B CO. Intel Scripting Vendor Questions

1. Who will be providing the equipment to generate the communications signals environment; HF, VHF, UHF, repeaters and radios? Some equipment will be provided like push to talk radios, however DMR radios and repeaters will need to be provided by the contracting company.

1. What is the number of locations in town that will be used for scenario staff and role players sending signal script using comms equipment? Locations will be provided once contract is awarded, all locations with be within the Camp Pendleton area.

1. How many government locations will be monitoring signals network? No more than 5.

1. Do you have an anticipated equipment list based on projected scenarios, training locations, role players? For example, number of cellular phones, number of VHF and UHF repeaters, number of VHF and UHF radios required. Pending response from communications section. Will follow up.

1. Will internet service be provided to contractor at all in-town sites and training locations for the operation of IP based comms repeaters? No

1. How many laptops and thumb drives will be required for role players? 1 per role player

1. Section 2.1 of PWS states that contractor will conduct an electromagnetic survey NLT 20 days prior to exercise start date. This would be February 23 respectively leaving only 4 days to conduct a survey if the government makes award on the day quotes are due. Additionally, this would require knowing number of training areas and additional requirements that may or may not be known until two (2) exercise meetings are conducted. Would the government remove this requirement or conduct the electromagnetic survey themselves? If not, would the government modify the requirement of NLT 20 days to prior to the exercise? The government can modify the requirement once contract is awarded.

1. PWS states that lead scripter must physically participate in two (2) meetings over 30 days prior to exercise. This translates to February 13 – March 14th. Clearly this individual would not be able to attend meetings until award was made and would potentially have to deconflict his schedule based on reduced notification of scheduled meetings. Does the government have a tentative schedule of the two meetings to plan accordingly? The government will modify that only one meeting is required and the first meeting occur on March 3rd.

1. PWS states that the “Road to War” Brief must be delivered to MSOCB NLT 21 days prior to exercise or February 22nd. This deliverable is not possible given tentative time of award, meetings not being conducted, etc. Will the government modify this requirement? Yes

1. Section 2.4, Cost Control/Management of Resources states “the contractor shall ensure the effective and efficient use of Government funds, as well as minimizing waste and misuse of equipment. What government funds are managed by the contractor’s SIGINT and HUMINT SME? What government equipment are contractor SMEs managing? What necessary equipment to contracted support personnel will our SMEs be procuring on behalf of the government? This is a statement to notify the vendor of assistance in minimizing the fraud, waste and abuse of government funds. Only procuring what is necessary to complete the assigned mission. No actual funds are managed by the contracted personnel.

1. Will the government accept the MAGTF CI course for CAT II certification in lieu of the DATC CAT I certification for CI/HUMINT SME? Yes

1. Will the government accept the CI Operations Course (Joint Counterintelligence Training Academy) in lieu of the Defense Advanced Tradecraft Course (DATC) requirement for CI/HUMINT SME? NO

1. Will the government accept active duty personnel who take leave and have approval from their commands to act as SMEs? Yes. Active Duty personnel must be in a leave status and not serve as a representative of their branch of service (i.e. in military uniform).
