RFQ H92257-16-Q-0079 Amendment 0001

Questions and Answers

Q1. Have the necessary requests and notifications for communications traffic ana frequency use been completed with the appropriate local and state regulatory and law enforcement agencies, or will that be a contractor responsibility?

A1. Coordination will be made by Government.

Q2. With regards to MASINT GEOINT, what will be the method for incorporating national level (i.e. satellite imagery support)

A2. Not applicable. Contractor will not inject imagery.

Q3. For the DA/Geolocation, is it anticipated that the SI SMEs will need to conduct ground SI operations to feed back to the EXCON/TOC?

A3. No.

Q4. What modes are anticipated for actual collection and what modes will be simulated DA activity?

A4. Modes 0, 1 and 2 (no DA activity).

Q5. How many SI systems (vehicle--‐borne and man--‐packable) are anticipated to be operating at any one time?

A5. 2.

Q6. Is SI support considered OGA Embassy--‐based?

A6. No, but all SI RFI’s will go through the “Embassy”.

Q7. Will there be a PDSS prior to set up infrastructure for the exercise? What is the expected duration of the

PDSS?

A7. No.

Q8. Will there be time to conduct a cellular survey of the environment prior to the start of the exercise or does one already exist?

A8. No and no.

Q8a. If so are NAIs already identified?

A8a. No.

Q9. What system is anticipated for receiving and integrating the message injects?

A9. SIPR.

Q10. Is Collection equipment (i.e. DRT 1301 C or SG1500) contractor--‐provided?

A10. No.

Q11. Will there be a requirement for an Analyst Notebook link analysis capability?

A11. No.

Q12. Is there an anticipated language requirement for the SI traffic or HVIs communicating?

A12. No.

Q13. What is the required historical volume and duration of simulated message traffic from other units?

A13. It shall be sufficient enough to provide the depth of the scenario per the Statement of Work.

Q14. Reference the 12 hours of signal activity, is that in the form of injects or does that include DA support and active missions?

A14. All inclusive.

Q15. In reference to the requirement for the signals environment to replicate High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and other forms of technology commonly found in 3d MRB’s Regional Area:

Q15a. Is the requirement for collection across all these platforms in addition to cellular and is the equipment to support such a large frequency span provided?

A15a. Yes.

Q15b. Or is it the government’s intent to have RPs communicate in and around the safe house so they can collect

A15b. Not applicable.

Q16. What method will be utilized to incorporate HI reporting to make it consistent with SI injects and reporting?

A16. Source meets, TD and IIR injects.

Q17. What system is intended to ingest HI reporting as it is separate from SI reporting?

A17. HOTR

Q18. Reference SOW paragraph 1. Is the TRX designed to train actual MARSOC Operators in the MOS 0370 and 0372 to collect, develop, analyze, and provide a fused multi-source intelligence product through Advanced Special Operations TTP in other than tactical venues, or is the focus of the training on Marines of other MOS’ who are in intelligence analyst capacities who provide multi-source intelligence products to the Operators?

A18. Training intelligence operators to provide multi-source products to the operators.

Q19. Reference SOW paragraph 3.2.1; 3.5.12; and 3.3.24. Is the contractor expected to conduct any work outside of the stated period of performance in the Combined Synopsis Solicitation Period of Performance: 18 Aug 2016 – 1 September 2016?

A19. Period of performance: 23 Aug - 1 Sep with a 2-days coordination period dates during the mid-June timeframe. The Contractor will have to physically meet in person during this 2-days coordination period date.

Q20. If work will be conducted prior to the exercise, how much time will be allotted for developers before the Exercise prep day on 22 August?

A20. Period of performance: 23 Aug - 1 Sep and a 2-day coordination period dates TBD. Contractor will need to take as much time as needed to produce script.

Q21. Reference SOW paragraph 3.3.10. Are ASOTC, FTC, or MOTC considered equivalent ratings?

A21. FTC and MOTC are.

Q22. Does the government intend on issuing a pricing format to clarify the specific requirements?

A22. No. Pricing should be included as a separate document per the solicitation. This will be a firm-fixed price contract.

Q23. Reference SOW paragraph. 3.3.9-14 Personnel Requirements. Will the government consider providing more detailed descriptions of the personnel required on this contract in order to more accurately assess price realism as it relates to salaries?

A23. No.

Q24. Reference SOW paragraph 3.3.15. What is meant by a “warm start” and what are the government expectations?

A24. Anything that would be necessary to facilitate the script. Role players will be provided by Gov’t to act as opposing forces.

Q25. Reference SOW paragraph 3.3.3. What is meant by a “dynamic scripting” and what are the government expectations?

A25. Flexible based on the Team’s performance.

Q26. Reference SOW paragraph 3.3.22. The Government requires that the contractor “Source” (5) houses and (1) commercial property (as outlined in section 6) in Wilmington, NC in order to facilitate exercise execution. Is sourcing and pricing required as part of the technical and pricing volumes upon submission? Or is this information required as part of the contract execution?

A26. The Contractor shall source, procure and provide the (5) houses and (1) commercial property.

Q27. Reference SOW paragraph 3.5.14. Is the customs scenario an interactive event that needs a customs official, interrogation room with audio and visual, etc.

A27. No contractor support required for customs scenario aside.

Q28. Does the government want harassment on their students outside of embassy activities and hours of operation, i.e. hotel room intrusions, surveillance etc.

A28. No.

Q29. RFQ Page 1, Evaluation Utilizing Simplified Acquisition Procedures, subparagraph (1), identifies Personnel Qualifications as a factor in the evaluation of vendor quotes. Does this requirement imply that resumes for each of the contractor personnel listed in SOW paragraphs 3.3.9 through 3.3.14 are required as part of a vendor’s technical volume? If so, are employment Letters of Intent (LOIs) required for each all proposed contractor personnel? If resumes are required, is there a page limitation for those resumes?

A29. Include Personnel Qualifications documents in the technical volume of your quote. No LOIs are required.

Page limitations are now clearly defined in Amendment 0001.

Q30. RFQ page 4, Quote Submission Instructions, first paragraph, states that is the vendor’s responsibility to ensure quotes are received within the stated timeframe. According to the FBO announcement of this RFQ, quotes must be received by 0800 Eastern Time on 18 April 2016. However, the RFQ itself does not mention a specific deadline for submission of quotes. Can the government confirm that the submission deadline is 0800, Eastern Daylight Time, on 18 April 2016?

A30. Yes. Confirmed.

Q31. RFQ page 4, Quote Submission Instructions, second paragraph, states that Technical, Pricing and Past Performance shall be submitted as separate documents. What are the page limitations, if any, for each of those documents? Is there a mandated type font/size for those documents? If resumes and LOIs for proposed contractor personnel are required, are they exempted from any maximum page limitation?

A31. Reference page limitations that were added in Amendment 0001. Size 10-12 are preferred. No LOIs are required.

Q32. RFQ page 4, Quote Submission Instructions, second paragraph, requires a Past Performance document. How many Past Performance citations can an offeror submit? Is there a “Recency” limitation on these Past Performance citations? I.e., must the Past Performance cited have be either ongoing or completed within the past 3 years (or 5 years, or some other time frame)? What are the criteria, if any, to be used to evaluate the relevance of the cited Past Performance?

A32. Relevant and recent contracts dating back 3 years as amended in the solicitation.

Q33. RFQ page 1, paragraph five, states that the Government intends to award a single Firm Fixed Price (FFP) contract as a result of this solicitation. However, SOW paragraphs 3.22 and 3.6 require that the contractor source five (5) furnished houses and (1) commercial property in the Wilmington, NC area for this contract, and be prepared to procure hotel rooms in the vicinity of downtown Wilmington to use an alternate/emergency meeting location.

Further, SOW paragraphs 3.12 and 3.13 state that training locations are subject to change to other locations within CONUS. In order to facilitate fair reimbursement to the contractor in the event that the training locations are changed after submission of quotes, will the government consider changing the pricing requirements for the contract to make the cost of leasing these houses and commercial property a cost-reimbursable Other Direct Cost (ODC), and not part of a FFP price quote?

A33. No. This will remain a firm-fixed price contract.

Q34. SOW paragraph 3.2 states that the contractor will provide exercise design, scenario development, product development and exercise execution support for the 3d MRSB during the designated periods of performance. Those periods of performance, as defined in SOW paragraph 3.12, are from 23 August 2016 to 1 September 2016, with a 2-day coordination period prior. Can offerors assume, therefore, that the real focus of the SOW is on exercise execution support, and not on exercise design or scenario development, since those actions should have been completed well in advance of the specified period of performance in the SOW?

A34. Exercise execution will depend on the quality of actions completed well in advance of period of performance.

SOW is for exercise design/scenario development and implementation/execution of that scenario.
