillance Countermeasures (TSCM) program activities must be conducted using equipment manufactured under specific sourcing criteria at the circuit board level. While there are many other manufacturers out there, the chips and boards used in their equipment cannot be guaranteed against tamper or compromise. The EPIQ Solutions Flying Fox + Calypso Kit is a vetted TSCM item and the equipment has been certified against tamper or compromise. No other manufacturers can provide these assurances thusly, sole source purchases cannot be avoided. Additionally, the manufacturer has the authority to install the Naval Research Laboratory’s restricted distribution Flying Fox program. Other vendors do not have this authority and cannot guarantee their product would provide the Operational

Security (OPSEC) assurances to protect the tactics, techniques, procedures, capabilities, and limitations of DTRA TSCM and could potentially compromise limitations of all other TSCM programs that use this software in their inventory. This procurement must be procured with OPSEC considerations in mind and should not be published in Federal Business Opportunities (FedBizOpps) to meet the requirements of classification guidance in DOD Instruction C-5240.08 Security of DoD Installations and Resources and the DoD Physical Security Review Board (PSRB) Section E2.6.

5. Market Research EPIQ Solutions is currently the sole provider of the Flying Fox + Calypso Kit; it is not available through any other distributors. The PP-SC TSCM reviewed historical contracts, internet sites and talked to TSCM personnel at other government organizations. The internet sites reviewed are as follows:

www.amazon.com, www.bvsystems.com, www.ntia.doc.gov, and www.airpatrolcorp.com. EPIQ Solutions has the authority to install the Naval Research Laboratory’s restricted distribution Flying Fox program.
