QUESTIONS AND ANSWERS
Questions and Answers
For
H98210-15-R-0009
Q1. The solicitation indicates we should provide past performance information for subcontractors performing "major or critical aspects of the requirements." Can you define what the Government considers "major or critical aspects" for these requirements? (Reference page 56 of the solicitation.)
A1. These are anything that has to do with the storage of material, the website and all its securities, and the processing of the awards. Only prime vendor references shall be submitted, see the updated
Instructions to Offerors, paragraph B.b.ii.
Q2. The Government asks for past performance for contracts completed within the last 3 years. Please confirm ongoing contracts may also be included in "recent" past performance.
A2. Confirmed.
Q3. Can the government provide more information on the extent of re-design efforts for trade show collateral? It's difficult to determine pricing for redesigning trade booth displays and marketing materials without knowledge.
A3. Booth Displays are redesigned as needed (once every few years). The panels with the marketing and logos are updated based on mission and wear and tear.
Q4. How much storage space is allocated to this program by the incumbent?
A4. 11.5K square feet.
Q5. Can the government provide an order history for ESGR and YRRP PIL orders?
A5. No
Q6. Will the government clarify CLIN 0001 and CLIN 0003 pricing?
A6. 0001 covers the storage of material, management of the online store (IT, processing orders, etc.), shipping, processing of Patriot Awards and other awards, and FTE. 0003 covers all administrative issues such as reports, tradeshow booth payment and shipping of tradeshow collateral, any marketing and advertising hours put in for product update, any travel by the contractor for the contract, and miscellaneous items.
Q7. Attachments B and C are referenced but not included. Can these be provided?
A7. Attachment B (Evaltuation Factors) follows Attachment A (Product Items List). The header
“Attachment B” has been added. Attachment C is included in Amendment 1 to this solicitation.
Q8. Will the government provide a link to the current order and fulfillment site?
A8. https://www.esgronlinestore.com/home.php
Q9. What was the government's usage of PIL items in 2013 and 2014 based on estimated forecast?
A9. This information will be provided during the phase-in period.
Q10. How will the selected contractor know the list of authorized PIL purchasers?
A10. This information will be provided during the Phase-In period. See PWS paragraph 4.12.
Q11. What are ESGR and YRRP/EIP new initiatives for 2015? Is the marketing already complete?
A11. Initiatives for next FY are almost complete. The Government does not foresee many changes during the contract period.
Q12. Does the government pay for direct/bulk mailings or is this included in one of the CLINs. Can the government provide an estimate on the number of direct/bulk mailings for base and option years?
A12. Bulk mailing while on the list is rarely used. Annually, one product gets mailed to the states by the contractor and that cost is part of the CLIN.
Q13. How often does the government provide promotion rosters?
A13. The Government will provide information as needed to perform the required services.
Q14. Can the government provide copies of submission reports for October 2014 as described in Section

Q15. Who is responsible for items that are marked "ONLY AVAILABLE THROUGH HEADQUARTERS"
A15. The contractor stores and processes orders under this heading; only the COR can order these products.

Does this imply the selected contractor must purchase the remaining inventory from the incumbent contractor? Or is this only for ESGR/YRRP/EIP supplied materials?
A18. No, items in inventory belong to the Government.
Q19. Regarding Government Furnished Property (Section 9.0), what is the extent of the tradeshow displays requiring storage? Can the Government provide information regarding the potential repair required to the existing displays?

The criteria provide the basis upon which each evaluation will be based, are established before receipt of the proposals, and are intended to ensure that the evaluation will be a structured process employing equitable measures. Proposals will be evaluated and a contract awarded under the Best Value Continuum approach, to the responsible Offeror whose offer is considered the most advantageous to the Government, price and other factors considered.
1.2. The Government intends to evaluate proposals and make award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines discussions to be necessary.
1.3 Offerors are cautioned that “parroting” of the PWS with a statement of intent to perform does not reflect understanding of the requirement or capability to perform.
1.4. Pass/Fail Pass/Fail Factor(s) _X__ will ___ will not be used
1.4.1. The purpose of the pass/fail factor(s) is to determine the offeror’s ability to fully meet critical eligibility/performance requirement(s). BAA Certification must be presented with proposal. Must be BAA certified.
1.4.2. Offers that meet all of the established criteria will receive a “Pass” rating and will receive further consideration for award.
1.4.3. Offers that do not meet part or all of the established criteria will receive a “Fail” rating and will be ineligible for award and will not be further evaluated.
2.0. EVALUATION FACTORS
2.1. Technical.
2.1.1. The purpose of the technical factor is to assess the offeror’s proposed approach, as detailed in its proposal, to satisfy the Government’s requirements. There are many aspects which may affect an offeror’s ability to meet the solicitation requirements to include technical approach, risk, management approach, personnel qualifications, facilities, small business participation and others. The evaluation of risk is related to the technical assessment.
2.1.2. Risk assesses the degree to which the offeror’s proposed technical approach for the requirements of the solicitation may cause disruption of schedule, increased costs, degradation of performance, the need for increased Government oversight, or the likelihood of unsuccessful contract performance. Risk will be assessed as one aspect of the technical factor rating.
2.1.3. Any proposal receiving a rating of “Unacceptable” is deemed to have a risk that is so high that award cannot be made against the proposal and the proposal will not be further evaluated.
2.2. Past Performance.
2.2.1. The Past Performance Evaluation results in an assessment of the offeror’s probability of meeting the solicitation requirements, based on past performance information.
