Questions and Answers

1. QUESTION: The posting says, “only SF 330 June 2004 edition or later will be accepted.” It has been our experience that other Federal agencies prefer the January 2004 edition (attached) even though their actual solicitation posting calls for the June 2004 edition. Is this attached version acceptable?

ANSWER: No. Only SF 330 June 2004 edition or later will be accepted.

2. QUESTION: Also, this solicitation is being procured under NAICS code 541330- Engineering Services. With the emphasis on Title I, Title II AE Services, would you prefer that the team be Architect-Led vs. Engineering-Led?

ANSWER: No preference.

3. QUESTION: Is this project considered a new requirement?

ANSWER: This is a follow-on requirement for an expiring suite of IDIQ A-E contracts.

4. QUESTION: 2. If this project is not considered a new requirement;

b. What is the contract number?

ANSWER: See response to 4a. above.

5. QUESTION: Regarding the subject solicitation, has there been a previous such AE IDQ contract or is this a new IDQ contract?

ANSWER: See response to Question 3.

6. QUESTION: If there has been a previous contract can you relay the name of the previous AE contract holder?

ANSWER: See response to Question 4a.

7. QUESTION: Is there a need for mechanical, electrical and plumbing engineering for this IDIQ?

ANSWER: Yes

8. QUESTION: I have a quick question regarding the solicitation for the Defense Commissary Agency. What consultants are yall looking for in this submittal? We were going to include Food Service, MEP, Structural, Civil and Geotechnical, but were unsure how you wanted us to submit. Any clarification would be great.

ANSWER: All design disciplines necessary to design a complete and functional commissary/grocery store/supermarket.

9. QUESTION: Do we need to include full SF 330s for the subs or just SF 330 Part II?

ANSWER: Full SF 330s are required for sub-consultants.

10. QUESTION: There are 7 qualifications factors listed in the solicitation but the last paragraph refers to “six.” Which is correct?

ANSWER: There are seven (7) qualification factors. See amended synopsis.

11. QUESTION: A-E Firms will provide a single page narrative discussion for each of the six factors stated above.” Is that single page per factor or single page for all?

ANSWER: One page per factor.

12. QUESTION: For this solicitation, is an architect led team preferred, or can an MEP firm submit qualifications as a Prime?

ANSWER: No preference.

13. QUESTION: I viewed the combined synopsis/solicitation notice for Architect and Engineering Services on Fed Biz Opps, solicitation number HDEC03-11-R-0002. I was wondering if it is a new requirement or if there are incumbent contractors currently performing this work.

ANSWER: See response to Question 4a. above.

14. QUESTION: Total number of pages. Synopsis states: "Proposals shall be in 3-ring binders, appropriately tabbed and shall not exceed 60 pages."

Does the 60-page limit include a cover letter, title page, executive summary, Part I, and Part II?

ANSWER: Yes

15. QUESTION. Page limits per Factor. Synopsis states: "A-E Firms will provide a single page narrative discussion for each of the six factors stated above."

Please clarify the request for a single page narrative discussion for each factor.

- Do you want an executive summary-type synopsis that discusses all of the factors on a single page;

ANSWER: One page per factor.

- Do you want each factor to only be 1 page; or ANSWER: One page per factor.

- Do you want a summary page in front of each factor, whereupon we further discuss that factor in detail?

ANSWER: Only one page per factor.

16. QUESTION: Subcontracting Plan. Synopsis states: "Large business concerns, if selected, will be required to submit subcontracting plans in accordance with FAR 52.219 and DFARS 252.219-7003."

Please confirm that we do not need to provide the Subcontracting Plan at this time.

ANSWER: A Subcontracting Plan is not required at this time.

17. QUESTION: Subcontracting Plan. Synopsis does not specifically outline small business contracting goals.

Please provide information concerning DeCA's small business contracting goals.

ANSWER: DeCA’s small business goals will be provided at the contract stage.

18. QUESTION: Are there any sustainability goals for this contract?

ANSWER: All design will comply with latest Government regulations and Executive Orders.

19. QUESTION: Do we need to list a fire protection engineer on our team?

ANSWER: Same as Question 8.
