Amendment 1
Questions & Answers
1. Is there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement?
A: This is a new requirement, there is no incumbent. Similar services have been performed in the past.
2. If this is a follow-on requirement, could you please provide the previous contract or task order number?
A: This is not a follow-on requirement.
3. There are numerous date conflicts within the PWS and/or dates that cannot be supported Phase 1 as quotes are not due until well into the period of performance. Please confirm that exercise execution is in fact 18-29 July and that Phase 1 will begin as soon as award is made. Also, historically TRXII awards are made very last minute. Respectfully request awards be made NLT 08 July.
A: The PWS has been updated and the updated PWS is in Beta Sam with the correct execution dates. The exercise execution dates are called out in the updated PWS and phase I will begin when the award is made. The Government intends to award this contract as soon as possible.
4. There are also conflicts to the amount and types of personnel required in support. Please confirm the following requested support personnel:
X1 SIGINT SME
X1 GEOINT SME
X1 CI/HUMINT SME
X4 SIGINT Role Players
X2 HUMINT Role Players
One of the SME’s will also act as the Contractor Team Lead (Collateral Duty)
A: The personnel requirements have been corrected in the PWS. Please refer to the updated
PWS.
5. Is use of the commercial repeater network sufficient for the exercise? We have used the local repeater networks to support other MARSOC scenarios in the past but want to ensure this meets the training intent.
A: Commercial repeater network will suffice as long as it maintains managed capability to move between a Tier I and Tier III network to demonstrate varying technologies. Please utilize a HYTERA based network for baseline setup. (5.6.1 Equipment Table)
6. Will there be manned ISR supporting the exercise?
A: Yes.
7. Are there any injects (i.e., reporting, dossiers, CDRs, TIPs, Palantir data) due prior to the start of the exercise? If so, then what date will they be required and what degree of background will be needed to support the existing scenario?
A: There are no requirements to be developed prior to the exercise. The information will be provided by the Government Training Cell. The expectation of role players to adlib last minute changes may be required as the script will shift to meet intent.
8. Will there be a green suiter surveillance team? If so, then will the contractor be responsible for managing the surveillance team?
A: The surveillance team and management of will be done by the government.
9. Will there be green suiters to serve as HUMINT role players or does the contractor need to also supply HUMINT role players in addition to the HUMINT SME?
A: The Contract is for (1) HUMINT SME that will act as a role player and one additional HUMINT role player. (5.5.5)
