Q 1. Reference: Page 24, (2), Price Factor, (a), last sentence mentions “surge pricing as requested below,” yet there is no surge pricing information presented below in the RFQ. Question: Is surge pricing required? If so, please describe the requirement.

A 1. No, surge pricing is not required.

Q2. Reference: Page 35 (c), Period for acceptance of offers states offerors are to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation yet page 25, paragraph 8., states all quotations received in response to this RFQ shall remain valid for 90 calendar days from the date of receipt of quotations.

Question: Please validate the validity period of quotations. 30 calendar days or 90 calendar days?

A2. As per page 25 para 8 “All quotations received in response to this RFQ shall remain valid for 90 calendar days from the date of receipt of quotations.”

Q3. Reference: Page 35 (e), Multiple offers, states offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of the solicitation. Each offer submitted will be evaluated separately yet page 25, paragraph 7., states no terms, conditions or assumptions will be entertained. If terms, conditions, or assumptions are included in a quotation, the quotation may be excluded on the grounds that it failed to comply with the RFQ’s instructions. Question: Please clarify the submittal requirements.

A3. FAR 52.212-1(e) allows offerors the opportunity to quote multiple solutions to complete tasks outlined in a requirement. Multiple quotes are not required, but the Government would not reject a quotation for a unique solution merely because an offeror submitted previous or further quotations with alternative approaches.

Q4. Question – Do we follow the directions of Subfactor 3 and only provide the 5 resumes in 6.2.1 through 6.2.5 – 5 resumes?

or

Do we also provide resumes for the additional MP6 positions in 6.1.1 through 6.1.4 – 4 resumes, making a total of 9 resumes?

or

Do we provide 8 resumes for the categories listed in 1.2.1 listing the following 8 positions which require security clearances, and if so, is that position in 6.1 or 6.2 still a position we must price?

A5. Please see A7 for duty locations of each labor category.

Q6. Is the incumbent eligible to bid?
