Q&A INSTRUCTIONS: The purpose of these specific instructions is to expedite the process of answering questions. Please do not change the format of this document.
Complete the spreadsheet tab below named "Q&A" with all questions, comments, and recommendations about the RFP. Examples provided in the spreadsheet. **Please delete the examples before submitting your questions.

COLUMN A: Complete the "Page" column. This is the page number from the RFP located in the upper right hand corner of the page. Do not include the total page number. Enter only the page number where the topic begins.

COLUMN B: Complete the "Section/Paragraph" column with the applicable section and paragraph number (if applicable) of the RFP. For example: B2, C, or L5.1.2. For a section and paragraph number reference do not place a dot between the letter and the first number. Additional subparagraph references should be separated with a dot regardless of the format in the RFP, for example, L5.1.2.a. Do not including any other extraneous identifiers or other information other then instructed here. If the reference is to a CLIN, Clause, Appendix, or Attachment etc. the entry goes in the next column. At a minimum you will always insert at least the Section letter A through J in this column.

COLUMN C: Complete the "CLIN/Clause/Other" column. Insert the CLIN, Clause, Provision, Appendix, or Attachment number. For example: CLIN 0001, 52.217-8, Appendix A, or Attachment L3. Insert the section letter only in the Column B. This column will be completed only when there is not a more precise RFP reference number. NOTES: CLINs are in Section B. Most sections contain clauses so ensure you reference the correct section.

COLUMN D: Complete the Questions/Comments/Recommendations column. Start the question by referencing the topic. This may help the sort process. For example: Minimum Qualifications Checklist or Performance Area 10. Then insert the question or comment.

Issues must be submitted to the following e-mail address: disa.scott.ditco.mbx.encore3@mail.mil

3IAttachment L2 - Also, estimate the percentage of the total proposed effort to be performed by this entity and whether this entity will be performing as the prime, subcontractor, or a corporate division related to the prime (define relationship). Question: Since all full and open past performance references must come from the prime, should this part of this question be deleted?Describe the nature or portion of the work on the past performance reference performed by the business entity being reported here, as opposed to the portion of the effort that was performed by a subcontractor.
3IAttachment L2 - Past Performance - Also, estimate the percentage of the total proposed effort to be performed by this entity and whether this entity will be performing as the prime, subcontractor, or a corporate division related to the prime (define relationship). Question: Suppose the past performance reference being cited was performed by Division X, and Division X primarily performs Performance Areas 3 and 4 type services. How would the offeror estimate the percentage of the total ENCORE III effort that would be conducted by Division X? Are we to assume that all performance areas are equal, meaning that Division X would do 2/19ths of the total ENCORE III effort since there are 19 performance areas?Describe the nature or portion of the work on the past performance reference performed by the business entity being reported here, as opposed to the portion of the effort that was performed by a subcontractor.
31Attachment L2 - Past Performance - Also, estimate the percentage of the total proposed effort to be performed by this entity and whether this entity will be performing as the prime, subcontractor, or a corporate division related to the prime (define relationship). 3L2Attachment L2 - Regarding the Contracting Officer and Program Manager customer information requested on the PPIS. If the Offeror was a subcontractor on a DoD contract and is not allowed to directly contact the Government regarding the project are we able to provide the prime contractor POC as the Program Manager and leave the Contracting Officer section blank? The PPIS must reference the PM, KO or at least one government representative.
11B2b"Incur costs markedly different" If scope if changed to accommodate extra costs that are markedly different, at government direction, would this potentially cause a scope adjustment and what would be the general negotiation process?Specific scope is established in the individual task orders and would not need to be changed.
11B2d"Labor Rates are Fixed for Life except for EPA" Might there not be other exclusions for the “Rates Fixed for Life” exclusion such as demand for technical specialty labor skills and nominal escalation in the market? No, the EPA accounts for these conditions
12a"……. integrated and interoperable Department of Defense Information Network (DoDIN) as well as other Federal agencies having similar Information Technology (IT) migration and integration needs…..." The Government is requested to provide a list of such Federal Agencies please. Not relevant to the source selection criteria
12B2 Labor Rate TableDoes the Government intend to use the rates from the Pricing Template to create Not To Exceed Labor Rates for the Awarded Attachment B? If not, what will be included in Attachment B?Yes, the Pricing Template will become attachment B1 and will be used for pricing future fixed price task orders.
12B1.bPeriod of Performance - We understand the Period of Performance is 10 years: five (5) year base period of performance and five (5) one-year option periods. For pricing purposes, what is the estimated start date of the base period? We are projecting an award date in 4th quarter (calendar year) 2016; however, offerors are required to validate their proposal for 365 days from proposal due date. (reference L2.3.d)
12Section B1(b)CLIN x001, CLIN x002 - This section states, "This is an Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract against which it is planned to award Fixed Price (FP) and Cost-Reimbursement (CR) type task orders in accordance with FAR Subpart 16.5 - Indefinite-Delivery Contracts." Our understanding of this requirement is that Task Orders will be ussued in accordance with the provisions of FAR 16.2, Fixed-Price Contracts, or FAR 16.3, Cost Reimbursement Contracts. Please confirm this understanding. If the understanding is not correct, please clarify.Incorrect, FAR parts 16.2 and 16.3 are not applicable.
12bWe understand that the funding of $17.5B over 10 years. What is the current funding allocatted for the five year base period and how many task orders are being planned for release? 14C1.2With regards to data standarization and normalization tasks, several defense service organizations including the Army have directory synchronization systems of record (EDS, EDS-lite, EDS-P) that are used for normalization and sychronization across a number of geographically diverse Active Directory forests. How will the JIE manage the overall data standards and will it make these systems obsolete? Not relevant to the source selection criteria
15C2Contract Scope - In the list of Performance Areas in Section C.2, we are assuming that the duplication of "Authorization" in Performance Area 13 is a typo, e.g., Cyber Security Assessment, Authorization, and AuthorizationCorrect, that is an error. The performance area will be revised to read, "Cyber Security Assessment, Authorization, and Implementation"
15C2Contract Scope - Performance Areas - Performance Area 13 is mis-titled; should it read as Section C4.13: "Cyber Security Assessment, Authorization, and Implementation"?Correct, that is an error. The performance area will be revised to read, "Cyber Security Assessment, Authorization, and Implementation"
15C2Contract Scope - Performance Areas - Performance Area 13 is Typo Error; should it read as Section C4.13: "Cyber Security Assessment, Authorization, and Implementation"? Or is it Cyber Security Assessment, Authorization, and AuthorizationCorrect, that is an error. The performance area will be revised to read, "Cyber Security Assessment, Authorization, and Implementation"
15C2Contract Scope - With the removal of the former Performance Area 18, "Incidental Hardware and Software Solutions", will the inclusion of hardware and/or software procurement/purchases be prohibited under the ENCORE III contract task orders? Not prohibited. See section G3.d.5.iv and L1.0 among other locations in the RFP
16C3.1Contractor Personnel - Will the government consider a Program Management certificate from an accredited university, such as George Washington University, and a Chief Information Officer Certification from National Defense University (NDU) and Defense Acquisition Workforce Improvement Act (DAWIA) certification for Program Management in lieu of a PMP or PgMP for the Program Manager? No
16C3.13rd Paragraph - "….The education and experience required for the program manager is a BA/BS in a technical or managerial discipline and PgMP or PMP certification with at least 15 years of experience……" Will a level 3 certification from the military be considered equivalent to a PMP or PgMP? Yes/ NoNo
16C3.15th Paragraph - "All contractor personnel who work under this Contract shall be employees of the contractor or its subcontractors at all times and are not employees of the U.S. Government…." Will all personnel assigned to this contract be US Citizens?Yes, see section C9.2
16C3.1Contractor Personnel - "As required, the program manager and staff responsible for key components shall participate in planning and status meetings conducted at either contractor or Government facilities, at no direct charge to the contract". Question: What LCAT positions does the government consider as staff responsible for key components" who would not direct charge the contract for planning and status meetings?Reference RFP section G3.d.5.iii
16C3.1DARS 52.237-9000 - C3.1 requires the Program Manager to have a PgMP or PMP certification. There is not requirement within the proposal, Section L, to provide description of how our candidate meets this requirement.
Offeror suggests that the "Minimum Qualifications" be amended to include the name and credential of the program manager and provide a copy of their certification as evidence the Offeror meets this requirement. The Minimum Qualifications Checklist will be amended to include the Program Manager.
16C.3.1Contractor Interface - The RFP states "The program manager serves as the contractor’s single contract manager and shall be the contractor’s authorized interface with the Government Contracting Officer (KO), Government management personnel, and customer agency representatives". In most circumstances only the Company's Contracts Manager has the authority to interface, the Program Manager doesn't have contractual authority. Can the government add to this section to include the Company's Contracts Manager and the Program Manager? For the purposes of this function this RFP will designate this person as the Program Manager. Individual companies can dual hat this individual or add this function to a contracts manager's list of duties
16C.3.1Contractor Personnel - Section States that the contractor shall designate a dedicated Program Manager. Is the PM candidate designate at time of proposal submission or after award? If at time of submission in which volume should the Name and resume of the candidate be submitted?Resumes will not be required, attachment L5 will be amended to include PM certifications. The PM must also be named in 52.237-9000.
16C3.1Contractor Personnel - The content of the second paragraph is as follows: "The program manager is defined per DARS 52.237-9000 as "Key Personnel" under ENCORE III. The program manager is required to be a skilled, experienced professional and is responsible for successful contractor accomplishment of the work to be performed under the ENCORE III contract. Additional key personnel may be identified at the task order level." The phrase "Additional key personnel may be identified at the task order level" seems to imply that the Government expects vendors to propose a Program Manager with submission of the IDIQ level proposal for ENCORE III. Can the Government clarify if it is requiring vendors to propose a Program Manager as the lone key person in the IDIQ proposal? If so, can the Government elaborate on how vendors should address requirement (e.g., locations of CV information and/or resume)? The Program Manager is the only Key Personnel for the basic contract and is required to be designated at time of proposal. And see line 36 above.
16C3.1Contractor Personnel - Will the Government ease the requirement for the Program Manager to have BA/BS in a technical or managerial discipline to a BA/BS?No
16C3.1PWS - Contractor Personnel Section - The third paragraph states: "the program manager serves as the contractor's single contract manager and shall be the contractor's authorized interface with the Government Contracting Officer (KO), Government management personnel, and customer agency representatives." Please clarify whether "contract administration" may be coordinated through contractor's designated Contracts Administration Representative. For the purposes of this function this RFP will designate this person as the Program Manager. Individual companies can dual hat this individual or add this function to a contracts manager's list of duties
16C3.1Is the Government equivalent to a PMP certification (DAWIA Level III Certified in Program Management) acceptable in lieu of a PMP for the key Program Manager? No
16C.3.1Key Personnel - Paragraph C3.1 specifies that the ENCORE III Program Manager is designated as Key Personnel. Are offerors required to submit a resume/qualification summary for the ENCORE III Program Manager with the proposal submission?PM certification is being added in attachment L5. The PM must also be named in DARS 52.237-9000 of the RFP
16C.3.1Key Personnel - The RFP states "The education and experience required for the program manager is a BA/BS in a technical or managerial discipline and PgMP or PMP certification with at least 15 years of experience". Where in the Proposal would the government like this information to reside?PM certification is being added in attachment L5. The PM must also be named in DARS 52.237-9000 of the RFP
16C3.1Program Manager - Are offeror's required to identify the Program Manager that is designated as Key Personnel in their proposal? Is a resume and/or qualification summary also required in the proposal? If so, where in the proposal should this information be presented?Yes, the PM must be identified at time of award. PM certification is being added in attachment L5. The PM must also be named in DARS 52.237-9000 of the RFP
16C3.1Program Manager and "special accesses" - The RFP states "The program manager shall be a United States (U.S.) citizen, and shall possess (at the time of contract award) final U.S. SECRET clearances and special accesses, IAW the DD Form 254, to perform all services required by the PWS and orders." Will the Government please list all the special accesses the PM is required to have?Special accesses are called out in the DD254
16C3.1Program Manager and "special accesses" - The RFP states "The program manager shall be a United States (U.S.) citizen, and shall possess (at the time of contract award) final U.S. SECRET clearances and special accesses, IAW the DD Form 254, to perform all services required by the PWS and orders." Since the PM must possess special accesses at the time of contract award, is it DISA's intent to approve the required accesses prior to contract award? The Government requires the contactor personnel be cleared at the time of award, otherwise it could significantly delay awards.
16C3.1Program Manager and "special accesses" - The RFP states "The program manager shall be a United States (U.S.) citizen, and shall possess (at the time of contract award) final U.S. SECRET clearances and special accesses, IAW the DD Form 254, to perform all services required by the PWS and orders." How far in advance of the anticipated award date will Offerors need to submit the required paperwork requesting these special accesses? The PM must be identified and certified at time of proposal. See above item 43
16C3.1Program Manager. The Program Manager is identified as Key Personnel. Where in the proposal (e.g., which Volume) do offerors identify the Program Manager? Is a resume for the Program Manager required? If so, where do we provide the resume (e.g., which Volume) and does it count against page count?See DARS 52.237-9000

No, Attachment L5 will be amended to incorporate certification of the PM 16 C3.1 Contractor Personnel The education and experience required for the program manager is a BA/BS in a technical or managerial discipline and PgMP or PMP certification with at least 15 years of experience.

Would the Government consider waiving the requirement for PgMP or PMP certification, since it would be more beneficial to the Government to have an experienced PM who has an understanding of how to manage an IDIQ contract including management of multiple, concurrent task orders; interfacing with the Government PMO, and external and internal customers; and handling the myriad activities associated with managing a successful contract? No
16C3.1The fourth paragraph in this section states "Contractor personnel,...have a thorough knowledge of their respective area(s) in order to design, install, administer, operate, maintain, and manage a large telecommunications network of this type on an end-to-end basis." Given the broad scope of ENCORE III across the 19 performance areas, it appears specifying knowledge related to "a large telecommunications network" is too restrictive. The requirement is for "contractor personnel" collectively to have this required knowledge and we don't believe it's too restrictive.
16C3.1Program Manager - The Government defines the Program Manager as dedicated responsible for cost, schedule, and technical peformance for all awarded task orders. Education and experience includes BA/BS and PgMP or PMP.
Question: Will the Government confirm that the PMP certification specified in Attachment L5 is for the Program Manager?Attachment L5 will be amended to reflect certifications for both the program manager (Section C3.1) and project manager (Attachment L5). They both will be required to be PMP certified.
16C.3.1Key Personnel - The PWS states that the Offeror is required to provide a dedicated Program Manager (PM) for ENCORE III. However, the Section L and M criteria do not describe how the Offeror should propose this key person and how the proposed PM will be evaluated. Is a resume for this PM required to be included in the proposal? If so, please also modify Sections L & M accordingly.See DARS 52.237-9000 for naming the Program Manager at time of proposal submission.

No, Attachment L5 will be amended to incorporate certification of the PM

16C3.1Program Management Requirements - Will the Government please add the Program Manager labor category and description to Attachment G2 (as this will be incorporated into the contract)? No. Attachment G2 is for labor categories to be used in future task orders
16C3.1Will the government provide a higher evaluation value to offerors with key personnel that have prior experience providing Engineering, Implementation, Operations and Maintenance on the large geographic information systems that are migrating into the JIE?No
17C4Information Sharing - "As applicable in each ENCORE III task order, the Government may use and disclose reported information…." If there is any prioprietary information reported by the Offeror, will the Government prior to Sharing such information give the Offeror to redact such proprietary information. Such situations may occur when the proprietary information may be regarding some innovation or technology that the Offeror may have used which may not be avialable to the open market. No, provided that such use or disclosure is otherwise authorized in accordance with applicable statutes, regulations, and policies
17Clause 52.246-2 c - "Right to Test Supplies" How much notice will the government provide so that the contractor will be aware of test stipulations so as to provide reasonable time to make subcontractors aware of the test? This would be determined by the schedules in individual task orders
17C3.2.1Status Reports - Contract Level Quarterly Progress Report (DITCO Orders) - What are the due dates for the Contract Level Quarterly Progress Reports (DITCO Orders)?See PWS section C3.2
17C3.2.2Status Reports - Contract Level Quarterly Progress Report for Orders - What are the due dates for the Contract Level Quarterly Progress Reports for Orders placed by any non-DITCO office (Decentralized Orders)?Same as for DITCO Orders
18C3.5"...assure compliance with both DISA and DoD Supply Chain Risk Management (SCRM) requirements throughout the task order performance…" Please provide copies of these requirements?See section C11.k
18C3.6 Post Award Task Order Meetings/Conferences:Any meeting/travel required by the government to discuss TO requirements is an allowable cost that is allocable to the specific Task Order. Please confirm that while these costs are not direct charges at the contract level they may be direct charges at the Task Order level based on the terms and conditions of that Task Order. No direct charges for meeting or travel at the contract level is allowable. Direct charges (ODCs) at the task order level will be included in the individual task order proposal.
18C4How will the JIE transistion Enterprise services such as Domain Name Services (DNS) that are foundational to many higher level services? For instance the Army NETCOM 9th SC maintains a protected split-DNS infrastructure for both public facing DNS queries as well as recursion for internal queries from relying parties. Will the JIE replace these services or operate in parallel as a seperate service relied on by JIE migrated systems alone? If the latter, how will these JIE systems operate with Intranet based C2 applications and programs of record that are not exposed outside of these legacy protected DNS infrastructures? Not relevant to this solicitation.
18C3.6Post Award Task Order Meetings/ Conferences - Participants at these meetings/conferences shall be members of the contractor's technical staff and technical representatives of the Government. Records of these meetings/conferences shall be made by the contractor and submitted to the Government within 5 business days after conclusion of the meetings/conferences. All costs associated with the attendance at these meetings/conferences shall be at no direct charge to the contract". Question: Can you be more specific about who would be considered technical staff for this area and what the scope of conferences/meetings we could expect? Does the no direct charge to the contract also include the deliverable we are expected to produce? These meetings are outside the scope of any individual task order and are performed by the contractor’s program management staff as defined by section G3.d.5.iii
19C4.1.1Policy - Could the Government explain what a coalition policy means?A coalition is a team working toward a similar goal.
19C4.1.3, C4.1.4.1Missing Paragraph - PWS paragraph C4.1.4.1 immediately follows C4.1.3 in the PWS. It appears that paragraph C4.1.4 is missing. Please provide clarification regarding PWS paragraph C4.1.4.C4.1.4 was mistakenly deleted from the current PWS. It will be added back.
19C4.1, 4.2, 4.6Will the award of a task order in any specific performance or combination of performance areas disqualify, or otherwise limit, the awardee from competing for other performance area task orders at the same agency/organization due to OCCI?Cannot be determined prior to the issuance of a task order. Each task order carries its own OCCI consideration
20C4.1.4.4Regulatory Compliance - "Administer productivity and management methods such as quality assurance, configuration management, work breakdown structuring, and human engineering." We recommend this sentence be deleted from this section in its entirety. This is not a Regulatory compliance. The Government has amended the RFP and moved this sentence from C4.1.4.4 Regulatory Compliance to C4.1.4.1 Management Planning.
20C4.1.4.4Regulatory Compliance - "Examples are the Privacy Act of 1974, the Computer
Security Act of 1987, and the Joint Financial Management Improvement Program (JFMIP)." Could the Government please provide copies of these examples or provide links to these examples for the Offeror reference.Examples can be found on the internet.
20C4.2Performance Area 2 - "Federal standards, operational policies and doctrines, technical guidelines, and best practices." Please provide the specific standards, operational policies and doctrines and technical guidelines for Offeror reference.Specific standards will be given at the Task Order Level
20C.4.1.4.1C.4.1.4 Program and Project Management Support appeared in the draft Performance Work Statement, but does not appear in the final, though its subtasks still do. Are we correct in assuming that the subtasks are still to be performed under this task?C4.1.4 was mistakenly deleted from the current PWS. It will be added back.

23C4.5Will the government please clarify the following? The Performance Area title is for Requirements Analysis. However, the task described is much broader than developing and analyzing requirements and includes all aspects of the lifecycle from design to implementation. Is the intent of the Performance area to "develop data collection tools; create and execute risk management plans; conduct surveys; facilitate meetings with stakeholders; analyze data; and elicit, consolidate, refine, and validate requirements? The contractor shall ensure that the stakeholder requirements are traceable, complete, consistent, prioritized, unambiguous, validated, and testable" (as listed in the later part of the para) or the much broader "...assist the government in design, development, installation, verification, and validation testing of optimal application and database solutions for enterprise use to address government requirements and configure, test, and tune applications and databases to determine the best cross-functional solutions integral to the integration process" (as listed in the earlier part of the para). This Performance Area covers the full lifecycle of the requirements analysis process.

Please clarify. The Government concurs. The PWS will be amended. The paragraph was moved to C4.12.7.
24C.4.5To be consistent with the numbering convention and because it is a specific subset of Requirements Analysis, it appears the paragraph starting with "Support for Computer Network Defense Applications:" should be numbered C.4.5.1. It would also appear, since this is specific to computer network defense applications, that this performance sub-area would need to be specifically addressed under the Factor 1: Technical/Management Approach Subfactor 1: Performance Area 5.The Government concurs. The PWS will be amended. The paragraph was moved to C4.12.7.
24C4.5Second para - Will the government please clarify the following? The para entitled, "Support for Computer Network defense Application" was its own subsection in the draft RFP (Section 4.5.1). 27C4.8Custom Application Development - This PWS section focuses on custom application development, yet the PWS paragraph states "Standard/common/migration application development will generally occur through modification of one or several legacy applications and/or will be built primarily by use of COTS products/solutions." As written, this section seems to over emphasize COTS vs. custom application development, which is also what is expected in M3.1 Definitions and Subfactor 2. Please clarify the desired scope of this PWS task area.Custom Application development may include COTS and existing legacy applications, as long as there is significant development work and customization.
