Notice of Intent to Award to a Sole Source vendor
The Naval Special Warfare (NSW) Command, Contracting Department, Virginia Beach, VA 23459 intends to award a Firm Fixed Price Sole Source contract to Heritage Crystal Clean 2175 Point Blvd Ste 375, Elgin Illinois 60123-9211 Cage Code 3HRG5 as the sole vendor authorized to provide the parts and services with an anticipated award date set for 26 April 2019.
Naval Special Warfare Command Group-2 currently leases and operates four Aqueous Cleaners in support of armory operations. The additional cleaners are needed to equip new recently constructed armory facilities. The existing Aqueous Cleaners have been under contract and in use for over two years and personnel have been fully trained on this equipment and, procedures have been developed and implemented Group wide. This Sole Source exception includes the provision of maintenance services and training. The OEM, Heritage Crystal Clean, has not authorized any other providers for these services therefore both the leasing of equipment and the inclusion of maintenance for the duration of the lease are only available from Heritage Crystal Clean. The Aqueous Cleaners provide an environmentally friendly option for cleaning operations that are normally performed using petroleum based solvents. The Aqueous System uses only water based cleaners that are easily disposed of at low risk or impact to the environment. Extensive market research was conducted to determine the commercial market for this type of commercial cleaning system and no other similar systems were found. It is in the best interest of the Government to continue using this system for expanded armory operations.
The sole source services/training will be acquired in accordance with the Federal Acquisition Regulation (FAR) Parts 12 – Acquisition of Commercial Items and 13 - Simplified Acquisition Procedures.
The North American Industry Classification System (NAICS) code for this acquisition is 532490. The size standard is $32.5 million. The FSC is 4940. The approximate contract value is $160,265.43 (inclusive of option periods).
For reasons explained above, this requirement is being solicited single source in accordance with: FAR 13.106-1(b), “Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.”
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete the propose requirement based upon responses to this notice is solely within the discretion of the Government. The Government will not notify respondents of the results of the information received.
Interested parties may identify their interest in this requirement by submitting a capabilities statement, proposal or quotation. Responses shall be email to NSWK2@socom.mil. All responses must be received no later than 2:00PM on 18 April 2019.
Verification of receipt of electronic transmission is the sole responsibility of the contractor.
