Questions and Answers

Q1. SOW Section 3.6.2; Please identify the make, model and part number for the SI antenna referenced.

A1. There are no official make, model and part number. However, the name of the system is the Nebula. The part # and frequency are provided as follow:

Part # / Frequency: G1005400 / 824-960MHZ Part # / Frequency: G1004863 / 1710-1990MHz Part # / Frequency: G1004857 / 1920-2170 MHz

Q2. SOW section 3.1.1. With respect to video over NIPR, will GFE be available to push the video from the aircraft, or is that required to be contractor owned?

A2. No GFE will be provided. The Contractor shall push the video from the aircraft. Reference paragraph 3.6.2.

Q3. SOW section 3.1.3. Indicates that mIRC is a requirement. Does the government require the aircraft to have internet access to utilize mIRC? Can we substitute data from the PRC radio?

A3. Yes. The Contractor shall provide an aircraft with internet access in order to utilize the mIRC.

Q4. Will GFE be provided to enable internet access for mIRC?

A4. No GFE will be provided. The Contractor shall be responsible for the equipment to enable internet access.

Reference paragraph 3.6.2. for list of GFE that will be provided.

Q5. SOW section 3.1.5. The aircraft shall have an externally belly mounted antenna in order to provide a strong signal and optimal ground footprint of the antenna’s signal, and not cause damage to the antenna. Does the government require any specific degree of protection for the externally mounted GFE antennas? Specifically, does it have to be in a pod mounted to the aircraft? If not, is the degree of protection left to the contractors discretion? If so, does the pod have to be RF transparent?

A5. The antenna shall be mounted in a pod for maximum protection from damage, or loss, as well maintaining a low profile for operational security. The pod shall be RF transparent in order to meet the intent outlined in 3.1.5 of the SOW, “The aircraft shall have an externally belly mounted antenna in order to provide a strong signal and optimal ground footprint of the antenna’s signal”.

Q6. SOW section 3.1.5. "cables shall be pre-routed from the antenna mount to the equipment rack” Does the “rack” have to be permanent to the aircraft? How much weight must it be able to sustain and what dimensions must it be able to house? Does the rack for the Nebula system require power? If so, AC, DC or both and what voltage?

A6. Permanent mounting is preferred to ensure strength and stability inside a moving aircraft. If it is not permanently mounted, it shall be at a minimum securely bolted into the aircraft to avoid shifting of the mount during flight. Shifting of the mount could cause damage to cabling, cable ports in the Nebula, or the system to break free of the mount and causing bodily harm to passengers. The rack shall support at a minimum 150lbs, which will include the battery box (72.25lbs), the Nebula (56.5lbs), and the Power Conditioner (13.7lbs). The rack for the Nebula shall be wired to provide both AC and DC power to the Nebula. AC requires 7Amps at 115VAC 60 Hertz. DC requires 24/28V at 1200 Watts.

Q7. The SOW requires the contractor to provide KU band BLOS. Can the government please confirm that the bandwidth is government furnished or the contractor will be reimbursed for the bandwidth time which can be substantial cost.

A7. No GFE will be provided. Reference paragraph 3.6.2. for list of GFE that will be provided.
