U.S. Marine Corps Forces Special Operations Command For Mentor, Scripting and Exercise support for 3d Marine Raider Support Battalion during

Team Readiness Exercises (TRX) Statement of Work Changes in Red

1 SCOPE. This SOW covers need for reliable and flexible Human Intelligence (HUMINT), Counterintelligence (CI), Signals Intelligence (SIGINT), embassy simulation, role player and support for evaluation and training during TRX 16-02. Specific training is critical to prepare Marines of the Support Teams (STs) to deploy and execute intelligence operations to support special operations missions. The preparation for multi-discipline intelligence operations and fused integration between CI/HUMINT, SIGINT, All-Source, and GEOINT is essential for preparing teams for real-world scenarios throughout the gamut of Special Operation Force capabilities.

1.1 Background. 3d Marine Raider Support Battalion (3d MRSB) trains and prepares STs for deployments with Marine Special Operations Command (MARSOC) companies and teams. Prior to a ST’s Change of Operational Control (CHOP) from 3d MRSB to 3d Marine Raider Battalion (MRB), the STs are required to perform multiple team level exercises during the Unit Training Phase (UTP). Upon the ST’s CHOP from 3d MRSB to 3d MRB, STs are expected to have completed exercises which rehearse the ST’s ability to operate and trouble-shoot all communications equipment and intelligence systems, and provide opportunities to develop internal TTPs. STs are required to participate in a culminating Team Readiness Exercise (TRX), which provides the 3d MRSB Commander an opportunity to assess the team and their ability to provide fused, multi-disciplinary intelligence, communications, and logistics support to a MSOC.

2 APPLICABLE DOCUMENTS.

2.1 U.S. Marine Corps Forces Special Operation Command Manual.

-Intelligence Chapter (draft), MARSOF Training and Readiness Manual

2.2 Availability of DoD Documents. Unless otherwise indicated, copies of specifications, standards and handbooks listed above are available upon contract award.

3 REQUIREMENTS.

3.1 General. The service required by this contract shall be performed in accordance with the applicable documents of section 2 and this SOW.

3.1.1 This SOW establishes the requirements for CI, HUMINT, SIGINT, embassy training and exercise support for TRX 16-02. It defines the material support, administrative, operational and instructional tasks required under this SOW.

3.2 Capability.

3.2.1 The contractor will provide exercise design, scenario development, product development and exercise execution support for the 3d MRSB support teams during the designated periods of performance. The Contractor shall develop scenarios based on the operating environment designated by 3d MRSB, create supporting scenario documentation, and facilitate exercise execution in order to support established training objectives, METs and core tasks for the ST. This shall include assisting in the development of the exercise framework, organizing and participating in conferences, creating scenario information to include role player scripts, and Operations and Fragmentary Orders. The exercise shall have a fusion-centered emphasis integrating HUMINT, CI, and SIGINT intelligence functions, along with embassy and customs interaction in support of MSOC operations. The exercise control group will oversee the construct and implementation of the exercise continuum in order to facilitate and evaluate each ST’s ability to train to designated METs. In the performance of this task, the contractor shall provide Subject Matter Experts (SMEs) as exercise designers and scenario developers to manage all facets of the exercise life cycle, and write/adjust scenario scripting as required for the exercise. The exercise will be designed to train and provide a venue to evaluate the ST intelligence functions and interaction with senior State Department personnel

Solicitation H92257-16-Q-0079 Amendment 0001 2 through reinforcement of their individual and collective skill sets in an operational environment similar to the ones they will experience on deployment.

3.2.2 CI/HUMINT role player scripting shall be focused on support to U.S. Marine Special Operations

Command activities utilized by CI/HUMINT Marines. In order to mimic real world operations, Intelligence Marines are to be familiarized with the functions within a U.S. Embassy, other government agency offices, and the responsibilities of operating from locations outside of the tactical realm.

3.2.3 The exercise shall require Intelligence Marines to provide information which feeds seamlessly into all intelligence functions within the ST, necessitating every member of the team to understand their role within the organization and how to properly execute all steps in the intelligence cycle. Intelligence injects and role-player scripting should be designed to fuse all levels of the ST, to include the All-Source Analysts and Geospatial Marines.

Careful attention is to be taken to ensure the overall scenario will ensure a cohesive and logical end-state: the creation of a target package that will be briefed to the MSOC commander, a network analysis/threat brief that will be given to the country team and a turnover brief. This will allow senior members of the ST the opportunity to drive collection to the desired goal.

3.2.4 The exercise shall allow for Logistics and Communications problem set injects and tasks when/where determined by EXCON.

3.3 Exercise Execution. The Contractor shall support 3d MRSB exercises during exercise execution.

3.3.1 Assisting 3d MRSB Exercise Control (EXCON) in briefing and implementing the scenario, general situation and exercise intelligence summaries as necessary.

3.3.2 Filling Exercise Control billets within their areas of expertise. The Contractor shall support the implementation of exercise storylines and/or vignettes and also all exercise Master Storyline Events.

3.3.3 Contractor shall assist the EXCON in providing “dynamic scripting” during the exercise to ensure that all training goals and objectives are achieved.

3.3.4 Contractor shall participate as needed in the capture of lessons learned and at a mid and post exercise after action review board conducted by 3d MRSB.

3.3.5 Contractor shall provide scenario-driven communications over diverse real-world non-simulated means.

Provide a realistic and tailored RF environment in the target language utilizing authentic devices encountered in the desired area of responsibility.

3.3.6 Provide a full spectrum RF signals environment for SIGINT training and operations to include communication networks commonly used in 3d MRB’s Regional Area of Interest. Signals environment should replicate High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and other forms of technology commonly found in 3d MRB’s Regional Area of Interest.

3.3.7 Provide a scenario that allows for at least twelve hours of signals activity per day for approximately eight days.

3.3.8 Provide historical and technical data to allow for realistic SIGINT Geospatial Analysis.

3.3.9 Provide (2) SI SMEs who possess active TS//SCI clearances. SI SMEs shall be intimately familiar with MARSOC SI operations, minimum of 10 years of SI experience in a SOF, permissive or semi-permissive environment.

3.3.10 Provide (2) CI/HUMINT SMEs who possess at a minimum SECRET clearance. HUMINT SMEs must be Defense Advanced Tradecraft Course (DATC) schoolhouse certified or equivalent with at least 10 years’ experience operating in semi-permissive environments.

3.3.11 Provide (1) GEOINT SME who possesses a minimum of a SECRET clearance. GEOINT SME must have at least (10) years of experience as an ITC (must be certified through 11th IS or equivalent) and has operational experience with tier one forces.

3.3.12 Provide (1) All Source Analyst SME who possesses a minimum of a SECRET clearance. All Source SME must have at least (10) years of experience, to include operational experience with tier one forces.

3.3.13 Provide (1) Embassy SME who possesses at a minimum SECRET clearance. Embassy SME will have intimate knowledge of embassy operations, to include the country team and responsibilities of each respective section.

3.3.14 Provide (1) EXCON support personnel who will also serve as a “local national facilitator” to coordinate with property owners and ensure all housing requirements are met. EXCON support personnel shall have intimate knowledge of the Wilmington, NC area and will work closely with the team to aid in any matters concerning the “local environment.”

3.3.15 Conduct required surveys and provide needed equipment to contracted support personnel for the exercise area in order to support a “warm start.”

3.3.16 Assist the EXCON in providing situations/scenarios for various forms of collection to include SIGINT de-confliction using techniques that accurately reflect MARSOC’s current TTPs. Prior coordination with 3d MRSB required.

3.3.17 Assist the EXCON in providing scenario scripting which incorporates ISR operations to allow analysis to conduct HVI targeting, pattern of life, vehicle follows, cache site detection, counter IED, route reconnaissance, and Blue Force over watch.

3.3.18 Assist the EXCON in providing a scenario with tactical to strategic level all-source analysis threads that require use of advanced structured analytical techniques against target (enemy/friendly/neutral) networks to include, but not limited to: social, information, infrastructure, and economic and political networks. Require the development of “true pattern of life” utilizing human factors and other analytical techniques.

3.3.19 Scripting should include a broad range of information sources which are relevant to the scenario.

Information should come from the different intelligence disciplines participating in the exercise through standard reporting in addition to detailed historical reporting, include non-standard reporting such as: open source information, SITREPs, Civil Affairs, Adjacent Units, Key Leader Engagements, etc.

3.3.20 SIGINT scenario scripting should incorporate interaction with other intelligence disciplines (CI/HUMINT, GEOINT, and All Source).

3.3.21 Assist the EXCON in the development of a counterintelligence scripted event (insider threat) which must be developed within the scenario. The insider threat will be identified via a comprehensive all-source, multi-discipline approach.

3.3.22 Source, procure and provide (5) houses and (1) commercial property (as outlined in section 6) in

Wilmington, NC in order to facilitate exercise execution.

3.3.23 All facilities should be located in low traffic and low crime areas around Wilmington, North Carolina and include basic security functions such as locking doors, windows, and adjacent or enclosed parking for one to two vehicles. All buildings should also have basic kitchen functions, heating and cooling, and functioning toilets and utilities. Furnished buildings are preferred, but not required if the contractor notifies 3d MRSB in advance of the requirement to provide tables, chairs, and cots. Contractor will be required to coordinated with 3d MRSB in order to provide an updated list of off limits locations and desired training areas.

3.3.24 Coordinate with EXCON to provide a two day period of support prior to the exercise in order to complete scripting and any other associated due outs (Road to War, Scenario Overview).

3.3.25 Cover all internal coordination and movement of contract personnel and equipment to/from the exercise locations.

3.3.26 Provide feedback and participate in a detailed after-action reviews following completion of the exercise.

3.3.27 Complete assessment checklists provided by the EXCON in order to evaluate the performance of the HUMINT Marines, SIGINT Marines and ST HQ element.

3.4 Specific Training Events. The contractor is required to work closely with 3d MRSB and members of the EXCON during the execution of these training events to include leading, conducting, and supervising all coordination, scripting and role player support to intelligence operations. Basic scenario guidelines will be provided but no scripting from previous exercises.

3.5 Personnel.

3.5.1 All participating personnel clearances must be submitted via JPAS submitted to SMO Code 209001MR NLT 1 August 2016.

3.5.2 All personnel must comply with guidance for a contracted workforce on US installations, bases, stations and Wilmington, North Carolina, or other training areas as directed.

3.5.3 Ensure all events in the Master Scenario Event List are included and executed during the exercise. 3 MRSB coordination required.

3.5.4 Assist in the development of the Initial Terms of Reference (ITOR) / Operational Order (OPORD) / Road to War (RtW).

3.5.5 Assist in the development of the Intelligence Preparation of the Battlefield (IPB).

3.5.6 Assist in the development of the utilizing real world intelligence and locations with synthetic geography overlaid on the training area.

3.5.7 Assist the EXCON in the development of the Road to War brief and to ensure the exercise is based on current events in the target country.

3.5.8 Support the conduct of advanced techniques for HUMINT/CI collections and operations in a rural and urban environment.

3.5.9 Assist in the development of previous 30 and 60 day SIGACT reporting from the exercise target country.

3.5.10 Assist in the development of the scenario support for SIGINT collections.

3.5.11 Assist in the development of the scenario support for SIGINT analysis and pattern of life studies.

3.5.12 Targeting/HVI tracking. The contractor shall complete independent work outside of scheduled meetings to produce product support for the conduct of the course that is relative to the scenario (examples: initial intelligence situational brief; personnel biographies; message traffic depicting reporting from other units, TACREPS; open-source reporting, etc.) .

3.5.13 Supporting Fragmentary Orders (FRAGO), Intel Summaries, Situation Reports, and other materials based upon the Base Order and scenario storylines.

3.5.14 Assist in the development of the detailed Role Player, Customs Scenario, and Embassy personnel Scripts.

3.5.15 CI/HUMINT personnel and SI mentors must submit daily evaluation reports to the EXCON detailing the day’s activities of their respective disciplines.

3.6 Housing.

3.6.1 Source (5) furnished houses and (1) commercial property meeting the following parameters, all within the greater Wilmington, NC area (not including Wrightsville Beach):

3.6.1.1 EXCON: 3-4 Bedroom / 2-3 Bath, standalone home

3.6.1.2 OPFOR: Commercial property (warehouse, compound, etc.) consisting of office spaces and enough room to house up to 25 PAX. Property must also have bathroom/shower facilities, kitchen facilities and enough parking for at least 15 vehicles.

3.6.1.3 ST HQ: 4-5 Bed / 2-3 Bath. Must be standalone home with an enclosed yard. Available parking for 3-5 vehicles and a garage is preferable.

3.6.1.4 ST DSE: 4-5 Bed / 2-3 Bath. Must be standalone home with an enclosed yard. Available parking for 3-5 vehicles and a garage is preferable.

3.6.1.5 Safe House: Be prepared to procure hotel rooms in the vicinity of downtown Wilmington at the request of the ST to use as an alternate/emergency meeting location.

3.7 Travel.

3.7.1 The contractor will travel in support of the 3d MRSB to Camp Lejeune, NC and Wilmington, NC as required to support the TRX planning and execution. Locations and dates subject to change.

3.7.2 The contractor will make all travel reservations and will not be reimbursed for travel expenses.

3.8 Lodging, Meals, and Incidentals.

3.8.1 Lodging and meals will not be provided and must be coordinated by the contractor.

3.8.2 The contractor will not be reimbursed for lodging and meal expenses.

3.9 Contractor Provided Equipment and Materials.

3.9.1 The contractor shall provide all platforms required to conduct SI-activity, to include: non-attributable handsets as well as digital and analog radios.

3.10 Government Furnished Equipment, Material, and Work Space.

3.10.1 The government will provide a work space for required pre-exercise meetings and conferences.

Coordination will be conducted via phone prior to both training iterations.

3.10.2 The government will provide TOC / COC setup with at least (3) SIPR and (3) NIPR computers, printer, whiteboard, tables, chairs, etc. IOT facilitate exercise control.

3.11 Additional Requirements. The Contractor shall ensure personnel assigned to perform the tasks in this contract are qualified subject matter experts ready to immediately begin support.

3.12 Period of Performance. The TRX requires intelligence support for an iteration of TRX between the time frames outlined below and in the period of performance section of this SOW. The exercises will be conducted in Wilmington, NC. However, due to unforeseen circumstances, training locations may be subject to change to other

Solicitation H92257-16-Q-0079 Amendment 0001 6 sites within CONUS. During the exercise, 12 days of support is or required, 10 days of exercise support and 2 days of prior coordination before exercise begins. The current TRX windows are:

- 23 August 2016 – 1 September 2016 with a 2-days coordination period prior date during the mid-June timeframe. The Contractor will have to physically meet with the Government during the coordination period.

3.12.1 The period of performance to support all planning and coordination requirements, with specific deliverables between the dates of:

- 23 August 2016 – 1 September 2016 for TRX II 16-02

3.13 Place of Performance. The place of performance for this effort is Wilmington, NC and surrounding areas.

Training locations requiring support are subject to change to other locations within CONUS.

3.14 Security Requirement. While performing duties within MARSOC owned and operated facilities, the contractor must adhere to all service/component command/local security directives, regulations, and standard operating procedures at each contract performance location. The Program Manager will provide a copy of all applicable security directives for this contract. Appropriate local service/component command security directives, regulations, and standard operating procedures will be provided by the requiring agency (normally through the Performance Monitor or component command COR). Upon completion or termination of the classified contract, or sooner when the purpose of the release has been served, the contractor will return all classified information (furnished or generated) to the source from which received unless retention or other disposition instructions are authorized in writing by the MARSOC Government Contracting Agency/Activity. Furthermore, the contractor will account for and return to the appropriate issuing office, all Common Access Cards (CAC), security badges, installation entry passes/vehicle decals issued to contractor personnel upon completion or termination of the classified contract, termination of employment, or suspension of classified clearance or access of any contractor employee.
