3. Background. This Performance Work Statement (PWS) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) turn-key System upgrade required at Kunsan AB, Korea. Kunsan currently has seven (7) existing Whelen omni-directional siren speakers and one (1) directional speakers. The current GV system communicates over the Very High Frequency (VHF) infrastructure. The current
GV components also were degraded, at end of life and service (EOL/EOS), and the system cannot intelligibly and adequately deliver important messages to notify the entire base personnel. This PWS upgrades the current GV sys-tem and replaces the existing VHF communication infrastructure to use the existing Joint Japan Korea Land Mobile
Radio (J2KLMR) secured Astro 25 network communication system, and provide real time sufficient intelligible voice coverage for the entire base populace.
4. Objectives:
4.1.1 The Contractor shall install the new Giant Voice System, central communication units, and leverage the exist-ing J2KLMR Astro 25 trunking radio system to transport data and voice to eleven (11) outdoor sirens and twenty
(20) indoor Hardened Aircraft Shelter (HAS) devices. The existing and new siren speakers shall be tested, con-trolled, adjusted to prevent extensive distortion and the bleed-over noise into the surrounding communities.
4.1.2 The Contractor shall upgrade the existing Front End Processor ACE3600 unit to handle all the communication between the central control station and the sirens. The Front End Processor unit or equivalent shall consist of the
Motorola APX6500 AES conventional radio and Motorola APX Integrated Voice and data (IV&D) radio or equiva-lent for dual communications for alerting.
4.1.3 The Contractor shall provide the dual reliable, resilience, and secure communication links over an additional digital conventional link.
4.1.4 The Contractor shall reuse eight (8) existing Whelen Siren Control Units (SCUs), all existing amplifiers, and upgrade eight (8) digital recording message voice boards.
4.1.5 The Contractor shall upgrade ten existing (10) SCUs and ten (10) existing (10) ACE3600 Field Interface Unit
(FIU), replace the obsolete Motorola XTL2500 radio with vendor provided new Motorola APX6500 AES conven-tional radio and new APX6500 IV&D radio or equivalent for a dual communication links.
4.1.6 The Contractor shall reuse the existing 8 speakers; 7 omni-directional Whelen speakers and 1 directional speaker.
4.1.7 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, exercises, local accidents affecting base operations and/or general announcements.
4.1.8 The new GV system shall provide audible signals, pre-recorded and live voice messages, and electronic com-munication. Kunsan shall have a new GV system with the capability to disseminate rapidly and effectively the emer-gency information to warn all personnel immediately, and no longer than 10 minutes, before, during and after inci-dent notification and verification.
4.1.9 The Contractor shall provide pre- and post- proposal walk through information to analyze the project require-ments, sound propagation analysis, perform engineering design tasks, and develop the data deliverables. The sound propagation mapping software shall be used to determine the sound travel, environmental attributes of the land, buildings and the effect on sound travel. This software shall be used to determine the best hardware to utilize and the preferred optimal speakers and locations for pole. A pre-proposal walk-through/site visit at Kunsan is optional.
5. Scope. This requirement upgrades the current GV system and replaces the existing VHF communication infra-structure to use the existing Joint Japan Korea Land Mobile Radio (J2KLMR) secured Astro 25 network communi-cation system, and provide real time sufficient intelligible voice coverage for the entire area of Kunsan AB, Repub-lic of Korea.

The Contractor shall replace the current
GV components, plus all required support for fiber network communication infrastructure, central control equipment and software. All equipment, materials and software shall be new and not refurbished. The Contractor shall meet with the base safety officer immediately upon arrival on site for review of the specific safety requirements prior to installation. Wing safety can be reached at +82-063-470-4557.
6.1 Accident/Incident Reporting and Investigation. The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the Wing Safety Office at +82 063-470-

b) TONE TYPE – An audio tape is available to familiarize yourself with the siren tones. The standard tones of-fered are: 1-Air Horn, 2-Alt. Steady, 3-Chime, 4-Hi Lo, 5-Pulsed Steady, 6-Steady, 7-Wail, 8-Wail Whoop, 9-
Wavering, 10-Whoop. You may pick any of these tones to be assigned to your various activation types. Typi-cally different tones are used to differentiate the type of emergency. The Westminster Chime tone is recom-mended only for tests.
c) TONE DURATION – If using tones, enter the duration of the tone in this column. Typical tone duration is fifteen to thirty seconds. The maximum duration is three minutes.
d) PRE-RECORDED MESSAGE – Pre-recorded messages can precede or follow the activation tones. Typically a tone is used first to get people’s attention, and listen for a voice message. Remember to keep messages short and to the point for clarity. Indicate if the message comes before, or after the tone.
e) NUMBER OF TIMES REPEATED – The sequence of tone and voice message can be repeated up to three times. If just a tone is used, there can also be repeats made. For example, there can be a 30-sec. Steady tone followed by a 5 sec. Pause, which repeats 4 times. The total duration of this activation would be 2 minutes and
15 sec.
