STATEMENT OF WORK
Naval Special Warfare Command
Video Teleconferencing (VTC) System 24 Apr 2019
1.0 BACKGROUND: NSW requires Video Teleconference VTC equipment and services with one new system in three classrooms. VTC systems must be connected to each other, but also work independently of each other.
1.1 SCOPE:
1.1 The contractor shall furnish and install three (3) video teleconferencing (VTC) suites in Bldg (3842) Troop classrooms.
1.2 The contractor shall provide all labor, supervision, tools, materials, equipment, transportation and disposal necessary to provide and install the systems. All materials used must match existing installations to maintain a professional appearance. The Contractor shall be an authorized distributor and service provider of the equipment listed above or authorized substitution items.
2.0 DESCRIPTION OF REQUIREMENT:
2.1 The contractor shall provide all labor, supervision, tools, materials, equipment, transportation and disposal necessary to provide and install VTC system.
2.2 The contractor shall provide drawings of proposed installation in their quote in response to the solicitation.
2.3 Installation Requirements:
2.3.1 A laydown area for contractor use will be identified by the requiring activity representative prior to start of installation.
2.3.2 Installation shall be conducted on weekdays during normal business hours and mutually coordinated.
2.3.3 If for any reason, contractor/supplier is unable to complete the assembly and placement of all unloaded items before the end of the workday, the contractor/supplier shall be responsible for moving these items to the designated laydown area until the next available installation date.
2.4 The contractor shall provide and install a fully functioning VTC suite for three (3) classrooms in Bldg 3842. Classrooms 1/3 shall be equipped with two 86"LED LCD screens, while Classroom 2 shall be equipped with one laser projector with dual screen capability. The contractor shall provide the following brand name or equal VTC system hardware and software components. Industry equivalent brand name substitutions are authorized; contractor shall demonstrate how any proposed substitution items provide the same capabilities or meet/exceed the same salient characteristics of the items in accordance with Attachment II – VTC System and Install Pricing Sheet.
2.5 Contractor shall conduct complete functionality testing to ensure that the systems are in good working order and for purpose of review and acceptance by the Government.
2.6 Post Installation Warranty and Maintenance Support
2.6.1 1-Year On-Site support for all AV Equipment
2.6.2 Provide the manufacturer warranty for all AV Equipment
3.0 SECURITY:
3.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.
3.2 All contractor personnel shall be citizens of the United States.
3.3 Contractor shall coordinate with the Contracting Officer’s Representative (COR) to arrange base access and escorts.
4.0 SAFETY:
4.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
5.0 QUALITY CONTROL:
5.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections;
identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
6.0 QUALITY ASSURANCE:
6.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
6.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
