Statement of Work
Replace Fac 921, 925, 933 Bay Lights With LEDs Statement of Work
SCOPE OF WORK: The Contractor shall provide all management, tools, supplies, equipment, transportation and qualified personnel necessary to upgrade all current fixtures to upgraded LED fixtures and dispose the existing open bay lighting fixtures in Fac. 921, Fac. 925, and Fac.
933 as outlined below. Contractor shall store their materials in designated areas as specified by the Project Inspector or Representative. Period of performance shall be 70 calendar days for work completion, including procurement and clean up.
1. WORK LOCATION: Work place performance will be in Fac. 921, Fac. 925, and Fac. 933, Area F, Aviano Air Base, Italy
2. GENERAL NOTES:
a. All manpower, equipment and materials necessary for completion of project must be supplied by contractor.
b. Housekeeping and Site Clean-up: At the end of each working day, the Contractor shall be responsible for cleaning of the area. Such functions include disposal of accumulated waste materials and rubbish and other operations necessary to present a neat appearance at all times. Contractors shall ensure all light weight debris at the construction site is properly secured in waste receptacles so that it does not interfere with hangar operations.
3. WORK DESCRIPTION:
Each item of the schedule is inclusive of furnishing and installation of materials and equipment, scaffolding, transportation to dump or storage of demolished and/or removed materials, in accordance with contracting officer's instructions and all finishing work required to make each item complete in a workmanlike manner.

All the quantities that are indicated or successively added are estimates. Therefore the government shall be not held responsible for the accuracy of the estimated quantities. The contract requires a completed project on a lump sum basis. It is therefore the responsibility of the contractor to calculate, foresee and perform all quantities and work necessary even if not mentioned in the specifications but included in the drawings and/or are manifested, in order to deliver a complete project based on its overall scope.
a. Work Site Conditions
i. There are 272 combined lighting fixtures in the high bay areas for B921, B925, and B933 which shall be replaced. The approximate lighting schematics for each of the hangars are shown below. Figure 2 illustrates the location of the lighting fixtures for B921, Figure 3 illustrates the location of the lighting fixtures for B925, and Figure 4 illustrates the location of the lighting fixtures for B933. All lighting fixtures to be replaced are located approximately 9.6 meters above ground level of each hangar.

b. Work Performance
i. All high bay metal halide lighting fixtures are to be removed and properly disposed of according to Italian regulations from Facilities 921, 925, and 933.
ii. Approximately 30 of the 272 metal halide lighting fixtures have LED light bulbs within them. These LED lightbulbs are to be returned in working order to the contracting representative.
iii. All removed lighting fixtures are to be replaced with LED lighting fixtures meeting the following requirements from UFC 3-530-01, 1 APR 2015, Change 4- 1

1. Horizontal illuminance (average ± 10%): 50 fc (500 lux) at 2’-6” (766 mm)

2. Vertical illuminance (average ± 10%): 15 fc (150 lux) at 3’-6” (1067 mm)

3. Horizontal illuminance uniformity: 3:1 average to minimum
iv. The preferred Color Rendering Index (CRI) for the lighting is greater than 80 and the preferred color temperature is 4000k.
v. Once work is completed, a lumens test will be conducted in each of the three facilities to ensure compliance with the above requirement in section 3.b.iii. The resulting report will be delivered to the contracting representative prior to project closeout.
4. Warranty
a. In addition to any other warranties in this contract, the Contractor warrants, except as provided in paragraph (i) of this clause, that work performed under this contract conforms to the contract requirements and is free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier.
b. This warranty shall continue for a period of 2 years from the date of final acceptance of the work. If the Government takes possession of any part of the work before final acceptance, this warranty shall continue for a period of 2 years from the date the Government takes possession.
c. The Contractor shall remedy at the Contractor’s expense any failure to conform, or any defect. In addition, the Contractor shall remedy at the Contractor’s expense any damage to Government-owned or controlled real or personal property, when that damage is the result of-
i. The Contractor’s failure to conform to contract requirements; or
ii. Any defect of equipment, material, workmanship, or design furnished.
d. The Contractor shall restore any work damaged in fulfilling the terms and conditions of this clause. The Contractor’s warranty with respect to work repaired or replaced will run for 2 year from the date of repair or replacement.
e. The Project Manager shall notify the Contractor, in writing, within a reasonable time after the discovery of any failure, defect, or damage.
f. If the Contractor fails to remedy any failure, defect, or damage within a reasonable time after receipt of notice, the Government shall have the right to replace, repair, or otherwise remedy the failure, defect, or damage at the Contractor’s expense.
g. With respect to all warranties, express or implied, from subcontractors, manufacturers, or suppliers for work performed and materials furnished under this contract, the Contractor shall-
i. Obtain all warranties that would be given in normal commercial practice;
ii. Require all warranties to be executed, in writing, for the benefit of the
Government, if directed by the Project Manager; and
iii. Enforce all warranties for the benefit of the Government, if directed by the
Project Manager.
h. In the event the Contractor’s warranty under paragraph (b) of this clause has expired, the
Government may bring suit at its expense to enforce a subcontractor’s, manufacturer’s, or supplier’s warranty.

i. Unless a defect is caused by the negligence of the Contractor or subcontractor or supplier at any tier, the Contractor shall not be liable for the repair of any defects of material or design furnished by the Government nor for the repair of any damage that results from any defect in Government-furnished material or design.
j. This warranty shall not limit the Government’s rights under the Inspection and Acceptance clause of this contract with respect to latent defects, gross mistakes, or fraud.
